About measures for the effective organization of system of retraining and advanced training of heads and specialists of farms

For the purpose of providing on system basis of increase in level of professional knowledge of heads and specialists of farms, widespread introduction in agricultural production of achievements of science and the advanced know-how, and also modern methods of management and marketing the Cabinet of Ministers decides:

1. Take into consideration that according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 3, 2015 No. 311 "About measures for further enhancement of providing industries of agricultural and water economy by highly qualified personnel with the higher education" under the highest educational institutions on agricultural and water economy of the republic organizes the regional centers for retraining and advanced training of heads and specialists of farms (further - the regional centers) in the form of the state unitary enterprises.

2. Approve:

organizational structure of system of retraining and advanced training of heads and specialists of farms according to appendix No. 1;

standard structure of the regional centers for retraining and advanced training of heads and specialists of farms under the highest educational institutions on agricultural and water economy according to appendix No. 2;

Regulations on rates on retraining and advanced training of heads and specialists of farms according to appendix No. 3;

the list of the professional colleges on agricultural and water economy determined as territorial basic educational bases for carrying out rates by advanced training of heads and specialists of farms (further - basic professional colleges), according to appendix No. 4.

Grant to the Minister of Agriculture the right in coordination with Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan, the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to make changes to the list of basic professional colleges.

3. Determine the main objectives:

a) regional centers:

the organization of permanent rates for retraining and advanced training of heads and specialists of the farms directed to increase in their professional level, profound studying of regulatory framework of development of farming, the main directions of the performed reforms in the agrarian sector of economy, tendencies of development of agricultural industry, effective development by them of the last scientific and innovative achievements and the best best practices of farms, and also modern methods of management and marketing in agricultural industry;

forming of curricula and programs, methodical and information base of educational process on retraining and advanced training of heads and specialists of farms;

broad attraction, on contractual basis, for training of teachers of the highest and average special, professional educational institutions of agricultural and water economy, research associates of research institutions, experienced domestic and foreign specialists in the field of agricultural and water economy;

the organization of educational seminars for teachers of the highest and average special, professional educational institutions of agricultural and water economy, research associates of the research institutions, experienced experts specialists in the field of agricultural and water economy involved to carrying out rates on advanced training of heads and specialists of farms;

taking measures to provision to nonresident students of the places of residence in hostels of the highest educational institutions or other places of residence for retraining and advanced training;

the organization in basic professional colleges of rates for advanced training of heads and specialists of farms, carrying out tests of listeners with issue of certificates of the established form;

monitoring and quality evaluation of carrying out rates on advanced training of heads and specialists of farms, continuous improvement and updating of curricula and programs, methodical and information base of educational process;

studying of the best practices of the organization of rates for retraining and advanced training of heads and specialists of farms, forming of necessary directory base on scientific and innovative achievements and advanced technologies in the field of agricultural and water economy, its permanent updating;

strengthening of material and technical resources of the regional centers modern information and communication and other means for achievement of carrying out rates on retraining and advanced training of heads and specialists of farms at qualitatively high organizational and professional level;

b) basic professional colleges:

creation and permanent updating of the database of heads and specialists of farms;

participation in preparation of curricula, programs and schedules on advanced training of heads and specialists of farms taking into account regional features and activities of farms;

the conclusion and ensuring timely execution of contracts with farms - on carrying out rates on advanced training of heads and specialists of farms, with the involved teachers of the highest and average special, professional educational institutions of agricultural and water economy, research associates of research institutions, experienced experts specialists in the field of agricultural and water economy - on carrying out studies on rates on advanced training of heads and specialists of farms;

allocation for carrying out rates on advanced training of heads and specialists of farms of audiences, with equipment by their modern information and communication technologies and other tutorials;

carrying out rates on advanced training of heads and specialists of farms, forming and regular updating of directory base in the directions of advanced training;

taking measures to provision to nonresident students of the places of residence in hostels of basic professional colleges or other places of residence for advanced training;

ensuring effective interaction within carrying out rates on advanced training with production, with the organization of exit practical training and visits of the companies equipped with modern appliances and technologies;

the organization of practical training in the advanced farms and other organizations of agricultural and water economy;

monitoring and quality evaluation of carrying out rates on advanced training of heads and specialists of farms, preparation and introduction of suggestions for improvement and to updating of curricula, programs and schedules, and also methodical and information base of educational process.
