Based on part two of Item 5 of Article 51-1 of the Civil code of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve:

The regulations on procedure for opening and termination of activities in the territory of the Republic of Belarus of representative offices of the foreign organizations and branches of foreign legal entities (are applied);

The regulations on procedure for maintaining the register of representative offices of the foreign organizations and branches of foreign legal entities (are applied).

2. Make changes and additions to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 29.08.2019 No. 575

2.2. in the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 978 "Questions of the Ministry of Foreign Affairs of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 130, 5/22727; 2009, No. 196, 5/30286; National legal Internet portal of the Republic of Belarus, 27.04.2016, 5/41998):

to state subitem 6.48 of Item 6 of the Regulations on the Ministry of Foreign Affairs of the Republic of Belarus approved by this resolution in the following edition:

"6.48. performs methodological support of activities of regional executive committees (The Minsk Gorispolkom) of issue of permissions to opening of representations of the legal entities and other organizations registered in accordance with the established procedure in foreign state, administrative and territorial units of foreign states in the Republic of Belarus, permissions to prolongation of effective period of permissions to opening of such representations and also for the termination of activities of data of representations;";

to state subitem 5.3.17 of Item 5 of the Regulations on International business department of the Ministry of Foreign Affairs of the Republic of Belarus approved by this resolution in the following edition:

"5.3.17. methodological support of activities of regional executive committees (The Minsk Gorispolkom) of issue of permissions to opening of representations of the legal entities and other organizations registered in accordance with the established procedure in foreign state, administrative and territorial units of foreign states in the Republic of Belarus, permissions to prolongation of effective period of permissions to opening of such representations and also for the termination of activities of data of representations;";

2.3. in paragraph four of part two of Item 7 of the Regulations on procedure for registration and removal from the accounting of payers of compulsory insurance premiums approved by the resolution of Council of Ministers of the Republic of Belarus of July 10, 2009 No. 917 (The national register of legal acts of the Republic of Belarus, 2009, No. 171, 5/30156; National legal Internet portal of the Republic of Belarus, 23.03. 2017, 5/43485), words of "Ministry of Foreign Affairs" shall be replaced with words "regional executive committee (The Minsk Gorispolkom)";

2.4. No. 175 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 25.03.2022

3. Recognize invalid:

3.1. Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 31, 2013 No. 1189 "About approval of the Regulations on procedure for opening and activities in the Republic of Belarus of representative offices of the foreign organizations, modification and amendments in the resolution of Council of Ministers of the Republic of Belarus of February 17, 2012 No. 156 and recognition voided some resolutions of Council of Ministers of the Republic of Belarus and their separate structural elements" (The national legal Internet portal of the Republic of Belarus, 14.01. 2014, 5/38279);

4. To republican state bodies, regional executive committees, the Minsk Gorispolkom in three-months time to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.

5. This resolution becomes effective in three months after its official publication, except for items 4 and 5, becoming effective after official publication of this resolution.
