According to Item 11 of the Regulations on the Ministry of Education and Science of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of October 16, 2014 No. 630, to the subitem 14 of item 4 of the Regulations on the Ministry of Defence of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of November 26, 2014 No. 671 (in edition of the resolution of the Cabinet of Ministers of Ukraine of October 19, 2016 730), and according to item 4 of the Partnership and Cooperation Agreement between the Ministry of Education and Science of Ukraine, the Ministry of Defence of Ukraine and Ukroboronprom State concern in the field of development of the latest technologies for ensuring defense and safety of the country, training of specialists for the companies of defense industry and increase in level of training of military specialists in operation of arms and military equipment of June 01, 2016, we ORDER to No.:

1. Approve Regulations on the Commission on cooperation questions in educational, scientific and technical and defense and industrial spheres which are applied.

2. (Shovkalyuk V. S.) to provide to department of innovative activities and transfer of technologies in accordance with the established procedure provision of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister of science and education of Ukraine to Strikh M. V. and the First Deputy Minister of Defence of Ukraine Rusnak I. S.

Regulations on the Commission on cooperation questions in educational, scientific and technical and defense and industrial spheres

I. General provisions

1. The commission on cooperation questions in educational, scientific and technical and defense and industrial spheres (further - the Commission) is the advisory advisory body created under the Ministry of Education and Science of Ukraine, the Ministry of Defence of Ukraine and with the assistance of Ukroboronprom State concern (further - Ukroboronprom Group).

2. The commission operates on the principles of democratic character, equality of all her members, self-government, legality, transparency and openness.

3. The commission in the activities is guided by the Constitution of Ukraine and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other regulatory legal acts, including this Provision.

II. Purpose and tasks, rights of the Commission

1. The purpose of activities of the Commission is providing:

1) effective use of intellectual potential, commercialization of scientific and technical developments of higher educational institutions and scientific institutions;

2) creation of effective organizational and legal conditions for realization of state policy in the field of military industrial complex, determination of priorities of its functioning;

3) preparation of offers for MON, the Ministry of Defence and Ukroboronprom Group on development and deployment of technologies for needs of defense, safety and national economy.

2. The main tasks the Commission are:

1) the analysis of condition and origins of problems of development and deployment of the latest technologies for needs of defense, safety and national economy and introduction of relevant proposals;

2) preparation of suggestions for improvement of the legislation of Ukraine, regulatory legal acts concerning activities of the companies of defense industry complex (further - OPK) and the companies of the high-technology sector of economy, and also the organization and carrying out public public discussions of the main problems;

3) provision of recommendations by preparation and acceptance of MON, the Ministry of Defence and Ukroboronprom Group of decisions concerning carrying out researches, development and deployment of technologies for needs of defense, safety and national economy, and also the analysis of their realization;

4) preparation of offers on assistance to growth of the export potential of the companies, organizations and the organizations which are in the field of management of MON, the Ministry of Defence and Ukroboronprom Group, to increase in competitiveness of their products on domestic and the foreign markets;

5) provision of recommendations for educational and information actions for students (cadets, listeners) of higher educational institutions MON and the Ministry of Defence for the purpose of their acquaintance with condition and perspectives of development of domestic OPK;

6) provision of recommendations about experience exchange of scientific and pedagogical employees of the educational institutions which are in the field of management of MON and the Ministry of Defence on the organization of educational process and scientific activities;

7) preparation of offers on the organization in the educational institutions which are in the field of management of MON and the Ministry of Defence, lectures and practical training with specialists of the companies of Ukroboronprom Group concerning modern arms and military equipment, features of their operation and repair;

8) provision of recommendations about educational, work practice of students (cadets, listeners) of higher educational institutions MON and the Ministry of Defence on defense industry enterprises;

9) preparation of offers on involvement of specialists of Ukroboronprom Group for determination of subject course and theses of students (cadets, listeners) of higher educational institutions MON and the Ministry of Defence, for participation in protection course and theses on military and technical subject;

10) provision of recommendations about training for defense industry enterprises, and also increase in prestige of employment of students of profile higher educational institutions MON on defense industry enterprises;

11) preparation of offers on attraction of higher educational institutions for accomplishment of research works on military and technical subject;

12) provision of recommendations about implementation on defense industry enterprises of the new developments, inventions and technologies created in the course of educational and nauchnotekhnichesky activities of higher educational institutions MON and the Ministry of Defence.

