According to Articles 7, of 15, 55-1, 56 of the Law of Ukraine "About the National Bank of Ukraine", article 21 of the Law of Ukraine "About financial services and finance companies", article 114 of the Law of Ukraine of November 18, 2021 No. 1909-IX "About insurance", article 37 of the Law of Ukraine of July 14, 2023 No. 3254-IX "About credit unions", Articles 77, 78 Laws of Ukraine "About payment services", Articles 5, of 6, 9 Laws of Ukraine "About currency and currency transactions", for the purpose of determination of requirements to documents which are filed to the National Bank of Ukraine within separate procedures and procedure for submission of such documents the Board of the National Bank of Ukraine DECIDES:

1. Approve Regulations on procedure of administrative production, general requirements to documents and procedure for their submission to the National Bank of Ukraine within separate procedures (further - Provisions) which is applied.

2. Approve Changes in:

1) the Regulations on registration of the collection companies approved by the resolution of Board of the National Bank of Ukraine of July 9, 2021 No. 75 (further - PolozheniyeNo. 75) who are applied;

2) ceased to be valid according to the Resolution of Board of the National Bank of Ukraine of 25.03.2025 No. 37

3) the Regulations on procedure of authorization of activities of suppliers of financial payment services and limited payment services approved by the resolution of Board of the National Bank of Ukraine of October 7, 2022 No. 217 (with changes) (further - PolozheniyeNo. 217) who are applied;

4) Regulations on procedure for issue of licenses for the implementation of currency transactions approved by the resolution of Board of the National Bank of Ukraine of March 31, 2023 No. 43 (further - enclosed PolozheniyeNo. 43).

3. The National Bank of Ukraine considers the documents filed by persons who addressed to the National Bank of Ukraine within the procedures determined No. Provision 75, No. Provision 135, the Provision No. 217 and the Provision No. 43, before entry into force of this resolution according to requirements and according to the procedure determined by the Provision No. 75, No. Provision 135, the Provision No. 217 and the Provision No. 43, without accounting of the changes made by this resolution.

3-1. The National Bank of Ukraine performs consideration of the applications, the petitions, documents received till December 31, 2024 and on which as of January 1, 2025 the decision, according to regulatory legal acts of the National Bank of Ukraine, persons specified in appendix to the Provision and Regulations on certification on the right of implementation of temporary administration of the non-bank financial institution approved by the resolution of Board of the National Bank of Ukraine of December 21, 2020 No. 162 (with changes), taking into account the terms determined by the legislation of Ukraine existing till December 31, 2024 from the beginning of their counting since January 1, 2025 is not made.

4. To department of methodology of regulation of activities of non-bank financial institutions (Sergey Savchuk) after official publication to inform suppliers of financial services information on adoption of this resolution.

5. The resolution becomes effective since January 1, 2024.

I. General provisions

1. This Provision is developed according to the laws of Ukraine "About the National Bank of Ukraine", "About financial services and finance companies", "About insurance", "About credit unions", "About payment services", "About ministerial procedure" (further - the Administrative procedure act), "About currency and currency transactions", the Law of Ukraine of May 21, 2024 No. 3720-IX "About compulsory insurance of civil responsibility of owners of land vehicles", other legal acts of Ukraine and regulatory legal acts of the National Bank of Ukraine concerning activities of participants of the market of financial services and participants of the payment market.

2. This Provision determines:

1) general requirements to documents which are filed to the National Bank of Ukraine (further - National Bank), and procedure for their representation for implementation of such procedures:

licensing, registration, authorization of participants of the market of financial services and participants of the payment market (except payment systems, members of payment service providers, technological operators of payment services and commercial agents of suppliers of financial payment services);

voluntary exit of the insurer, credit union from the market;

identifications, recognitions of non-bank financial groups;

approval of the charter (changes in the charter) Motor (transport) insurance bureau of Ukraine (dalee-MTSBU);
