About activities of Academy of management in case of the President of the Republic of Belarus

For the purpose of enhancement of activities of Academy of management in case of the President of the Republic of Belarus I decide:

1. Approve:

The charter of Academy of management in case of the President of the Republic of Belarus (is attached);

Regulations of Admission of persons for receipt of the second and subsequent general higher education on paid basis in Academy of management in case of the President of the Republic of Belarus (are attached);

The regulations on preparation, retraining, training and advanced training according to the state order (are applied).

2. Determine that:

2.1. state bodies and other state organizations:

will organize passing of training or advanced training of the managerial personnel from among the workers, as a rule, once in three years, but at least once in five years, and the workers organizing ideological work - at least once a year;

render assistance to Academy of management in case of the President of the Republic of Belarus (further - Academy of management) in the organization and carrying out the practician and training of students in it;

will organize self-education of the managerial personnel, the faces included in reserve of the managerial personnel taking into account the corresponding methodical recommendations developed by Academy of management;

2.2. the training of the managerial personnel and persons included in reserve of the managerial personnel in accordance with the established procedure will be organized in Academy of management, other organizations of education, state bodies and other organizations, including abroad.

3. Make changes to presidential decrees of the Republic of Belarus and recognize invalid presidential decrees of the Republic of Belarus (appendix).

4. To Council of Ministers of the Republic of Belarus:

determine procedure and conditions of holding training in state bodies and other organizations;

take other measures for implementation of this Decree.

5. This Decree becomes effective from the first following after month of its official publication.

The list of the changes made to presidential decrees of the Republic of Belarus, and invalid presidential decrees of the Republic of Belarus

1. Make changes to the following presidential decrees of the Republic of Belarus:

1.1. in the Regulations on the organization of work with the managerial personnel in system of state bodies and other state organizations approved by the Presidential decree of the Republic of Belarus of July 26, 2004 No. 354, Chapter "Preparation, retraining, training and advanced training of the managerial personnel and persons included in reserves of the managerial personnel" to exclude;

1.2. in subitem 2.2 of Item 2 of the Presidential decree of the Republic of Belarus of September 6, 2011 No. 398 "About social support of students":

paragraph two after the word of "university" to add with the words "Academies of Management in case of the President of the Republic of Belarus";

from the paragraph of the third word "Academies of Management in case of the President of the Republic of Belarus" to exclude;

1.3. ceased to be valid according to the Presidential decree of the Republic of Belarus of 16.05.2023 No. 138

2. Recognize to invalid:

The presidential decree of the Republic of Belarus of November 28, 1996 No. 498 "About approval of the Concept of development of Academy of management in case of the President of the Republic of Belarus";

The presidential decree of the Republic of Belarus of June 2, 2009 No. 275 "About some measures for enhancement of preparation, retraining and advanced training of personnel in the field of management";

subitem 1.7 of Item 1 of the Presidential decree of the Republic of Belarus of August 13, 2010 No. 422 "About entering of amendments and changes into some presidential decrees of the Republic of Belarus and recognition No. 428 which voided the Presidential decree of the Republic of Belarus of August 20, 1997";

subitem 1.44 of Item 1 of the Presidential decree of the Republic of Belarus of September 30, 2011 No. 439 "About modification and amendments in some presidential decrees of the Republic of Belarus concerning education".
