About approval of Rules of marking of fur products means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning fur products

The government of the Russian Federation decides:

1. Approve the enclosed Rules of marking of fur products by means of identification (further - Rules).

2. Determine that participants of turnover of fur products according to Rules:

a) give to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), the statement for their registration in information system of monitoring since March 1, 2026, but no later than 7 calendar days from the date of emergence of need of implementation by the participant of turnover of fur products of the activities connected with input in turnover and (or) turnover, and (or) conclusion from turnover of fur products concerning which the input prohibition in turnover, and (or) turnover, and (or) conclusion from turnover of fur products not marked is established by means of identification (except for participants of turnover of the fur products falling under action of provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation").

At the same time the participants of turnover of fur products falling under action of provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation" submit to information system of monitoring the application for registration in information system of monitoring within 30 calendar days from the date of emergence of need of implementation of the activities connected with input in turnover by them and (or) turnover, and (or) conclusion from turnover of fur products;

b) provide no later than 15 calendar days from the date of registration in information system of monitoring readiness of own software and hardware for information exchange with information system of monitoring and direct to the operator of information system of monitoring the request electronically to passing of testing of information exchange of own software and hardware and information system of monitoring electronically;

c) for work on ensuring readiness of own software and hardware for information exchange with information system of monitoring and for passing of testing of such information exchange electronically after registration in information system of monitoring direct to the operator of information system of monitoring the request electronically to provision of remote access to the issue registration device placed in infrastructure of information system of monitoring;

d) pass test of information exchange of own software and hardware and information system of monitoring according to the procedure posted on the official site of the operator of information system of monitoring on the Internet concerning the transactions connected with marking of fur products means of identification, their input in turnover and (or) turnover, and (or) conclusion from turnover according to Rules, no later than 15 calendar days from the date of the direction to the operator of information system of monitoring of the notification of the readiness of own software and hardware to information exchange with information system of monitoring on condition of the direction of the request according to the subitem "b" of this Item.

3. Determine that:

a) the participants of turnover of fur products performing input in turnover of fur products put means of identification and represent to information system of monitoring of the data on drawing means of identification, input in turnover, about turnover and conclusion from turnover of fur products according to Rules concerning the fur products corresponding to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 4303 10 901 0, 4303 10 902 0, 4303 10 903 0, 4303 10 904 0, 4303 10 905 0, 4303 10 906 0, 4303 10 908 0 and to code of the All-Russian Product Classifier by types of economic activity 14.20.10 (except for 14.20.10.610, 14.20.10.620, 14.20.10.630, 14.20.10.640, 14.20.10.650, 14.20.10.660, 14.20.10.670, 14.20.10.680, 14.20.10.690, 14.20.10.990), since March 1, 2026;

b) the participants of turnover of fur products performing turnover and conclusion from turnover of fur products (as in case of conclusion from turnover when implementing calculations using the control and cash equipment, and different ways), represent to information system of monitoring according to Rules of the data on turnover and conclusion from turnover of fur products since March 1, 2026;

c) the participants of turnover of fur products falling under action of provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation" having the right to represent the data specified in the Section VIII of Rules within 30 calendar days:

from the date of shipment (transfer or acceptance) fur products by transfer (acceptance) of fur products within the transactions providing transition of the property right to the specified goods and also within commission agreements, and (or) agency agreements, and (or) works agreements, and (or) agreements of the order;

from the date of conclusion of fur products from turnover in case of such conclusion;

from the date of return of fur products to turnover in case of such return;

from the date of modification of the data provided by Sections III, IV and VIII of Rules, according to the procedure, provided by the Section IX of Rules (if changes were made to such data);

d) participants of turnover of fur products in the presence as of March 1, 2026 in the territory of the Russian Federation the unrealized fur products marked by control (identification) signs according to Rules of marking of fur products the control (identification) signs approved by the order of the Government of the Russian Federation of August 11, 2016 No. 787 "About approval of the Rules of marking of the fur products control (identification) signs" (further - the fur products marked by control (identification) signs) made in the territory of the Russian Federation or imported into the Russian Federation till the February 28, 2026 having the right to enable the realization of such fur products not marked means of identification according to Rules till February 28, 2027;

e) participants of turnover of fur products in the presence as of March 1, 2026 in the territory of the Russian Federation the unrealized fur products marked by control (identification) signs, made in the territory of the Russian Federation or imported into the Russian Federation till the February 28, 2026 having the right to perform marking by means of identification of fur products till February 28, 2027 according to Rules;

e) participants of turnover of fur products till June 30, 2026 put the funds of identification for the fur products acquired till February 28, 2026 and issued by customs authorities since March 1, 2026, imported (imported) into the Russian Federation and placed under customs procedures of release for internal consumption or reimport to the offer of these fur products for realization (sale) and represent to information system of monitoring of the data on drawing means of identification according to Rules.

4. Determine that the operator of information system of monitoring provides:

a) the organization of testing of information exchange of software and hardware of participants of turnover of fur products and information system of monitoring no later than 15 calendar days from the date of obtaining from participants of turnover of the fur products registered in information system of monitoring, the notification of the readiness to information exchange of the specified software and hardware with information system of monitoring;

b) provision to participants of turnover of fur products of remote access to the issue registration devices placed in infrastructure of information system of monitoring on the conditions provided by Rules no later than 30 calendar days from the date of obtaining from participants of turnover of the fur products registered in information system of monitoring, the request electronically for provision of remote access to such device of registration of issue.

5. Determine that in the territory of the Russian Federation input in turnover of fur products without drawing funds of identification for them and representation in information system of monitoring of data on drawing means of identification is not allowed since March 1, 2026.

Rules of marking of fur products means of identification

I. General provisions

1. These rules determine procedure for marking of the fur products which are subject to obligatory marking by means of identification, the requirement to participants of turnover of fur products, procedure for information exchange of participants of turnover of the fur products with the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification (further - information system of monitoring), characteristics of means of identification, and also procedure for representation by participants of turnover of fur products in information system of monitoring of data on input in turnover, about turnover and conclusion from turnover of fur products.

2. The concepts used in these rules mean the following:

"aggregation" - process of consolidation of goods, including in consumer packagings, in set or in shipping package, or sets in shipping package, or shipping packages in shipping package of higher level of enclosure with preserving information on interrelation of code of identification of each enclosed commodity unit, including in consumer packaging, with code of identification of the created shipping package or with code of identification created set and (or) shipping package, about interrelation of codes of identification of each enclosed set with code of identification of the created shipping package, and also about interrelation of codes of identification of each enclosed shipping package with code of identification of the created shipping package of higher level of enclosure and drawing appropriate means of identification on set or code of identification of shipping package on shipping package for the purpose of ensuring traceability of movement of goods on goods distribution chain without the need for opening created set and (or) shipping package;
