About approval of the Instruction for safety of holding sporting and sports and mass, spectacular cultural events
According to Item 12 of article 38 of the Law of the Republic of Kazakhstan "About physical culture and sport" and Item 2 of article 9-1 of the Law of the Republic of Kazakhstan "About culture", we ORDER:
1. Approve the enclosed Instruction for safety of holding sporting and sports and mass, spectacular cultural events.
2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) to provide in accordance with the established procedure:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction of copies of this order in paper and electronic type, persons assured by the digital signature, the representative to sign this order, for official publication, inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.
3. To impose control of execution of this joint order on the internal affairs supervising the deputy minister and vice-Minister for Culture and Sports of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Instruction for safety of holding sporting and sports and mass, spectacular cultural events (further - the Instruction) is developed according to the Laws of the Republic of Kazakhstan "About physical culture and sport" and "About culture" and disaggregates application of regulations of the legislation of the Republic of Kazakhstan on safety when holding sporting and sports and mass, spectacular cultural events, except for educational training camps with participation of athletes (further - mass actions).
2. In the Instruction the following basic concepts are used:
1) spectacular cultural events – the actions directed to the musical and esthetic education of the population, satisfaction of its spiritual and esthetic needs which are carried out in the places intended for holding spectacular cultural events, assuming simultaneous stay on these actions of two hundred and more viewers;
2) sports and mass actions – the actions aimed at the development of physical and mental abilities of the person, promotion of healthy lifestyle which are carried out in sports constructions and objects, and also the open areas intended for holding sports and mass actions, assuming simultaneous stay on these actions of two hundred and more viewers;
3) sporting event – sports competition, educational training camp to participation of athletes, trainers and specialists in the field of physical culture and sport;
4) Mass actions for the importance share on international, republican and local level;
5) the organizer of mass action – physical person or legal entity at the initiative of which the mass event is held.
3. The organizer of mass action (further – the organizer) in places, public for citizens, place the rules of conduct of the audience regulating procedure for the organization and holding mass actions, provide the measures providing maintenance of public order, safety of the audience, fire and sanitary and epidemiologic safety, first aid in case of accidents and procedure for evacuation in cases of emergence of force majeure.
4. For holding sporting, sports and mass events are developed and go to law-enforcement bodies (further – Department of Internal Affairs) schedules of carrying out the forthcoming year:
1) the international and republican level – authorized body in the field of physical culture and sport (further – authorized body);
2) local level – local executive body, the akim of the area in the city, the cities of district value, the rural district, the settlement and the village.
5. For holding spectacular cultural events the organizer sends to local executive bodies (further – MIO) in the territory of which it takes place, no later than ten calendar days about day of holding mass action the written notice of holding mass action for form, according to appendix to this Instruction, with appendix of programs of holding mass actions (the regulations, the scenario) in any form.
6. MIO considers the notification and informs Department of Internal Affairs within three working days from the date of its receipt. If the organizer of mass action is MIO or authorized body, that notification does not go, and only the Department of Internal Affairs is informed.
7. For the organization and holding mass actions of MIO organizing committees (further - committees) which coordinate organization activity, involved in preparation and holding these actions are created.
Representatives of Department of Internal Affairs and bodies of civil protection, the organizer of mass action are part of committee. The committee is headed the authorized representative of MIO.
8. The committee will organize inspection of venues of mass actions, in part:
1) lack of ways of evacuation;
2) decay of the bearing designs;
3) the level of height of scene (tribune) is at least 1,5 (one and a half) meters;
4) lack of emergency lighting;
5) placement in subtribune rooms of combustible and dangerous substances and materials;
6) absence or defect of means of fire protection;
7) abuses of regulations of installation and operation of electric equipment;
8) stays near carrying out mass actions of incomplete construction objects and finding of objects which can be used as the attack tool (brick, armature, shtaketnik and other);
9) lack of barriers of safety on perimeter of scene (tourniquets);
10) possibilities of rendering assistance to law-enforcement bodies in ensuring public order.
After inspection of venues of mass actions the committee within one working day makes the decision:
1) about permission in holding mass action in the absence of shortcomings;
2) about refusal in case of establishment (weather conditions or not ensuring anti-terrorist security) the factors influencing safety of participants and audience of mass actions;
3) about elimination of the revealed shortcomings.
At the same time, the organizer in five calendar days prior to day of holding mass action informs committee on elimination of the revealed shortcomings.
After receipt of information, the committee repeatedly conducts examinations of the venue of mass action and in case of identification of earlier noted shortcomings passes the final decision on refusal in holding mass action.
9. The organizer in three calendar days prior to holding mass action informs MIO which in turn inform Department of Internal Affairs on the expected number of the viewers, and not later than one calendar day till their beginning, declares number of the sold tickets, the issued omissions, including on vehicles.
Sale of tickets of admission and issue of omissions without specifying of places, stands and sectors, and also their distribution in the number of the places exceeding availability is not allowed.
10. MIO through mass media informs on temporary changes of traffic routes of transport, restriction of access for citizens to the venue of mass actions.
11. Interaction of Department of Internal Affairs with other interested organizations includes exchange of information about content, the importance of the planned mass action, about the offered number of participants and audience, about the place and time of holding mass action, about psychological climate among participants of mass action.
