About import licensing of separate types of goods

Due to the systematic violation of the principles of free trade by Ukraine and according to subitem 1.5 of Item 1 of the Presidential decree of the Republic of Belarus of April 5, 2016 "About state regulation of foreign trade activity" the Council of Ministers of the Republic of Belarus DECIDES: No. 124

1. Determine that import to the Republic of Belarus of separate types of the goods coming from Ukraine according to appendix in case of their room under customs procedures of release for internal consumption (except for rooms under customs procedure of release for internal consumption for the purpose of completion of action of customs procedure of free customs zone) and free customs zone is performed under the one-time licenses granted by the Ministry of anti-monopoly regulation and trade in coordination with state bodies and other organizations according to appendix, according to the procedure, similar by the established Rules of issue of licenses and import permits and (or) commodity import provided by appendix to the Protocol on measures of non-tariff regulation concerning the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014).

2. Add the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, No. approved by the resolution of Council of Ministers of the Republic of Belarus of February 17, 2012 156, Items 24.19-52-24.19-67 of the following content:

3. Recognize invalid:

Item 24.19-49 of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, the Council of Ministers of the Republic of Belarus approved by the resolution of February 17, 2012 No. 156;

the resolution of Council of Ministers of the Republic of Belarus of February 8, 2021 No. 76 "About import licensing of cardboard and paper packaging".

The import licenses of goods which are earlier issued by the Ministry of anti-monopoly regulation and trade according to requirements of the resolution of Council of Ministers of the Republic of Belarus of February 8, 2021 in No. 76, are effective before the expiration of the term specified in them.

4. To the Ministry of Foreign Affairs in accordance with the established procedure:

notify the Eurasian economic commission on the measures taken according to Item 1 of this resolution;

inform Executive committee of the Commonwealth of Independent States on adoption of this resolution.

5. This resolution becomes effective in the following procedure:

Items 3 and 4 – after official publication of this resolution;

other provisions of this resolution – in 10 days after its official publication are also effective within six months.
