1. Bring in the order of the Ministry of Fuel and Energy of Ukraine of July 29, 2002 No. 449 "About approval of Rules of connection of electroinstallations of consumers to the special automatic equipment of switching off of loading (SAESOL)", registered in the Ministry of Justice of Ukraine on August 15, 2002 at No. 667/6955, the following changes:

to state preamble of the order in the following edition:

"According to requirements of the Law of Ukraine "About the market of electrical energy", Rules about safety of the deliveries of electrical energy approved by the order of the Ministry of Fuel and Energy of Ukraine of August 27, 2018 No. 448, registered in the Ministry of Justice of Ukraine on September 19, 2018 at No. 1076/32528, of the Code of system of transfer approved by the resolution of the National commission performing state regulation in spheres of power and utilities of March 14, 2018 No. 309, of the Code of systems of the distribution approved by the resolution of the National commission performs state regulation in spheres of power and utilities of March 14, 2018 No. 310, for the purpose of preserving integrity and ensuring reliable and effective functioning of the Integrated power system of Ukraine, safety of deliveries of electrical energy and determination of relations of subjects of power industry, consumers of electricity and local executive bodies in case of development and use of special automatic equipment of shutdown of loading (SAVN)".

2. Approve changes in Rules of connection of electroinstallations of the consumers to special automatic equipment of switching off of loading approved by the order of the Ministry of Fuel and Energy of Ukraine of July 29, 2002 No. 449, registered in the Ministry of Justice of Ukraine on August 15, 2002 at No. 667/6955 (in edition of the order of the Ministry of Fuel and Energy of Ukraine of July 31, 2012 No. 554) which are applied.

3. To provide to management of electrical power complex and market development of electrical energy submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

5. To impose control over the implementation of this order on the First Deputy Minister VLASENKO Yury.

Changes in Rules of connection of electroinstallations of consumers to special automatic equipment of switching off of loading

1. In the Section I:

Items 1.2-1.3 to state 1) in the following edition:

"1.2. These rules establish order of interaction of the operator of system of transfer (dalee-OSP) and its regional dispatch centers (further - RDTs of SMALLPOX) exercising dispatching (operational and technological) control of operating modes and ensuring operational safety of OES of Ukraine with operators of systems of distribution (further - OSR), and also consumers of electrical energy in case of development, servicing and application of SAVN.

1.3. Requirements of these rules extend on SMALLPOX, OSR and consumers of electrical energy";

Item 1.4 to exclude 2).

With respect thereto to consider Items 1.5-1.6 Items 1.4-1.5 respectively;

Items 1.4-1.5 to state 3) in the following edition:

"1.4. In these rules terms are used in the following value:

SAVN of local value - special automatic equipment of shutdown of loading, the decision on which implementation is made by OSR;

SAVN of system value - special automatic equipment of switching off of loading, the decision on which implementation makes SMALLPOX.

Other terms are used in the value given in the Law of Ukraine "About the market of electrical energy", Rules about safety of the deliveries of electrical energy approved by the order of the Ministry of Fuel and Energy of Ukraine of August 27, 2018 No. 448, the Code of system of transfer approved by the resolution of the National commission performing state regulation in the spheres of power and utilities of March 14, 2018 No. 309 registered in the Ministry of Justice of Ukraine on September 19, 2018 at No. 1076/32528, (further - the Code of system of transfer), the code of systems of distribution approved by the resolution of the National commission performing state regulation in spheres of power and utilities of March 14, 2018 No. 310 (further - the Code of systems of distribution).

1.5. In these rules the following reducings are used:

AChR-avtomatichesky frequency unloading;

GAV-schedules of emergency shutdowns of consumers of electrical energy;

Pumped storage power plant-hydraulic heat-sink power plant;

Electricity transmission PL-air-line;

SGAV-spetsialnye schedules of emergency shutdowns".

