1. Approve the enclosed Technique of efficiency evaluation of implementation of measures of the state support of industrial and innovative activities, the areas performed by state bodies, local executive bodies, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing support of industrial and innovative activities.

2. Recognize to invalid:

1) the order of the Minister of Economic Development and Trade of the Republic of Kazakhstan of February 2, 2012 No. 96 "About approval of the Technique of efficiency evaluation of implementation of measures of the state support of industrial and innovative activities, the areas performed by state bodies, local executive bodies, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing support of industrial and innovative activities" (No. registered in the Register of state registration of regulatory legal acts 7608, No. 106 published in the newspapers "Yuridicheskaya Gazeta" of July 19, 2012 (2288);

2) the order of the Minister of Economy and Budget Planning of the Republic of Kazakhstan of April 10, 2014 No. 99 "About modification of the order of the Minister of Economic Development and Trade of the Republic of Kazakhstan of February 2, 2012 No. 96 "About approval of the Technique of efficiency evaluation of implementation of measures of the state support of industrial and innovative activities, the areas performed by state bodies, local executive bodies, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing support of industrial and innovative activities" (No. registered in the Register of state registration of regulatory legal acts 9411).

3. To provide to development department of industries of economy of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within ten working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Technique of efficiency evaluation of implementation of measures of the state support of industrial and innovative activities, the areas performed by state bodies, local executive bodies, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing support of industrial and innovative activities (further - the Technique) establishes methods of evaluating efficiency of implementation of measures of the state support of industrial and innovative activities, the areas performed by state bodies, local executive bodies, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing the support of industrial and innovative activities provided by the Entrepreneurial code of the Republic of Kazakhstan of October 29, 2015 (further - the Code).

2. Objects of efficiency evaluation are the received results from the provided measures of the state support by state bodies, local executive bodies of areas, the cities of republican value, the capital, and also the subjects of industrial and innovative system performing support of industrial and innovative activities.

Chapter 2. Mechanism of evaluating efficiency

3. The efficiency evaluation is carried out following the results of year once a year.

4. Closing statements of national institutes of development and support, and also state bodies are provided in authorized body on state planning by May 15 of the year following after accounting year (in paper and electronic type), in form according to appendix 1 to the Technique.

5. Information on efficiency evaluation following the results of year is submitted authorized body on state planning in the Government of the Republic of Kazakhstan no later than June 15 of the year following after accounting year (in paper and electronic type).

6. Information on results of efficiency evaluation goes to the central state and local executive bodies, national institutes of development and support for acquaintance within three working days from the date of receipt of the positive conclusion from the Government of the Republic of Kazakhstan.

7. The efficiency evaluation is carried out quantitative and high-quality by methods.

Chapter 3. Evaluating efficiency by method of quantitative assessment

For efficiency evaluation the method of assignment of points to participants by criteria of the reporting, by the provided national institutes of development and support, financial agents, national managing directors of holdings and state bodies, in forms according to appendix 1 to this Technique is used.

The efficiency evaluation is carried out among the participants who received one of types of the state support, stipulated in Article 93 Entrepreneurial codes of the Republic of Kazakhstan about main types of the state support of private entrepreneurship.

The efficiency evaluation is carried out among the participants who implemented or realizing projects (except for initial stage, startup).

The format of each measure of the state support includes certain amount of criteria.

For determination of point among participants within criteria the following formula is used:

Iq - the Index of accounting year (period) by the corresponding year (period) of previous year;

Зо - value of accounting year;

Зпг - value of previous year to reporting.

By each criterion within measure of the state support the point from zero to three is appropriated.

The point determines the importance of specific criterion by three-dimensional scale as follows:

0 points are appropriated if value:

"Iq" <10% provided that the amount of the allocated budgetary funds in comparison with last year remained. At the same time, in case of provision of information containing the analysis and the reasoned reasons on decrease in indicator less than 10%, 1 point is appropriated;

1 point is appropriated if value: "Iq" is in the range of 10% <40%;

2 points are appropriated if value:

"Iq" is in the range of 40% <100%;

3 points are appropriated if value: "Iq" <100%.

If there are no reporting data (value of accounting year or previous year to reporting) in process of the state support because the measure of the state support was provided for the first time in reporting year or in previous year to reporting, the efficiency evaluation of measure of the state support for this tool in the current year is not carried out.

9. Score by criteria on each participant allows to estimate efficiency of each measure of the state support for the following formula:

11. In case of impossibility of data presentation on the participants realizing industrial and innovative projects or general quantitative data are specified, this formula is not applied, respectively the Index of efficiency of measure of the state support is not determined.

In this case, after assignment of points by criteria within measures of the state support, efficiency of feasibility of measure for interval values, according to appendix 2 to this Technique is estimated directly.

12. Level of efficiency of feasibility of measure is appropriated if the Index of efficiency of measure of the state support is in interval values, according to appendix 2 to this Technique:

in the first column it is estimated as the high level of efficiency from the provided measure;

in the second column it is estimated as the average level of efficiency from the provided measure;

in the third column it is estimated as the low level of efficiency from the provided measure;

in the fourth column it is estimated as not efficiency from the provided measure.

Chapter 4. Evaluating efficiency by method of quality standard

13. The method of quality standard by fifteen types of the state support of industrial and innovative activities is carried out on the basis of the analysis of level of satisfaction of entrepreneurs receivers of measures of the state support (beneficiaries).

The summary closing statement on assessment of level of satisfaction of beneficiaries following the results of year is provided by National chamber of entrepreneurs of Atameken according to item 4 of this Technique.

14. National institutes of development and support, and also state bodies represent to the Ministry of national economy of the Republic of Kazakhstan and National chamber of entrepreneurs of Atameken till February 1 of the year following for reporting, the list (register) of the participants who received measures of the state support within the Code.
