1. Approve the enclosed Regulations on licensing of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger.

2. Recognize to invalid:

the order of the Government of the Russian Federation of December 26, 2020 No. 2290 "About licensing of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger" (The Russian Federation Code, 2021, No. 1, the Art. 149);

the order of the Government of the Russian Federation of February 28, 2022 No. 271 "About modification of the order of the Government of the Russian Federation of December 26, 2020 No. 2290" (The Russian Federation Code, 2022, No. 10, the Art. 1525);

3. This resolution becomes effective since September 1, 2026.

4. The provision approved by this resolution is effective till September 1, 2032.

Regulations on licensing of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger

1. This Provision establishes procedure for licensing of activities for collection, transportation, processing, utilization, neutralization and placement of waste of the I-IV classes of the danger (except as specified, if collection of waste of the I-IV classes of danger is performed not in the place of their processing, and (or) utilization, and (or) neutralization, and (or) placement) performed by legal entities and individual entrepreneurs (further respectively - activities in the field of the address with waste, waste).

Activities in the field of the address with waste are constituted by works, services in the list according to appendix.

2. Licensing of activities in the field of the address with waste is performed by Federal Nature Management Supervision Service and its territorial authorities (further - the licensing body).

3. The licensed requirements imposed to the license applicant in case of its intention to perform activities in the field of the address with waste, and also to the licensee when implementing of activities by it in the field of the address with waste are:

a) for works on collection of waste:

availability at the license applicant (licensee) necessary for performance of works on collection of waste of the buildings, structures, constructions and rooms belonging to it on the property right or other legal cause and conforming to requirements of article 11 of the Federal law "About Production Wastes and Consumption";

availability at the license applicant (licensee) - the individual entrepreneur and workers of the license applicant (licensee) allowed to implementation of activities in the field of the address with waste, the documents on qualification issued by results of the passing of professional training or additional professional education necessary for performance of works on collection of waste according to requirements of article 15 of the Federal law "About Production Wastes and Consumption";

availability at the license applicant (licensee) of the sanitary and epidemiologic conclusion about compliance to health regulations of buildings, structures, constructions, rooms, the equipment and other property which are used or which are planned to be used for performance of works on collection of waste;

b) for services in transportation of waste:

availability and compliance of the vehicles belonging to the license applicant (licensee) on the property right or other legal cause (used) for rendering necessary services in transportation of waste, to requirements of article 16 of the Federal law "About Production Wastes and Consumption" including requirements of availability on the vehicles, containers and tanks used in case of transportation of waste, the special distinctive marks designating certain class of danger of waste;
