1. In these Aviation rules the procedure for the organization and accomplishment of domestic and international airborne transportations of passengers and loads with use of the state aircrafts is determined.
2. Action of these Aviation rules extends to republican state bodies, other state bodies and the organizations, republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus" (further if other is not determined, - to the HORN) in which activities the state aircraft is used.
3. For the purposes on purpose of these Aviation rules terms and their determinations in the values established in the Air code of the Republic of Belarus, Rules of use of airspace of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of November 4, 2006 No. 1471, Aviation rules of flights in airspace of the Republic of Belarus, approved by the resolution of the State committee on aircraft of the Republic of Belarus and the Ministry of Defence of the Republic of Belarus of June 1, 2004 No. 7/30, and other aviation rules regulating activities in the field of the state aircraft of the Republic of Belarus and also the following main terms and their determinations are used:
load - the arms, the military and special equipment, property and other appliances transported or accepted for transportation on aircrafts of the state aircraft;
passengers - the physical persons which are drawn up for movement by means of airborne transportation for the purpose of ensuring activities for purpose to the HORN;
carriage documents - the documents intended for registration of airborne transportation of passengers and loads on the state aircraft;
office passengers - the physical persons which are not part of crew of the aircraft which finding onboard the state aircraft is caused by need of accomplishment of office task (task for flight);
persons accompanying load - the physical persons following with load to the destination.
4. The state aircrafts are used for accomplishment of airborne transportations based on the approved annual plans of preparation on purpose of connections and military units (divisions, bodies and the organizations) to the HORN and orders of the chief of the General Staff of Armed Forces - the First Deputy Minister of Defence of the Republic of Belarus (further - the chief of the General Staff), the chief of General staff - the first deputy commander of the Air Force and troops of air defense of Armed Forces (further - the chief of General staff of the Air Force and troops of air defense), other officials who were authorized by the head to the HORN.
5. When implementing airborne transportations the state aircrafts first of all are used for accomplishment of the tasks connected with ensuring national security, and the tasks assigned to connections and military units (divisions, bodies and the HORNS organizations) for their purpose.
6. Control of the organization and accomplishment of airborne transportations with use of the state aircrafts is performed by officials of the General Staff, the Central command post of Armed Forces, bodies of the Single system of air traffic management, and also command of the Air Force and troops of air defense, command posts of air units, headquarters (the relevant structural divisions to the HORN) within their job responsibilities.
7. For airborne transportation of passengers and loads target and passing flights can be used. Target flights are flights during which passengers and loads are transported on specially allocated state aircraft. Passing flights are flights during which passengers and loads are transported on the state aircraft going along route of the main flight task in the passing direction. Under the organization of such transportations planning of additional landings in intermediate airfields (airfields) for landing and disembarkation of passengers (loading and unloading of loads) without failure of accomplishment of the main flight task is allowed.
Responsibility for preparation and timely delivery to airfield of departure of passengers and loads is assigned to their sender.