3. The commission has the right:

1) to provide MON, to the Ministry of Defence and Ukroboronprom Group of the recommendation about the questions specified in Item 2 of this Section for the purpose of their accounting by preparation of the relevant documents;

2) to request information from MON, the Ministry of Defence and Ukroboronprom Group on the questions concerning its competence;

3) to invite for participation in the meetings of heads and specialists of MON, the Ministry of Defence, Ukroboronprom Group;

4) to offer the representatives for participation in work of the commissions and the working groups of MON, the Ministry of Defence and Ukroboronprom Group by consideration of the questions concerning its competence.

III. Structure, structure, management of the Commission

1. The commission consists equally of representatives of MON, the Ministry of Defence and Ukroboronprom Group, but there is at least from 9 people.

The staff of the Commission affirms the joint order MON and the Ministry of Defence.

2. The commission is headed by the chairman who has two deputies. The chairman and deputies are elected at the first meeting from members of the commission and representing each of agreement parties about partnership and cooperation between the Ministry of Education and Science of Ukraine, the Ministry of Defence of Ukraine and Ukroboronprom State concern in the field of development of the latest technologies for ensuring defense and safety of the country, training of specialists for the companies of defense industry and increase in level of training of military specialists in operation of arms and military equipment of June 01, 2016.

3. Commission chairman:

1) will organize work, conducts commission sessions;

2) will organize preparation and convokes commission sessions;

3) signs documents and corresponds on behalf of the Commission;

4) represents the Commission in relations with authorities, the companies, organizations and the organizations.

During absence of the commission chairman of its obligation one of vice-chairmen performs.

4. Secretary of the Commission:

Conducts 1) and draws up protocols of commission sessions;

2) is provided by operational informing members of the commission according to organizational matters of its activities;

3) at the request of the commission chairman performs other organizational work.

The secretary of the Commission is the representative of MON which is part of the Commission.

5. Members of the commission have the right:

1) information access, the concerning work of the Commission;

2) to file in the Commission petitions, to provide offers on all questions of activities of the Commission in connection therewith the Provision;

3) on specifying of special opinion in the minutes of the Commission.

6. Members of the commission shall:

1) to take active part in activities of the Commission and in implementation of the plan of its work, to implement its decisions and the approved work plan;

2) to promote the Commission in its activities, goal achievement and realization of tasks according to this Provision.

IV. Organization and ensuring work of the Commission

1. Form of work of the Commission are meetings which are convened by the commission chairman according to the annual plan of work, but at least once a quarter. Commission session is considered competent if at it there is at least a half of her members.

2. Notify on commission session of her members beforehand, but not later than 3 days, informing on the draft of the agenda and texts of the draft documents offered for discussion. Information goes by fax or e-mail.

Members of the commission confirm the participation by phone, to the fax, e-mail not later than 1 day prior to meeting.

3. Questions which were not included in the constituted draft of the agenda and texts of drafts of acts which were not provided for familiarity, on commission session are not considered.

4. The decision is made by a simple majority vote members of the commission, from the approved structure. In case of equal distribution of voices the commission chairman's voice is decisive.

5. Decisions of the Commission are drawn up by the protocol which is signed by the commission chairman, in the absence of the chairman - his deputy, and the secretary of the Commission. The decision of the Commission has advisory nature and takes root into action by the relevant orders MON and the Ministry of Defence.

6. Organizational support of work of the Commission performs MON.

7. The commission informs the public on the work through mass media, and also by placement of information on the official sites of MON, the Ministry of Defence and the official site of Ukroboronprom Group.