2. In the Section II:

Item 2.1 to state 1) in the following edition:

"2.1. Application of SAVN is provided in structure of package of measures of antiemergency control according to requirements of the Code of system of transfer and the Code of the systems of distribution directed to preserving integrity and ensuring reliable and effective functioning of OES of Ukraine";

2) in Item 2.2 of the word "transfer and delivery of electrical energy" shall be replaced with words "transfers and distributions of electrical energy";

3) in subitem 2.3.1 of Item 2.3:

word in paragraph one "shall be replaced with words GP "NEK "Ukrenergo" Is Also Approved by the Deputy Minister of Energy and the Coal Industry of Ukraine" "SMALLPOX under approval of the Ministry of Energy";

3. In the Section III:

Item 3.1 to state 1) in the following edition:

"3.1. Connection of electroinstallations of consumers to SAVN needs to be carried out according to requirements of User Rules for Operating Electrical Equipment approved by the order of the Ministry of Fuel and Energy of Ukraine of July 25, 2006 No. 258, registered in the Ministry of Justice of Ukraine on October 25, 2006 at No. 1143/13017 (in edition of the order of the Ministry of Fuel and Energy of Ukraine of February 13, 2012 No. 91), the Instruction about creation and application of schedules of restriction and emergency shutdown of consumers, and also antiemergency systems of decrease in power consumption approved by the order of the Ministry of Fuel and Energy of Ukraine of November 23, 2006 No. 456, of Ukraine registered in the Ministry of Justice on February 19, 2007 at No. 151/13418, of Regulations for electrical installation No. approved by the order of the Ministry of Fuel and Energy of Ukraine of July 21, 2017 476, taking into account requirements of the Code of system of transfer and the Code of system of distribution";

The second Item 3.2 of the word "the relevant electrotransferring organizations" shall be replaced with words 2) in the paragraph "SMALLPOX the corresponding OSR";

3) in Item 3.3 of the word "special GAV" shall be replaced with words "SGAV", and" (except special queue of AChR)" shall be replaced with words words also in figures "(except the upper queue of AChR with setting on Hz 49,1 frequency)";

The second Item 3.8 the word "big" to replace 4) in the paragraph with the word of "power-intensive";

To replace 5) in Item 3.9 of the word of "the relevant territorial subdivision of Gosenergonadzor" with the word of Gosenergonadzor;

"The approved decision is the basis for introduction of amendments to the agreement of the consumer on provision of services on distribution (transfer) of electrical energy".

4. In the Section IV:

1) in Item 4.3:

in paragraph one of the word "affirms the Ministry of Energy and Coal Mining of Ukraine" agrees shall be replaced with words "the Ministry of Energy";

in paragraph four to replace the word of "power systems" with the word "SMALLPOX";

In paragraph three of Item 4.5 of the word of "the electrotransferring organization or electric utility system" shall be replaced with words 2) "SMALLPOX and/or OSR";

3) in Item 4.6 of the word "the electric utility system electrotransferring the organizations" shall be replaced with words "SMALLPOX, OSR";

4) in Item 4.8 of the word "territorial subdivision of Gosenergonadzor and Ministry of Energy and Coal Mining of Ukraine" shall be replaced with words "Gosenergonadzor and the Ministry of Energy";

Item 4.9 to state 5) in the following edition:

"4.9. The state supervision (control) of ensuring reliable electric utility service of consumers in the conditions of emergency on objects of power, proper technical condition of the elements of the equipment of special automatic equipment of shutdown of loading established at participants of the market (including consumers) is performed by Gosenergonadzor".

5. In the text of Rules of the word of "GP" of NEK "Ukrenergo" in all cases to replace with the word "SMALLPOX"; words "electric utility system" in all cases shall be replaced with words "RDTs of SMALLPOX"; to replace the words "the electrotransferring organization" in all cases with the word "OSR".

6. In the text of appendices of the word of "GP" of NEK "Ukrenergo" in all cases shall be replaced with words "Chao" NEK "Ukrenergo"; the words "the electrotransferring organization" in all cases shall be replaced with words "the operator of system of distribution"; shall be replaced with words the words "I CLAIM the Deputy Minister of Energy and the coal industry of Ukraine" "I APPROVE the First deputy of the Minister of Energy of Ukraine".
