2. The technique is intended for determination of efficiency of measures of the estimated central state and local executive bodies (further – the estimated state bodies) aimed at the development supervised the industry/sphere/region.

The efficiency evaluation of achievement and realization of strategic objectives and tasks in supervised the industry/sphere/region (further – efficiency evaluation) is performed according to the Schedule of carrying out annual efficiency evaluation of activities of state bodies approved by Administration of the President of the Republic of Kazakhstan (further – the Schedule of assessment).

4. The efficiency evaluation is performed by the following state bodies (further – the state bodies authorized on assessment):

statistical and departmental data;

other sources (in the presence).

7. The working subgroup specified in Item 5, carries out the analysis of reporting information of the estimated state bodies regarding their reliability.

8. Accuracy of the data is confirmed by statistical data, the international indicators of competitiveness, and also data of industry central state and local executive bodies.

3. Reverification of the data containing in reporting information of the estimated state bodies

9. According to Item 51 of System of assessment the state bodies authorized on assessment perform reverification of the data containing in reporting information of the estimated state bodies (further – Pereproverka).

10. Recheck is carried out regarding determination of accuracy of the information on achievement of straight lines and resulting effects of strategic plans / Development programs of the territories.

11. Recheck of results of strategic plans / Development programs of the territories is performed by collection and the analysis of supporting documents (departmental reports, acts of the performed works and the rendered services, the protocol, the letter and another).

12. The procedure of recheck consists of request at the estimated state bodies of supporting documents, carrying out reconciliation of reporting information, creation of the Reconciliation statement following the results of reverification of the data containing in reporting information (further – the Reconciliation statement), in form according to Appendix 1 to this Technique.

13. Within Pereproverki the state bodies authorized on assessment receive electronic copies of supporting documents, except the documents having security classification.

4. Efficiency evaluation of achievement and realization of strategic objectives and tasks in supervised the industry/sphere/region

14. The efficiency evaluation is performed by the following types of criteria:

1) process criteria:

quality and completeness of the analysis of the strategic plan / Development program of the territory;

the analysis of quality of risk management (only for the central state bodies);

2) productive criteria:

goal achievement and tasks of strategic plans / Development programs of the territories.

15. The efficiency evaluation for the central state bodies is calculated taking into account weight value of each criterion by the following formula:
