About modification of some orders of the Government (digitalization of services in registration of vehicles)

Based on part (3) article 54 of the Law No. 131/2007 on traffic safety (repeated publication: The official monitor of the Republic of Moldova, 2015, Art. No. 11-21, 6), with subsequent changes, DECIDES: the Government

1. The order of the Government No. 770/2012 about approval and enforcement of samples of the registration certificate and interim certificate on registration of new type for vehicles (2012, Art. No. 216-220, 832), with subsequent changes, to add the official monitor of the Republic of Moldova with Item 1-1 of the following content:

"1-1. For the documents specified in Item 1, digital versions of registration certificates which shall contain the same data set can be created. In the territory of the Republic of Moldova digital documents have the same legal force, as well as physical documents.".

2. The order of the Government No. 1127/2008 about approval of car driver licenses of new sample (2008, Art. No. 183-185, 1128), with subsequent changes, to add the official monitor of the Republic of Moldova with Item 1-1 of the following content:

"1-1. For the documents specified in Item 1, digital versions of car driver licenses which shall contain the same data set can be created. In the territory of the Republic of Moldova digital documents have the same legal force, as well as physical documents.".

3. In appendices No. 2 and 3 of the Order of the Government No. 966/2020 about services, the state services provided by the Agency (Official monitor of the Republic of Moldova, 2020, Art. No. 372-382, 1145), with subsequent changes, to make the following changes:

3.1. in appendix No. 2:

3.1.1. in the table:

3.1.4, 4.1.1, 4.1.3, 4.2.7, 4.2.15, 4.2.16, 4.4.2, 4.4.3, 6.1.2, 7.1.3, 9.1 and 9.2 to exclude line items;

3.2. in appendix No. 3:

3.2.1. add with Item 10-1 of the following content:

"10-1. Services in registration of vehicles, including in case of registration of transfer of property for the vehicle, are provided at a discount in the amount of 50% of the established rate (with rounding of the lowered rate to integer of tens of lei) in the maximum time established for provision of the corresponding service, to the following categories of persons, citizens of the Republic of Moldova:

1) to participants of World War II;

2) to persons with the heavy, expressed or average restriction of opportunities owning the vehicles intended for their movement / transportation which used in case of their import tax and customs privileges according to the legislation;

3) to persons who free of charge received the vehicle through social insurance.";

3.2.2. declare Item 11 invalid.

4. In appendix No. 2 to the Order of the Government No. 1047/1999 about transformation of the automated Car information retrieval system to the State register of vehicles and introduction of testing of cars and trail cars to them (Official monitor of the Republic of Moldova, 1999, Art. No. 126-127, 1113), with subsequent changes, to make the following changes:

4.1. in Item 40 "provided in Item 36" to replace the text with the text "provided in subitems and) - е) Item 36", and in Item 66 "provided in Items 36 and 40" to replace the text with the text "provided in subitems and) - е) Item 36 and in Item 40";

4.2. add with Item 45-1 of the following content:

"45-1. Year of production and date of the first registration are brought in accounting data and registration certificates of vehicles.";
