considering historically developed good-neighbourhood,

recognizing need of preserving and development of economic, cultural and other traditional ties between the population of the border territories of the Russian Federation and the Republic of Kazakhstan,

considering provisions of article 7 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan about cooperation of border regions of the Russian Federation and the Republic of Kazakhstan of January 26, 1995,

agreed as follows:

Article 1

The concepts used in this agreement mean the following:

"the border territories" - the administrative and territorial units of the Russian Federation and the Republic of Kazakhstan which are directly adjoining the Russian-Kazakhstan frontier, specified in appendix No. 1 to this agreement;

"inhabitants of the border territories" - the citizens of the Russian Federation and the Republic of Kazakhstan who are constantly living in the border territories;

"border" - the Russian-Kazakhstan frontier established by the Contract between the Russian Federation and the Republic of Kazakhstan on the Russian-Kazakhstan frontier of January 18, 2005;

"places of crossing of border" - places on the Russian-Kazakhstan frontier which are established for its crossing by inhabitants of the border territories on the terms and conditions of this agreement and which can be specially equipped;
