About some questions of forming of the order for training

Based on item 4 of Article 57, of Item 9 of Article 176, of Item 9 of Article 194 and Item 9 of article 210 of the Code of the Republic of Belarus on education the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

Regulations on procedure for forecasting of the needs for manpower for forming of the order for training of specialists, workers, employees;

Regulations on the basic organization of organization of education;

approximate form of the contract on interaction of organization of education with the organization - the customer of personnel in case of training of specialists, workers, employees;

the commitment form on training of specialists, workers, employees.

2. Recognize to invalid:

the resolution of Council of Ministers of the Republic of Belarus of January 29, 2004 No. 89 "About delegation to the Ministry of Education of powers on the edition of regulatory legal acts" (The national register of legal acts of the Republic of Belarus, 2004, No. 19, 5/13743);

the resolution of Council of Ministers of the Republic of Belarus of October 16, 2008 No. 1546 "About approval of the Regulations on the basic organization of the organization providing professional and (or) secondary vocational education" (The national register of legal acts of the Republic of Belarus, 2008, No. 252, 5/28560);

the resolution of Council of Ministers of the Republic of Belarus of October 16, 2008 No. 1547 "About approval of the Regulations on forecasting of the need for manpower for forming of the order for training of workers, employees and specialists at the expense of means republican and (or) local budgets" (The national register of legal acts of the Republic of Belarus, 2008, No. 252, 5/28561);

the resolution of Council of Ministers of the Republic of Belarus of February 25, 2010 No. 274 "About modification and amendments in the resolution of Council of Ministers of the Republic of Belarus of October 16, 2008 No. 1547" (The national register of legal acts of the Republic of Belarus, 2010, No. 56, 5/31353).

3. This resolution becomes effective since September 1, 2011.

Regulations on procedure for forecasting of the needs for manpower for forming of the order for training of specialists, workers, employees

1. This Provision developed based on item 4 of article 57 of the Code of the Republic of Belarus about education establishes procedure for forecasting of needs for manpower for forming by state bodies, subordinate and (or) accountable to the President of the Republic of Belarus, the National academy of Sciences of Belarus, republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus regional and Minsk city executive committees (further - state bodies) the order for training of specialists, the workers serving * (further - the order) in public institutions of the highest, average special and vocational training (further - organizations of education) at the expense of means republican and (or) local budgets.

2. The main objectives of forecasting of needs for manpower for forming of the order are:

determination of additional requirement for manpower;

optimization of training by establishment to organizations of formation of target figures of acceptance based on the order taking into account opportunities of organizations of education and demographic situation;

effective use of manpower.

3. In the order the amounts predicted by state bodies and structure of training (release from organizations of education) are determined by specialties (the directions of specialties, specializations), qualifications (professions of workers, positions of employees) for the organizations interested in training (further - the organizations), in organizations of education at the expense of means republican and (or) local budgets based on the additional requirement for manpower declared by the organizations.

For the purposes of this provision the additional requirement for manpower is determined as the need for graduates of organizations of the highest, average special, vocational training in year of their release for replenishment of the personnel structure of the organizations necessary for development of production, implementation of innovative projects, including creation of new high technology productions, compensations of disposal of personnel.

4. Forecasting of needs for manpower for forming of the order is performed by the organizations, state bodies taking into account annual average indicators of change of quantitative and high-quality list of employees of the organizations, forecasts and business plans of development of the organizations, forecasts of requirements of industry, the corresponding administrative and territorial unit, development programs of industries and administrative and territorial units and appropriate programs of staffing with use of industry and regional techniques of determination of need for personnel.

5. State bodies in one year prior to the beginning of the next five-year period provide forecasting in the subordinate organizations of additional requirement for manpower regarding specialists with the higher education, workers and specialists with secondary vocational education for the ten-year period, regarding workers with vocational training, employees with vocational training - for the five-year period.

6. State bodies involve in forecasting of needs for manpower of the organization from ownership ratios of the state in their authorized funds, and also other organizations of private pattern of ownership (from their consent).

7. For the purpose of forming of the order of the organization till January 1 of the last year of the current five-year period represent data on additional requirement for manpower in form according to appendix 1 to state body on subordination.

The organizations from ownership ratios of the state in their authorized funds, the share (share in authorized funds) of which are not transferred to the control republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, and also other organizations of private pattern of ownership represent the data specified in part one of this Item, in regional executive committees, the Minsk Gorispolkom in the territory of which they are, in time, established in part one of this Item.

8. Data on additional requirement for manpower (further - data) are specified by state bodies taking into account perspectives of development of industries of economy and used in case of development of programs of staffing.
