1. 3. To provide to committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in accordance with the established procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

About approval of the Standard instruction for safety management of flights of aviation training centers of civil aviation which activities are connected with accomplishment of flights of aircrafts during provision of services

Chapter 1. General provisions

1. This Standard instruction for safety management of flights of aviation training centers of civil aviation which activities are connected with accomplishment of flights of aircrafts during provision of services (further - the Standard instruction) is developed according to the subitem 14) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further – the Law), Appendix 19 to the Convention on international civil aviation (further – the Convention), the Program for safety of flights in the field of the civil aviation (further – PBP) approved by the order of the Government of the Republic of Kazakhstan of March 11, 2016 No. 136 and ICAO Doc.9859 "Control Directive Safety of Flights", ICAO of Doc.9841 "Management according to the Educational Organizations".

2. This Standard instruction disaggregates procedure for the organization and application of safety management system of flights (further - SUBP) suppliers of servicing.

3. This Standard instruction establishes the conceptual framework reflecting the minimum requirements for implementation and maintenance of functioning of effective SUBP of the supplier of servicing:

1) policy and the purposes in area of safety of flights, including obligations of management, responsibility and obligations on safety of flights, appointment of the leading experts responsible for safety of flights, coordination of planning of actions to case of emergency environment, documentation on SUBP);

2) management of risk factors for safety of flights, including identification of dangerous factors, assessment and reduction of risk factors for safety of flights;

3) safety of flights, including monitoring and measurement of efficiency of safety of flights, change management, continuous improvement of SUBP;

4) promoting of safety issues of flights, including preparation and personnel training, exchange of information about safety of flights.

4. The basic concepts used in this Standard instruction:

1) fair culture – the principle of safety of flights in case of which aviation personnel and other workers in the field of civil aviation report about mistakes or offenses and do not bear responsibility for the made mistakes or offenses in the field of civil aviation, except as specified, provided by the Law;

2) the aircraft – the device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from land (water) surface;

3) the responsible head - the individual, identifiable official bearing responsibility for efficient and effective implementation of SUBP of the supplier of servicing;

4) the program for safety of flights in the field of civil aviation of the Republic of Kazakhstan (further - PBP) - the single complex governed also the actions directed to increase in level of safety of flights;

5) danger or dangerous factor - condition or object which can cause aviation incident or aviation incident or promotes its origin;

6) the supplier of servicing – aviation training center which activities are connected with accomplishment of flights of aircrafts during provision of services;

7) safety management system of flights of the supplier of servicing (further - SUBP of the supplier of servicing) - set of the potential and actual dangerous factors performed by the supplier of servicing of activities on identification, on risk assessment of their manifestation, on development and acceptance of the corrective actions necessary for maintenance of acceptable level of safety of flights, on efficiency evaluation of measures for safety management of flights;

8) the analysis of flight data – process of the analysis of the registered flight data for the purpose of increase in level of safety of flights;
