changes which are made to acts of the Government of the Russian Federation.

The scope of information, placed in single biometric system, including in its regional segments

1. In single biometric system the following data are placed:

a) biometric personal data of the following types:

the image of human face received by means of photovideo units;

the record of voice of the person received by means of sound recording devices;

b) the identifier of data in the corresponding register of legal entities or the register of bodies and organizations of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication) bank, the multipurpose center of provision of the state and municipal services and other organization in the cases determined by the Federal Laws, which placed electronically in single biometric system biometric personal data of physical person according to part 1 of article 4 of the Federal Law "About implementation of identification and (or) authentication of physical persons with use of biometric personal data about modification of separate legal acts of the Russian Federation and recognition voided separate provisions of legal acts of the Russian Federation", - the primary state registration number of record about creation of the legal entity;

c) the identifier of information about the authorized bank employee, the multipurpose center of provision of the state and municipal services and other organization in the cases determined by the Federal Laws, which placed electronically in single biometric system biometric personal data of physical person according to part 1 of article 4 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation" in the register of bodies and organizations of single system of identification and authentication which placed electronically in single biometric system biometric personal data of physical person - the insurance number of the individual ledger account of insured person in system of the personified accounting of Fund of pension and social insurance of the Russian Federation;

d) the identifier of information about the physical person in the register of physical persons of single system of identification and authentication which biometric personal data are placed in single biometric system, - the accounting record identifier in single system of identification and authentication;

(1)) the identifier of accounting record of physical person in the state information system of personal data of state body which biometric personal data are placed in single biometric system if such state information system in established by the Government of the Russian Federation in coordination with the federal executive body authorized in the field of safety, procedure provides interaction with single system of identification and authentication;

(2)) the identifier of information about the physical person in other information system which biometric personal data are placed in single biometric system if other information system in established by the Government of the Russian Federation in coordination with the federal executive body authorized in the field of safety, procedure provides interaction with single system of identification and authentication;

e) contact information of physical person which biometric personal data are placed in single biometric system (number of the subscriber device of mobile radiotelephone communication, the e-mail address);

e) information on state bodies, local government bodies, the Central bank of the Russian Federation, banks, other credit institutions, not credit financial credit institutions which perform the types of activity specified in part one of article 76.1 of the Federal law "About the Central Bank Russian Federation (Bank of Russia)", the subjects of national payment system, persons rendering professional services in the financial market (further - the organization of the financial market), other organizations, individual entrepreneurs and notaries who placed data in single biometric system according to part 14 of article 4 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation":

the identifier of data in the corresponding register of the bodies and organizations of single system of identification and authentication of body and organization which placed biometric personal data of physical person in single biometric system - full name and form of business;

the identifier of data in the corresponding register of legal entities of single system of identification and authentication of the legal entity who placed biometric personal data of physical person in single biometric system - full name and form of business of the legal entity;

the identifier of data in the corresponding register of the physical persons of single system of identification and authentication of the individual entrepreneur and notary which placed biometric personal data of physical person in single biometric system - surname, name, middle name (in the presence);

g) information on method of placement of biometric personal data in single biometric system:

in the multipurpose center of provision of the state and municipal services for the purpose of placement of biometric personal data according to Item 7.3 of part 1 of article 16 of the Federal law "About the Organization of Provision of the State and Municipal Services";

in bank for the purpose of placement of biometric personal data according to Item 5.6 of article 7 of the Federal law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing";

state body, local government body, Central bank of the Russian Federation, the organization of the financial market, other organization, the individual entrepreneur, the notary according to part 14 of article 4 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation";

physical person with use of mobile application of single biometric system according to part 9 of article 4 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation";

h) birth date and data on nationality of physical person which biometric personal data are placed in single biometric system;

i) the insurance number of the individual ledger account of the physical person which provided to the multipurpose center of provision of the state and municipal services refusal of collection and placement of biometric personal data for the purpose of carrying out identification and (or) authentication (in case of lack of withdrawal of such refusal);

j) information on type of the digital signature by which the consent to placement and processing of personal data in single system of identification and authentication and biometric personal data in single biometric system, including on transfer of vectors of single biometric system is signed;

k) vectors of single biometric system.

2. In regional segments of single biometric system the following data are placed:

a) biometric personal data of physical person of the following types:

the image of human face received by means of photovideo units;

the record of voice of the person received by means of sound recording devices;

b) the identifier of information about the physical person in the register of physical persons of single system of identification and authentication which biometric personal data are placed in regional segment of single biometric system, - the accounting record identifier in single system of identification and authentication;

c) the identifier of accounting record of physical person in the state information system of personal data of state body which biometric personal data are placed in regional segment of single biometric system if such state information system in established by the Government of the Russian Federation in coordination with the federal executive body authorized in the field of safety, procedure provides interaction with single system of identification and authentication;

d) the identifier of information about the physical person in other information system which biometric personal data are placed in regional segment of single biometric system if other information system in established by the Government of the Russian Federation in coordination with the federal executive body authorized in the field of safety, procedure provides interaction with single system of identification and authentication;

e) contact information of physical person which biometric personal data are placed in regional segment of single biometric system (number of the subscriber device of mobile radiotelephone communication, the e-mail address);

e) birth date and data on nationality of physical person which biometric personal data are placed in regional segment of single biometric system;

g) vectors of single biometric system.

