About support and development of export of the Republic of Belarus in 2016-2020
Council of Ministers of the Republic of Belarus DECIDES:
1. Approve enclosed:
The national program of support and development of export of the Republic of Belarus for 2016-2020 (further - the National program);
"road map" of actions for implementation of the National program of support and development of export of the Republic of Belarus for 2016-2020 (further - "road map").
2. Determine:
coordinator of the National Ministry of Foreign Affairs program;
contractors of the National program the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs.
3. To contractors of the National program to send to the coordinator:
once in half-year to the 20th following the accounting period, information on the course of implementation of the National program;
annually till May 1 of the request (if necessary) for accomplishment of the actions of "road map" requiring financing in 2017-2020;
annually till November 20 of the offer on updating of actions of "road map" for the next calendar year.
4. To the coordinator of the National program annually:
till February 15 to provide information on the course of accomplishment of the National program in Council of Ministers of the Republic of Belarus;
till June 20 to create requests of contractors for accomplishment of the actions of "road map" requiring financing in 2017-2020;
till December 15 taking into account the offers which arrived from contractors of the National program to submit for approval in Council of Ministers of the Republic of Belarus the staticized project of actions of "road map" for the next calendar year.
5. To the Ministry of Finance and contractors of the National program when forming the republican budget for the next financial year in accordance with the established procedure to provide in need of means on financing of the staticized actions of "road map".
6. This resolution becomes effective from the date of its official publication.

The national program is prepared taking into account results of implementation of the previous programs of support and development of export, and also features of environment of international trade and new tendencies in the field of globalization and regional integration.

The national program is developed for determination of specific purposes and tasks within priority of social and economic development "Export" and the directions them realization.
As a result of accomplishment of the National development program of export of the Republic of Belarus for 2011-2015 approved by the resolution of Council of Ministers of the Republic of Belarus of May 23, 2011 No. 656 (The national register of legal acts of the Republic of Belarus, 2011, No. 60, 5/33840), it was succeeded to reach:

increases in share of the Belarusian goods in the traditional markets due to creation of assembly productions abroad and entries of the export-oriented Belarusian organizations into transnational structures, the organizations of logistic and service structures. For January 1, 2011 83 assembly productions abroad functioned, for January 1, 2016 the Belarusian industrial bodies create 132 assembly productions in 22 countries of the world;
growth of share of services in total amount of commodity export and services. Following the results of 2015 the specific weight of export of services in total amount of the Belarusian export made percent 20,3 in case of the plan to 20 percent;
enhancement of system of legal and information support of foreign economic activity regarding improvement of quality of information and advertizing products, the websites of exporters, increase in amount of materials on export subject in printing and electronic mass media;
systematic promotion of the Republic of Belarus to number of 30 advanced countries in rating "Business". In this rating on indicator "International trade" Belarus takes the 25th place (before review of method of calculation of this indicator - the 145th place). The common rating position of Belarus improved from the 68th place in the report of 2011 to the 44th place in the report of 2016 (taking into account new methodology of calculation of indicators);
