Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" and in pursuance of Item 3 of the Presidential decree of the Republic of Belarus of December 21, 2025 No. 447 "About simplification of procedures in construction and connection of objects to distribution engineering networks" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on procedure for sale of single-family apartment houses and capital constructions it (is applied).

2. Determine that:

2.1. soft credits are granted to the citizens needing their obtaining for gasification of the operated housing stock belonging to them on the property right, including disabled according to lists of citizens on receipt of soft credits for gasification of the operated housing stock belonging to them on the property right (further, if is not determined other, – lists of citizens) approved by the Gorispolkoms, district executive committees or local administrations of areas in Minsk in form according to appendix 1, with observance of priority according to date of the address of the citizen;

2.2. the Gorispolkoms, district executive committees and local administrations of areas in Minsk within consideration of the applications of citizens by the ministerial procedure provided in Item 10.19 of the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens No. approved by the Presidential decree of the Republic of Belarus of April 26, 2010 200, send inquiry of the gas supplying organization for possibility of gasification of the housing stock operated by the applicant.

The basis for refusal in implementation of the ministerial procedure specified in part one of this subitem is information on reasonable lack of technical capability of gasification of the housing stock operated by the applicant from the gas supplying organization;

2.3. for determination of the size of money which is necessary for citizens for gasification of the housing stock operated by them the gas supplying organizations based on requests of the Gorispolkoms, district executive committees and local administrations of areas in Minsk prepare the list of costs for performance of works on development of the project documentation and construction of objects of gas-distributing and intra house systems for gasification of the housing stock operated by citizens * in form according to appendix 2 (further if other is not determined, – the list of costs) according to the Presidential decree of the Republic of Belarus of June 2, 2006 No. 368 "About gasification of housing stock";

2.5. soft credits are granted to citizens of JSC ASB Belarusbank:

2.5.1. at the rate to 70 percent of cost of works according to the list of costs.

In case of the conclusion of the credit agreement with the citizen who is the owner of premises, the specific size of soft credit is determined taking into account creditworthness of the borrower.

Return (repayment) of soft credit and interest payment for use are performed by it the differentiated payments.

Repayment of soft credit is performed by citizens since the month following after month of completion of works, but no later than six months from the date of issue of the first part of soft credit.

Repayment of percent on soft credits is performed by citizens since the month following after month of issue of the first part of soft credit;