Changes which are made to separate acts of the Government of the Russian Federation

Item 4 of the Regulations on single system of the interdepartmental electronic interaction approved by the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction" (The Russian Federation Code, 2010, No. 38, Art. 4823; 2017, No. 29, Art. 4380; No. 41, of the Art. 5981) to add with the paragraph of the following content:

2. Item 5 of the requirements to the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" approved by the order of the Government of the Russian Federation of November 28, 2011 No. 977 "About the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (The Russian Federation Code, 2011, No. 49, Art. 7284; 2013, No. 5, Art. 377; No. 50, of the Art. 6601) to add with subitems "zh" - "and" the following content:

"g) automatic provision at the request of state bodies and the organizations of the information about the citizen of the Russian Federation placed in single system of identification and authentication for the purpose of identification of the citizen of the Russian Federation using information technologies without its personal presence;

h) automatic updating of information about the citizens of the Russian Federation containing in single system of identification and authentication by means of receipt of information about citizens of the Russian Federation for the purpose of their updating from the state information systems;

i) provision at the request of state bodies, banks and other organizations with the consent of the citizen of the Russian Federation of the information about him placed in single system of identification and authentication for the purpose of updating of information on the citizens of the Russian Federation identified according to part 18 of article 14.1 of the Federal law "About Information, Information Technologies and on Information Security".".

3. In the Rules of use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" approved by the order of the Government of the Russian Federation of July 10, 2013 No. 584 "About use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (The Russian Federation Code, 2013, No. 30, the Art. 4108):

a) add Item 3 with subitems "z" and "i" of the following content:

i) provision to the operator of the unified information system of personal data providing processing including collection and storage, biometric personal data, their check and information transfer about degree of their compliance to the provided biometric personal data of the citizen of the Russian Federation, the data placed in single system for identification and authentication of participants of information exchange for the purpose of execution by the operator of the specified system of functions, the stipulated in Article 14.1 Federal Laws "About Information, Information Technologies and on Information Security".";

b) state Item 9 in the following edition:

"9. Registration in single system of foreign citizens or stateless persons, legal entities, bodies and organizations, officials of bodies and organizations, and also information systems is performed according to the requirements to single system approved by the Ministry of digital development, communication and mass communications of the Russian Federation.";

c) add with Item 9 (1) the following content:

"9(1). Registration of the citizen of the Russian Federation in single system is performed by entering into the register of physical persons of single system of data:

citizens of the Russian Federation independently;

officials of the bodies and organizations having the right to issue of keys of simple digital signatures for the purpose of provision of the state and municipal services with the consent of the citizen of the Russian Federation.

Registration of the citizen of the Russian Federation requires availability of the insurance number of the individual ledger account of insured person in system of the personified accounting of the Pension Fund of the Russian Federation (Insurance Number of Individual Ledger Account), details of the main identity document of the citizen (series, number by whom it is issued date of issue, subdivision code), residential addresses (registration), identification taxpayer number (in the presence), to contact information - numbers of the subscriber device of mobile radiotelephone communication and the e-mail address (in the presence).

Registration of citizens of the Russian Federation is performed with use of the interactive registration form of the citizen of the Russian Federation of single system (further - the registration form) by introduction of the following data:

surname, name, middle name (in the presence), the insurance number of the individual ledger account of insured person in system of the personified accounting of the Pension Fund of the Russian Federation (Insurance Number of Individual Ledger Account), floor, birth date, details of the main identity document (series, number by whom it is issued, date of issue, subdivision code), data on nationality, the residential address (registration), identification taxpayer number (in the presence), contact information - number of the subscriber device of mobile radiotelephone communication and the e-mail address (in the presence).

When using by the citizen of the Russian Federation in the course of registration of the qualified certificate of the key of verification of the digital signature issued to physical person by accredited certification center, filling of the fields "SNILS", "Surname", "Name" and "Middle name" of the registration form is performed by automatic substitution of the data containing in the qualified certificate of key of verification of the digital signature.

Data, necessary for registration of the citizen of the Russian Federation, which cannot be received from information which is stored in the qualified certificate of key of verification of the digital signature issued to the citizen of the Russian Federation by accredited certification center are introduced by the registered citizen of the Russian Federation in the respective fields of the registration form manually.

In case of absence at the registered citizen of the Russian Federation of the qualified certificate of the key of verification of the digital signature issued to the citizen of the Russian Federation by accredited certification center, filling of all fields of the registration form is performed by this citizen of the Russian Federation manually.

Information containing in fields of the registration form of the citizen of the Russian Federation undergoes automatic testing of reliability with use of the state information systems.

In case of reliability and completeness of the entered information for completion of registration of the citizen of the Russian Federation the citizen who is registered in the register of physical persons of single system needs to prove the identity one of the following methods:

by signing of the entered information the strengthened qualified digital signature;

with use of code of activation in single system of identification and authentication. Receipt of code of activation is performed by citizens of the Russian Federation independently without possibility of representation of their interests the third parties in the authorized centers of registration after sight of the identity document, and the insurance number of the individual ledger account of insured person in system of the personified accounting of the Pension Fund of the Russian Federation (Insurance Number of Individual Ledger Account).

Provision of the specified data from the register of physical persons is performed after obtaining from the citizen of the Russian Federation of consent to their transfer with use of single system.".
