The governments of the State Parties of this agreement (further - the Parties),

recognizing the right of each person on environment, favorable for life, and ecological safety, on receipt of the objective information about condition of the surrounding environment,

proceeding from need of use of reliable and operational ecological information by environmental agencies and governing bodies, public and other organizations,

for the purpose of assessment of impact of natural and technogenic factors on the surrounding environment, natural resources and health of the person, adoption of relevant decisions and preventive measures,

attaching special significance to the forecast of condition of the surrounding environment, role of ecological education and education of the population,

being guided by provisions of the Agreement on interaction in the field of ecology and protection of the surrounding environment of February 8, 1992 and the Concept of forming of information space of the Commonwealth of Independent States of October 18, 1996,

agreed as follows:

Article 1

Information cooperation is performed in the following directions:

ensuring information and methodical activities in the field of exchange and mass distribution of ecological information;

creation of databank about the condition of the surrounding environment, dangerous and other objects connected with environmental management about scientific and technical developments in the field of ecology and conservation;

information support of activities of governing bodies, departments, companies and other organizations of the State Parties of this agreement;

exchange of information about cross-border transfers of pollutants, and also about possible cross-border impact of the planned activities;

assistance to ecological education and education of the population;

cooperation and exchange of information with the international environmental organizations.
