In pursuance of the Law of the Republic of Uzbekistan "About veterinary science" and resolutions of the President of the Republic of Uzbekistan of December 29, 2015 "About measures for further reforming and development of agricultural industry for 2016 - 2020" the Cabinet of Ministers decides No. PP-2460:

1. Approve Regulations on procedure for advanced training of specialists of veterinary service according to appendix.

2. To the ministry of agricultural and water economy together with the Ministry of Economics, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan in three-months time on the basis of studying and the analysis of personnel potential of industry to introduce in State commission on acceptance in educational institutions of the Republic of Uzbekistan offers on increase in annual quota of enrollment of students in the highest educational institutions in the directions of formation of bachelor degree and specialties of magistracy in the field of veterinary science taking into account regional features and specific need of the real sector of industries of economy.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the head Kompleksa of youth policy, education, culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan and the Minister of agricultural and water economy of the Republic of Uzbekistan Sh. Zh. Teshayev.

Regulations on procedure for advanced training of specialists of veterinary service

Chapter 1. General provisions

1. This Provision determines procedure for advanced training of heads and specialists of the organizations which are a part of the system of veterinary service (further - specialists of veterinary service).

2. The nomenclature of specialties and positions is determined by advanced training of specialists of veterinary service by the State committee of veterinary science (further - Committee) and affirms the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan (further - the Ministry).

3. The basic methodical center of system of advanced training of specialists of veterinary service is the Training center and retrainings of personnel of the Samarkand agricultural institute (further - Training center) which will organize development of scientific and methodical bases, educational and methodical documentation, determines mechanisms and methods of enhancement of educational process in the highest educational institutions performing advanced training of specialists of veterinary service.

Advanced training of specialists of veterinary service (further - advanced training) is performed by the Samarkand agricultural institute, the Tashkent state agricultural university and the Nukus branch of the Tashkent state agricultural university on paid and contractual basis by extrabudgetary funds of the organizations which are a part of the system of veterinary service.

The organizational structure of system of advanced training of specialists of veterinary service is given in appendix No. 1 to this Provision.

4. Training at professional development course is performed with separation from production with preserving the average salary and post on principle place of employment.

5. The organization and carrying out professional development course of specialists of veterinary service is performed according to the scheme according to appendix No. 2 to this Provision.

Chapter 2. Management of system of advanced training

6. Ministry:

performs the common directorship of system of advanced training;

takes measures for strengthening of material and technical resources of the highest educational institutions for advanced training;

approves curricula and programs, and also the created list of the specialists of veterinary service directed to advanced training.

7. Committee:

creates the annual list of the specialists of veterinary service directed to advanced training;

exercises permanent monitoring and control of complete and high-quality carrying out advanced training.

8. Training center:

will organize work on development of scientific and methodical bases, educational and methodical documents, the single educational mechanism of advanced training;

creates curricula and courses programs of advanced training taking into account diseases of animals, characteristic of regions;

determines mechanisms and methods of enhancement of educational process on professional development course;

provides implementation in educational process of modern, effective methods and methods of treatment and diagnostics, new technologies, with generalization of progressive foreign experience in the field of veterinary science and livestock production;

analyzes and generalizes foreign experiment and achievements of acknowledged educational institutions on advanced training;

is responsible for the organization and carrying out professional development course up to standard.

9. Samarkand agricultural institute, Tashkent state agricultural university and Nukus branch of the Tashkent state agricultural university:

will organize professional development course on the basis of the approved curricula and programs;

provide broad attraction, on the terms of hourly pay of work in the procedure established by the legislation, for training on professional development course of the faculty of the highest educational institution, the leading scientists of research institutions, specialists of veterinary service, experts specialists;

create necessary directory base in the directions of advanced training, will organize development and deployment in process of advanced training modern innovative and information and communication technologies;

take measures for provision to specialists of veterinary service of the places of residence in hostels of the highest educational institutions for advanced training;

conduct internal monitoring of results of advanced training.

10. The research institutions, the organizations which are a part of the system of veterinary service, livestock farms:

render assistance in carrying out qualification practice;

provide interrelation of scientific knowledge and veterinary practice.

Chapter 3. Purposes and tasks of advanced training

11. The purpose of advanced training is development by specialists of veterinary service of the international experience in the field of veterinary science, updating of necessary professional knowledge and skills, ensuring constant development of professional competence and skill according to qualification requirements, curricula and programs.

12. The main objectives of advanced training are:

further increase in professional capabilities and skill;

development and implementation of skills of independent thinking of specialists of veterinary service, and also further enhancement of their knowledge;

forming of practical skills on use in work of information technologies and opportunities of the world information Internet;

training of specialists of veterinary service in modern methods of prevention and treatment of animals, and also to specifics and the applied technologies when holding veterinary and sanitary actions;

provision to specialists of veterinary service of theoretical knowledge of the legislation on veterinary science.

Chapter 4. Requirements imposed to content and quality of process of advanced training

13. Requirements imposed to training process to its quality and content are established according to the laws of the Republic of Uzbekistan "About education" and "About the National program for training".

14. In system of advanced training curricula and programs for the directions of specialties are developed by leading experts and the faculty SHI, with involvement of the leading scientists and specialists of research institutions, laboratories, livestock farms, and are integral part of methodical ensuring educational process.

