About approval of the Regulations on State Research Institute on laboratory diagnostics and veterinary and sanitary examination and Regulations on the state laboratories of Public service of Ukraine on safety issues of foodstuff and consumer protections

According to the Law of Ukraine "About veterinary medicine", I order to Item 8 of the Regulations on the Ministry of Agricultural Policy and Food of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of November 25, 2015 No. 1119, and for the purpose of enhancement of laboratory diagnosis of diseases of animals and carrying out laboratory researches (testing):

1. Approve enclosed:

1) Regulations on State Research Institute on laboratory diagnostics and veterinary and sanitary examination;

2) Regulations on regional state laboratory of Public service of Ukraine on safety issues of foodstuff and consumer protections;

3) Regulations on city, district, interdistrict state laboratory of Public service of Ukraine on safety issues of foodstuff and consumer protections.

2. To provide to department of livestock production submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. Recognize invalid:

1) the order of State department of veterinary medicine of the Ministry of agrarian policy of Ukraine of June 17, 2003 No. 47 "About approval of the Regulations on the state laboratories of veterinary medicine", registered in the Ministry of Justice of Ukraine on July 17, 2003 at No. 607/7928 (with changes);

2) the order of State department of veterinary medicine of the Ministry of agrarian policy of Ukraine of June 11, 2007 No. 63 "About approval of the Regulations on State Research Institute on laboratory diagnostics and veterinary and sanitary examination and Regulations on regional state laboratory of veterinary medicine", registered in the Ministry of Justice Ukraine on August 23, 2007 at No. 976/14243 (with changes).

4. This order becomes effective in month from the date of its official publication.

5. To impose control of execution of the order on the First Deputy Minister M. Martynyuk.

Regulations on State Research Institute on laboratory diagnostics and veterinary and sanitary examination

I. General provisions

1. The State Research Institute on laboratory diagnostics and veterinary and sanitary examination (further - Institute) according to the Laws of Ukraine "About veterinary medicine", "About the basic principles and requirements to safety and quality of foodstuff" is the state research establishment of veterinary medicine, authorized body of management, and submits to Public service of Ukraine on safety issues of foodstuff and consumer protections (further - Gosprodpotrebsluzhba).

2. The institute in the activities is guided by the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the President of Ukraine, orders of the Ministry of Agricultural Policy and Food of Ukraine, Gosprodpotrebsluzhby, orders of the Chief state inspector of veterinary medicine of Ukraine and his deputies, and also this Provision.

3. The institute shall be accredited by national authority of Ukraine on accreditation and/or foreign accreditation body which is complete member of ILAC - the international organization for cooperation in the field of accreditation of laboratories, according to the ISO/IEC standards 17025, GSTU ISO 17025 or other standards with which they were replaced.

4. The institute as non-profitable organization is created for laboratory diagnosis of diseases of animals, implementation of laboratory researches (testing) of indicators of safety and separate indicators of quality of objects of sanitary actions, by-products of animal origin, feed additives, premixes, forages, reproductive material, biological products and products of biotechnology, the soil, drinking water and water for animals, remedies of plants, factors of living environment of the person exerting adverse effect on health of the population, quality and independent examination of goods, qualities of seeds and landing material, other researches (testing) according to area of accreditation, and also carrying out their assessment.
