confirming the agreement obligations about reducing and restriction of strategic offensive arms of July 31, 1991, hereinafter referred to as by the Agreement on the START-1, and to the Protocol to the specified Agreement of May 23, 1992 signed in Lisbon, which is hereinafter referred to as by the Lisbon protocol and also under the Nuclear Non-Proliferation Treaty of July 1, 1968 which is hereinafter referred to as by the Treaty on the Non-Proliferation

aiming at ensuring reliable safety of the Parties, simultaneous with the carried-out reducing strategic offensive arms, from threat of nuclear attack,

Article 1.

For the purposes of this agreement mentioned below terms mean:

"Strategic Nuclear Forces" (SNF) - the military forming including connections, parts, organizations, the organizations and objects having strategic nuclear weapon, and also the parts providing their functioning on the arms or storage.

The list of SYaS which are temporarily located in the territory of the Republic of Kazakhstan is given in Appendix 1, being integral part of this agreement.