15. Training programs consist of the following:

summary;

introduction (the purposes and tasks of the training program expected results);

main part (lectures, subjects of practical and exit training, recommendations about their carrying out, list of necessary knowledge and skills, amount of academic load, list of educational literature and monographs).

16. In case of development of curricula and programs change of hours in limits to 10% on modules is allowed.

17. Requirements imposed to contents of the training program are determined in strict accordance with the professional characteristic of specialists of veterinary service, taking into account development of necessary knowledge and skills by them.

Without fail it is necessary to reflect the last achievements in the field of veterinary science, the equipment, technologies in curricula and programs, and also to provide compliance of requirements of unity of approach and the sequence in training.

18. Qualification practice is carried out according to curricula and programs in the research institutions, the organizations which are a part of the system of veterinary service the leading livestock farms and shall provide assimilation of knowledge of exact determination of medical and diagnostic methods, acquaintance of specialists of veterinary service with new achievements of science and technologies in the field of veterinary science.

Chapter 5. Advanced training terms

19. Duration of professional development course constitutes:

for heads - from 1 to 2 weeks (36 - 72 hours);

for specialists - at least 4 weeks (144 hours).

20. Short-term (36 - 72 hours) courses on training of heads are conducted for the purpose of training in modern methods and the principles of management.

21. Specialists of veterinary service with practical experience of work in system of veterinary service at least 3 years having degrees of the bachelor, the master or secondary vocational education go to professional development course.

22. In system of advanced training of specialists of veterinary service the week academic load constitutes no more than 36 hours.

Chapter 6. Assignment of qualification category to specialists of veterinary service

23. To the specialists of veterinary service who successfully ended training at professional development course the certificate on passing of professional development course is in accordance with the established procedure issued for specialists of veterinary service and the second, first and highest qualification categories are appropriated.

24. The qualification category is appropriated to specialists of veterinary service for a period of 5 years. After the specified term specialists of veterinary service shall increase the qualification category.

25. For receipt of the second qualification category specialists of veterinary service are estimated by the following criteria:

a) level of knowledge of treatment, prevention and free ownership of diagnostic methods, skills on use of the special equipment;

b) results of training at professional development course.

26. For receipt of the first qualification category specialists of veterinary service are estimated by the following criteria:

a) availability of positive review from management of veterinary service about the level of knowledge and ownerships of necessary skills of the specialist of veterinary service, extent of ownership and application in the activities of modern information technologies, and also level of scientific and theoretical knowledge;

b) availability of the second qualification category and practical experience of work as the specialist of veterinary service at least 3 years (from the moment of assignment of the second qualification category);

c) results of training at professional development course.

27. For receipt of the highest qualification category specialists of veterinary service are estimated by the following criteria:

a) availability of positive review from management of veterinary service about level knowledge and practical skills of the specialist of veterinary service, skills of generalization and application of scientific achievements in the field of veterinary science, and also creatively to approach capability the solution of the arising professional industry questions;

b) availability of the first qualification category and practical experience of work as the specialist of veterinary service at least 3 years (from the moment of assignment of the first qualification category);

c) results of training at professional development course.

28. The highest qualification category is appropriated to the specialists of veterinary service having academic degree. At the same time requirements of subitems "b" and "v" of Item 27 of this provision do not extend to them.

Chapter 7. Control of quality of advanced training

29. Assessment and control of quality of advanced training of specialists of veterinary service include:

a) internal control which consists of the following:

assessment of basic knowledge;

current control of new knowledge, skills and professional skill;

final control by results of certification in the specialty;

b) external control from outside Committee, and also other organizations which are a part of the system of veterinary service.

30. The structure of certifying commission on the organization and carrying out final control (further - Certifying commission) affirms heads of the relevant highest educational institutions, under preliminary approval of Head department of veterinary science.

31. Results of certification for assignment of qualification category appear at meeting of Certifying commission and are officially drawn up in the form of the protocol of Certifying commission.

Chapter 8. Document on the termination of professional development course

32. The certificate on passing of professional development course of specialists of veterinary service (further - the certificate) is issued for a period of 5 years in form according to appendix No. 3 to this Provision.

33. The certificate is the document which is subject to strict accounting and shall have accounting series, number and protective element.

Forms of the certificate are made in accordance with the established procedure, by request of Training center.

The training center bears responsibility for proper accounting, storage and target use of certificates.

34. The specialists of veterinary service who did not undergo certification following the results of training at professional development course shall complete repeatedly within 6 months these courses on paid basis at own expense.

To the specialists of veterinary service who repeatedly ended professional development course, but did not undergo certification the qualification category decreases or the question of compliance of their post in accordance with the established procedure is considered.

35. If specialists of veterinary service do not agree with the solution of Certifying commission, within three days from the date of the announcement of results they can file petition addressed to the head of the highest educational institution. In this case the order of the head of the highest educational institution creates the Appeal commission as a part of at least 3 (three) people. The appeal commission considers the application of the specialist of veterinary service on the same day and draws the conclusion.

Chapter 9. Issue of the duplicate of the certificate

36. Instead of the lost or become useless certificates according to the written application of the owner within three days the duplicate of the certificate is issued.

37. Former registration number and term of its action is assigned to the duplicate of the certificate, on it the text "Duplicate" is made.

Chapter 10. Final provisions

38. The disputes arising in connection with fulfillment of requirements of this provision are solved in accordance with the established procedure.

39. Persons guilty of violation of requirements of this provision bear responsibility according to the legislation.
