Based on part five of Item 7 and part three of Item 12 of Article 15, of Item 9 of Article 28, of the paragraph of the fifth of Article 48, of part one of item 4 of Article 57, of Items 1 and 12 of Article 72, of Item 5 of Article 73, of Items 1 and 10 of Article 74, of Items 1 and 7 of Article 75, of Item 6 of Article 76, of Item 7 of Article 78, of Item 8 of Article 80, of the paragraph of the sixth of Article 100, of Item 9 of Article 172, of Item 9 of Article 190, of part two of Item 3 of Article 191 and Item 9 of article 206 of the Code of the Republic of Belarus on education, Item 2 of article 33 of the Law of the Republic of Belarus of June 1, 2022 "About public service" the Council of Ministers of the Republic of Belarus DECIDES: No. 175-Z
1. Approve:
The regulations on practice of the pupils, cadets mastering contents of educational programs of secondary vocational education (are applied);
The regulations on network form of interaction in case of implementation of educational programs (are applied);
The regulations on procedure for creation and functioning of the center of competences (are applied);
The regulations on the basic organization of organization of education (are applied);
The regulations on target training of specialists, workers, employees (are applied);
2. Establish:
approximate form of the contract on interaction of organization of education with the organization – the customer of personnel in case of training of specialists, the workers serving according to appendix 1;
the commitment form on training of specialists, the workers serving according to appendix 2;
sample of the certificate on the state accreditation of organization of education on compliance to the declared type according to appendix 3;
sample of the certificate on the state accreditation of organization of education in the specialty (specialties) according to appendix 4;
sample of the certificate on the state accreditation of the organization which according to the legislation is granted the right to perform educational activities, in the specialty (specialties), the direction (directions) of education, profile (profiles) of education according to appendix 5.
3. Determine the list of the directions of education and groups of specialties according to which education exempts the citizens for the first time arriving on the public civil service from qualification examination, according to appendix 6.
4. Determine that:
4.1. the decision on the state accreditation of organizations of education on compliance to the declared type (on each specialty) in case of implementation of requirements of Item 3 of article 3 of the Law of the Republic of Belarus of January 14, 2022 No. 154-Z "About change of the Code of the Republic of Belarus about education" is accepted by Inspection department of quality of education of the Ministry of Education (further, unless otherwise specified, – Department) on the basis:
the application for carrying out the state accreditation submitted by organization of education, the organization which according to the legislation is granted the right to perform educational activities on compliance to the declared type (on each specialty, the direction of education, education profile) (further, unless otherwise specified, – the state accreditation);
positive assessment of results of self-checking behind quality assurance of education on condition of compliance of organization of education to at least 80 percent of the criteria for evaluation of compliance to the declared type of organization of education determined in appendices 1-3, 5-7 to the Regulations on procedure for carrying out the state accreditation and confirmation of the state accreditation of organizations of education, other organizations which according to the legislation are granted the right to perform educational activities approved by this resolution;
data on accomplishment of the actions plan on remedial action and implementation of the offers noted following the results of carrying out the previous state accreditation, confirmation of the state accreditation of organization of education, the organization which according to the legislation is granted the right to perform educational activities on compliance to the declared type (on each specialty, the direction of education, education profile) (further, unless otherwise specified, – confirmation of the state accreditation);
4.2. with specialty, the direction of education, education profile in the list of profiles of education, the directions of education, specialties determined by the Ministry of Education, repeated opening of preparation according to which is not required in connection with acceptance of the Nation-wide qualifier of the Republic of Belarus to OKRB 011-2022 "Specialties and qualifications", the Department based on the statement of organization of education makes the decision on modification of the decision on the state accreditation, confirmation of the state accreditation and issue of the appropriate certificate on the state accreditation, confirmation of the state accreditation.
5. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix 7.
6. Make to the Ministry of Education explanations concerning application of this resolution.
7. This resolution becomes effective since September 1, 2022.

the hereinafter referred to as basic organization, on the other hand, signed this agreement as follows.
Subject of the agreement
1. Subject of this agreement is interaction of organization of education and the basic organization:
in preparation in organization of education for the subsequent employment in the basic organization of specialists, the workers serving in quantity and on specialties, qualifications (professions of workers, positions of employees) according to the order according to appendix which is integral part of this agreement. At the same time the number of faces declared for training of specialists of the workers serving in organization of education on specialties, qualifications (professions of workers, positions of employees) if necessary can annually change and be drawn up by the supplementary agreements which are integral part of this agreement;
in providing the necessary quality level of educational process;
in development of material and technical resources of organization of education. At the same time rendering by the basic organization to organization formation of the help is performed by agreement of the parties according to the procedure, established by the legislation.
Obligations of the Parties
2. Shall provide organization of education:
2.1. training of specialists, the workers serving according to Item 1 of this agreement;
2.2. modification of educational and program documentation taking into account offers of the basic organization;
2.3. participation of the basic organization in enhancement of training programs of organization of education for subject matters of institution of higher education, to subjects of organization of the education realizing educational programs of average special, vocational training;
2.4. planning together with the basic organization of terms of carrying out practice, laboratory and practical training of students, pupils, cadets, listeners, inservice training of pupils, cadets (further – students), and also matching of industrial practice and other objects for practical training, laboratory and practical training, inservice training of students, the conclusion of agreements on carrying out practice, inservice training of students;
2.5. inclusion in structure of State Examination Boards, the state qualification commissions of organization of education on representation of her representatives to the basic organization for holding final assessment of students, in structure of the qualification commissions – for participation in intermediate certification of students upon termination of stage of inservice training, practice for receipt of the category by students by profession the worker;
2.6. distribution of graduates to work in the basic organization in the quantity determined in this agreement;

