About approval of Rules of providing aircrafts with aeronautical information of operators
According to subitem 41-18) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" I ORDER:
1. Approve the enclosed Rules of providing aircrafts with aeronautical information of operators.
2. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:
1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.
3. I reserve control of execution of this order.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of providing aircrafts with aeronautical information of operators (further - Rules) determine procedure for providing aircrafts with aeronautical information of operators which is provided in zones of responsibility of bodies of servicing of air traffic of the Republic of Kazakhstan.
2. Requirements of these rules are fulfilled by all officials and aviation personnel of the companies, organizations and organizations of civil aviation participating in the organization and providing aircrafts with aeronautical information of operators.
3. The main determinations and terms used in these rules:
1) absolute height - distance down from the average level of the sea to the level, point or the object accepted for point;
2) aspects of human factor - the principles applicable to design processes, certification, trainings, maintenance and operational activities in aircraft and aimed at ensuring safe interaction between the person and other components of system by means of proper accounting of opportunities of the person;
3) aeronautical information - information obtained as a result of collection, the analysis and data processing for the purposes of ensuring flights of aircrafts, servicing of air traffic and air traffic control;
4) service of management of aeronautical information - the service created in specifically established action area which bears responsibility for provision of the aeronautical information (data) necessary for safety, regularity and efficiency of air navigation;
5) aeronautical data - statement of aeronautical actual data, concepts or instructions in the formalized procedure suitable for communication, interpretations or processings;
6) the aeronautical card - the conditional image of the site of the land surface, its relief and artificial constructions which is specially intended for air navigation;
7) the collection of aeronautical information - the publication issued or authorized by the Republic of Kazakhstan which contains the long-term aeronautical information which is important for air navigation;
8) amendment to the collection of aeronautical information - the temporary changes made to information containing in the collection of aeronautical information, and published on separate pages;
9) the amendment to the collection of aeronautical information - the permanent changes made to information, containing in the collection of aeronautical information;
10) the circular letter of aeronautical information - the notification containing information which does not require release of NOTAM or its inclusion in the collection of aeronautical information, but which concerns safety issues of flights or aeronautical, technical, administrative and legal issues;
11) resolution (permission) - the number of units or figures determining procedure for the value used measured or calculated;
12) authorized body in the field of civil aviation - the central executive body performing management in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;
13) zone navigation - the navigation method allowing aircrafts to carry out flight on any desirable trajectory within the action area of radio beacon-type navigation aids or in the limits determined by opportunities of autonomous means or their combination;
14) the minimum absolute flight altitude in zone - the minimum absolute height which is subject to use in instrument weather conditions and providing the minimum inventory of height over obstacles within the established zone which is usually determined by parallels and meridians;
15) information product - data array or set of data arrays which answers the specification of information product;
16) the scheme of landing approach on devices - series of in advance planned maneuvers which are carried out on flight devices, in case of observance of the established requirements providing prevention of collision with obstacles from control point of the initial stage of landing approach or, in appropriate cases, from the beginning of the established arrival route to point from where landing can be executed and if landing is not executed, then to point from which criteria of flight of obstacles in the waiting area or on route are applied;
17) exceeding - distance down from the average level of the sea to point or the level of the land surface or the related object;
18) the absolute height of arrival in the area of airfield - the smallest absolute height which will provide the minimum inventory of height in 300 meters (1000 foot) over all objects located in alignment of arch of circle with a radius of 46 kilometers (25 nautical miles) with the center in control point of the initial stage of landing approach or if the point of the initial stage of landing approach is absent, control point of the intermediate stage of landing approach, limited to the straight lines connecting the ends of this arch to point of the intermediate stage of landing approach;
19) airfield - certain site terrestrial or surface of the water (including any buildings, constructions and the equipment), intended fully or partially for arrival, departure and movement on this surface of aircrafts;
20) airway - Controlled airspace or its part in the form of corridor;
21) control point of airfield - the point determining the geographic location of airfield;
22) route of servicing of air traffic - the established route which is intended for the direction of flow of movement for the purpose of ensuring servicing of air traffic;
23) servicing of air traffic - the general term meaning in appropriate cases flight and information servicing, the emergency notification, advisory servicing of air traffic, dispatching servicing of air traffic (district dispatching servicing, dispatching servicing of approach or airfield dispatching servicing);
24) exceeding of airfield - exceeding of the highest point of the landing area;
25) operational minima of airfield - restriction of use of airfield for:
take-off, expressed in the sizes RVR and/or visibility and, if necessary, by cloudiness parameters;
the landings in case of accomplishment of exact landing approaches and landings expressed in the sizes of visibility and/or RVR and absolute/relative height of decision making corresponding to operational category;
the landings in case of accomplishment of landing approaches and landings with targeting in the vertical plane expressed in sizes of visibility and/or RVR and absolute/relative height of decision making;