12. Interaction between divisions of Department of Internal Affairs consists in:
1) accurate execution by all job specifications and services involved in ensuring public order, road and fire safety, general task and the job descriptions on its realization;
2) permanent knowledge of operational situation and its changes;
3) availability of uninterrupted communication and permanent exchange of operational information;
4) knowledge and the correct use of the established teams and signals;
5) timely assistance to the next job specifications of Department of Internal Affairs;
6) operational and effective implementation of maneuver by forces and means.
13. Preparation for ensuring public order in relation to specific mass action begins with the moment of receipt of Department of Internal Affairs of the notification specified in Item 6 of this Instruction.
14. The organizer together with Department of Internal Affairs determine the locations of control center of operational staff (further - OSH), parkings of office motor transport of Department of Internal Affairs and ambulance, and also reserve.
15. At least for two days prior to the relevant mass activity the Department of Internal Affairs the plan - alignment of forces affirms and the means involved on ensuring protection of public order, road and fire safety OSH is created.
Seniors of zones, sectors, sites, taking into account their job descriptions are appointed, calculation of staff is made. At the same time the operational situation in the settlement, amount and nature of the held mass events, the interest shown to them from local population and other regions, season and time of their carrying out, weather conditions, the number of participants and audience, availability of operational information about their mood is considered.
16. Calculation of forces and funds for specific mass action is carried out taking into account providing proper procedure not only on construction, but also in the zone adjoining this object. The quantity and places of installations of metal barriers (tourniquets) is determined. For ensuring public order in case of complication of situation the head's reserve OSH and the senior sectors is created.
When holding mass actions the group of fixing of number of persons employed of field services (in civil clothes) equipped with means of visual observation, photography, video and sound record for identification of the most active participants and organizers of conflicts, and also uses of the posters, emblems, banners and other visual objects directed to kindling of social, racial, national, religious, class and patrimonial discord, and which are equally infringing the rights of physical persons is created.
For the purpose of exception of attack and hooligan actions from the audience concerning participants of mass actions (athletes, judges, actors, singers) during their exit (leaving) to the playground (arena), scene (tribune) at the beginning and on the end of mass action (during breaks) the head OSH exposes group for maintenance and providing corridor. 17. 18. Staff of Department of Internal Affairs arrive to the venue of mass actions in two hours thirty minutes. The mode of providing law and order on sports, cultural or other construction and the territory adjoining to it is entered in two hours prior to the competitions, entrance of the audience – in one hour.
At the command of the head OSH before the beginning and after the end of mass action is performed stands of construction and the territory adjoining to it for the purpose of identification and withdrawal of the foreign objects creating danger to participants, the audience (the construction debris capable to ignition) and able to be used as throwing shells (accumulation of bricks, stones). 19. The staff of Department of Internal Affairs together with employees of the private security organizations, volunteers, controllers, organizers provides:
1) organized pass of the audience;
2) accommodation of the audience in the stands, the hall, sectors;
3) prohibition of pass of citizens without tickets and omissions, and also drunk persons;
4) using technical means and office and search dogs examination of physical persons, their things, vehicles and the taken loads regarding bringing of the prohibited objects (alcoholic drinks, explosives, weapon, drinks in glass container);
5) measures for suppression of the facts of realization in the territory of construction of spirits, and also soft drinks in metal and glass container, pyrotechnic products and other objects which use can pose threat of life and to human health or to cause material damage to physical persons and legal entities.
20. To the citizens provoking to conflicts, failure of mass actions and creating danger to free pass and exit measures according to the administrative and penal legislation of the Republic of Kazakhstan are taken.
21. When holding mass action with big stay of citizens, MIO together with Department of Internal Affairs on purpose the exception of jams (traffic jams) and accumulation of vehicles in the adjacent territory, limit movement around holding mass action, will organize work of Items of sending the audience by specialized buses and provide their maintenance with patrol cars.
22. After the end of mass action seniors of sites and job specifications together with employees of the private security organizations, volunteers, controllers, organizers will organize exit of the audience from sports, cultural and other construction, providing their free movement, at the same time constraining crowd in safe places on entrance to the passes conducting to the main exits for uniform and step-by-step motion of citizens on ladders without allowing accumulation, crowd, fall and panic among them.
23. The organizations in which mass events are held provide:
1) smooth operation of engineering systems and warning systems of the internal and outside fire-proof water supply systems which are available on objects, reliability of structure of buildings and constructions, fire safety, readiness of stands, ways of evacuation, having provided exit entrance (doors, gate) easily opening bolts, having excluded at the same time use of padlocks, for holding mass actions, availability of service personnel and control of its actions according to staff instructions;
2) availability, proper maintenance and the equipment of places for accommodation of participants of mass actions, the staff of Department of Internal Affairs (about the stands in which fans of the team of guests, and also the most active groups of fans are located), service personnel, places public, arenas and the territory, readiness of fire extinguishing means;
3) free drives and entrances to constructions of the fire fighting equipment;
4) placement on constructions (on foregrounds) signs of safety, indexes, posters with rules of conduct of visitors, plans of evacuation and instructions about measures of fire safety;
5) check regime, accommodation of participants and audience on arenas, sectors and stands according to tickets and omissions.
24. In case of employees engagement of the private security organizations, volunteers and controllers organizers of mass actions provide exposure them on perimeter of the playground (arena) (stand back to the playground), for non-admission of sudden exit of the audience and (or) participants to the playground (arena).