3. The basic organization shall:
3.1. provide determination of additional requirement for young specialists, workers, employees and its annual refining according to the procedure, determined by the legislation;
3.2. provide carrying out practice, practical and laboratory researches, inservice training of students whenever possible in the same structural divisions of the basic organization for the entire period of carrying out;
3.3. take part in forming of subject of academic year and degree projects (works), master theses, tasks for qualification, final qualification examination of students;
3.4. promote creation of student places (student's sites, workshops) in the structural divisions of the basic organization with the high level of labor organization equipped with modern appliances, using progressive technologies;
3.5. provide conditions for accomplishment of research, developmental and experienced and technological works, approbations and implementations of results of scientific activities of students (cadets);
3.6. give help to organization of education according to the procedure, established by the legislation, for the purpose of development of material and technical resources;
3.7. give information support to organization of education concerning development of the basic organization, implementation of modern technologies, the machinery and equipment;
3.8. send the representatives to structure of State Examination Boards, state qualification commissions, qualification commissions of organization of education;
3.9. appoint heads of practice, inservice training of the studying employees of the basic organization having high qualification;
3.10. carry out professional orientation work together with organization of education;
3.11. provide employment of the graduates directed to work on distribution in the quantity determined in this agreement;
3.12. compensate the means spent by the state for training of specialists, the workers serving at the expense of means republican and (or) local budgets, in case of unreasonable refusal in employment on the profession appropriated to qualification and (or) degree to the graduate who arrived to work on distribution, according to the procedure, determined by Council of Ministers of the Republic of Belarus;
3.13. provide realization of other obligations (by agreement of the parties):

Responsibility of the parties and procedure for the dispute resolution
5. This agreement can be terminated ahead of schedule in case of non-execution or improper execution of its conditions by the parties.
6. The parties are exempted from liability for non-execution or improper execution of the obligations under this agreement if force majeure circumstances are the reason of such non-execution.
7. Disputes are under this agreement resolved according to the legislation.
Final provisions
8. This agreement becomes effective from the date of its last approval by the parties and is effective to __________.
9. This agreement can be specified by the conclusion of the supplementary agreements specified in Item 1 of this agreement.
10. This agreement is constituted in duplicate, having identical legal force.
11. In the cases which are not provided by this agreement, the parties are guided by the legislation.

1. This Provision determines requirements to the organization of practice of the pupils, cadets mastering contents of educational programs of secondary vocational education (further – students), including requirements to planning, material security, content, carrying out and summing up practice.
2. fulfillment of requirements to content and level of training of the specialist (worker) with secondary vocational education according to the educational standard of secondary vocational education in the specialty;
consecutive expansion of the practical skills created at the student, their complication in process of transition from one stage of practice to another;
training of the student for accomplishment of the main labor functions;
communication with theoretical training;
participation of the student in rationalization, inventive, creative activities;
professional and social adaptation of the student in conditions of production.
5. Types of practice are established by organization of education according to the curriculum of organization of education in the specialty (further – the curriculum), and also taking into account opportunities of the organizations based on which practice is carried out (further – the organizations).
6. Content, terms and the sequence of passing by students of practice, the main requirements to conditions of the organization of practice and results of its passing by students, recommended forms and training methods and education, the list of educational editions and tutorials are determined by the approximate training program by practice (in case of its availability), the training program of organization of education on practice. The number of hours on practice in day is established by organization of education according to specifics of carrying out practice at the rate of 36 class periods a week.
7. The procedure for carrying out certification of students in case of practical training is determined by the Rules of carrying out certification of pupils, cadets in case of development of contents of educational programs of secondary vocational education approved by the Ministry of Education.
8. Practice of students will be organized according to the curriculum and subdivided on educational and production.
9. Tasks of educational practice are forming at the student of practical skills on the studied subjects, modules of professional component of the curriculum (further – modules), acquisition of primary professional skills on the chosen specialty, assignment of qualification of working (employee), fixing of professional skills on the chosen specialty.
10. Depending on specialty educational practice happens:
fact-finding in the course of which students get acquainted with objects of future professional activity prepare for conscious studying of subjects, modules;
on fixing of practical skills on subjects, modules;
practical work;
on development of primary professional skills (mechanical, metalwork, measuring, pedagogical and another);
for receipt of qualification of working (employee).
11. The list of subjects, modules on which are carried out educational practice on fixing of practical skills practical work, is specified in the curriculum.
12. Upon completion of educational practice for receipt of qualification of working (employee) the qualification examination including two stages is held:
practical stage – accomplishment by students of qualification trial work;
theoretical stage – passing an examination on subjects, modules.
The student takes qualification examination in the place of passing of educational practice.