the landings in case of accomplishment of inexact landing approaches and landings expressed in sizes of visibility and/or RVR, MDA/H and, if necessary, by cloudiness parameters;
26) base - any size or number of sizes which can serve as the beginning or basis of counting of other sizes;
27) relief - the roughnesses of the land surface transferred on aeronautical cards by horizontals, tone gipsometriya, washing or elevation marks;
28) the integrated packet of aeronautical information - the packet consisting of the following elements:
the collection of aeronautical information, including amendments;
amendments to the collection of aeronautical information;
NOTAM and bulletin of preflight information;
circular letter of aeronautical information;
control lists and lists of the operating NOTAM;
29) vektoreniye - ensuring navigation targeting of aircrafts by means of specifying of certain rates on the basis of use of watch system of servicing of air traffic;
30) geoid wave (geoid height) - distance (positive value or negative value) between surface of geoid and surface mathematically certain reference ellipsoid;
31) geoid - the equipotential surface of gravitational field of Earth matching with not indignant average level of the sea and its continuation under continents. 48) working area - the part of airfield intended for take-off, landing and taxing of aircrafts, consisting of the maneuvering area and the platform (platforms);
49) the displaced landing strip threshold - the threshold located not at landing strip end face;
50) the absolute height of flight of obstacles - the minimum absolute height over exceeding of the corresponding threshold of landing strip or in appropriate cases over exceeding of airfield, used for ensuring compliance with the corresponding criteria of flight of obstacles;
51) the relative height of flight of obstacles - the minimum relative height over exceeding of the corresponding threshold of landing strip or in appropriate cases over exceeding of airfield, used for ensuring compliance with the corresponding criteria of flight of obstacles;
52) zone, free from obstacles - airspace over the internal surface of landing approach, internal transitional surfaces and the surface of leaving on the second circle in case of the interrupted landing and part of the flight strip limited to these surfaces in which no motionless obstacle, except lung on weight and on the fragile basis, necessary for the air navigation purposes acts;
53) the minimum absolute height of flight of obstacles - the minimum absolute flight altitude on certain site which provides necessary inventory of height over obstacles;
54) strip, free from obstacles - the certain rectangular site which is under control of the relevant authority terrestrial or surface of the water, the airplane chosen or prepared as the suitable site, over which can make part of initial ascent up to the established height;
55) obstacle - all motionless (temporary or permanent) and mobile objects or part them, which:
are placed in the zone intended for movement of aircrafts on surface;

are outside these certain surfaces and are regarded as constituting danger to air navigation;

62) final stage of landing approach - that part of the scheme of landing approach on devices which begins in the established control point (or point) final stage of landing approach, or in the absence of such point:
at the end of the last standard turn, turn on landing straight line or turn to the line of way of approach in the "hippodrome" scheme if that is provided; or
in point of exit to the last line of way in the scheme of landing approach also comes to an end in point of the area of airfield from which landing can be executed or leaving on the second circle is begun;
63) control point (or point) final stage of landing approach - control point (or point) schemes of landing approach on devices in which the site of final stage of landing approach begins;
64) the initial site of landing approach - the site of the scheme of landing approach on devices between control point of the initial stage of landing approach and control point of the intermediate stage of landing approach or, in appropriate cases, control point (or points) final stage of landing approach;
65) landing zone - the site of landing strip behind its threshold intended for the first contact of landing strip with the landing airplanes;
66) the intermediate site of landing approach - the site of the scheme of landing approach on devices respectively between control point of the intermediate stage of landing approach and control point (or point) final stage of landing approach or between the end of the return scheme, "hippodrome" scheme or line of way laid by notation method, and control point (or point) final stage of landing approach;
67) the scheme of visual landing approach - series of in advance planned maneuvers which are carried out on visual reference points from control point of the initial stage of landing approach or, in appropriate cases, from the beginning of the established arrival route to point with which landing can be executed and after which if landing is not executed, the scheme of leaving on the second circle can be executed;
68) the scheme of exact landing approach - the scheme of landing approach on devices with use of information on azimuth and the glide path issued to ILS or RAR;
69) the connection address - the established code used for connection of data line to body of servicing of air traffic;
70) magnetic inducement - corner between the northern direction of true and magnetic meridians;
71) the minimum absolute flight altitude along route - absolute flight altitude on the site of route which provides adequate acceptance of signals of the appropriate navigation aids and means of communication of servicing of air traffic corresponds to structure of airspace and provides necessary inventory of height over obstacles;
72) the maneuvering area - part of airfield, excepting platforms, intended for take-off, landing and taxing of aircrafts;
73) metadata - data on data;
74) location (geographical) - coordinates (width and longitude) with binding to mathematically certain reference ellipsoid which determine the location of point on the Earth's surface;
75) the absolute height of transition - the absolute height at which or below which the aircraft provision in the vertical plane is given in sizes of absolute height;
76) the platform - the certain area of overland airfield intended for placement of aircrafts for the purpose of landing or disembarkation of passengers, loading or unloading of mail or loads, gas station, the parking or maintenance;
77) tone gipsometriya - consecutive gradation of the flowers and their shades applied to display of extent of exceeding of the area;
78) taxing route - the established trajectory of movement of helicopters from one part of helidrome in another. The route of taxing includes air or land RD for taxing of helicopters which passes across the axial line of route of taxing;
