About the Concept of ecological safety of the Kyrgyz Republic

For the purpose of ensuring effective activities for the main directions of state policy in the field of environmental protection and rational use of natural resources, I decide achievements of sustainable human development:

1. Approve the enclosed Concept of ecological safety of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of October 16, 2007 No. 469.

2. To the government of the Kyrgyz Republic according to provisions of the Concept of ecological safety of the Kyrgyz Republic till March 1, 2008 to develop and accept package of measures, aimed at providing ecological safety of the country.

3. Assign to the State environmental protection agency and to forestry under the Government of the Kyrgyz Republic ensuring functions on coordination and interaction of state governing bodies in questions of providing ecological safety in full.

4. To impose control of execution of this Decree on the office of the Security Council of the Kyrgyz Republic.

5. This Decree becomes effective from the date of signing.

Concept of ecological safety of the Kyrgyz Republic

The nature and its components are national property of the Kyrgyz Republic, one of major factors of its sustainable social and economic development.

The foundation of state policy in the field of environmental protection was laid in the Concept of the ecological safety approved by the decision of the Security Council of the Kyrgyz Republic of August 4, 1997 in which ecological priorities of transition period, in particular, questions of creation of system of the nature protection legislation, the state control and examination, ecologization of economy, monitoring of the environment were determined.

Since adoption of the specified Concept in the Kyrgyz Republic there were serious changes in social development. Strategic documents of development of the state are accepted, the basis of the nature protection legislation is created, number of new international agreements concerning environmental protection is signed, the management system is created by nature protection activities.

Complex Bases of Development, the National Strategy of Reducing Poverty (KOR/NSSB) of the Kyrgyz Republic for 2003-2005 were accepted as the medium-term action programs of the Government of the Kyrgyz Republic on carrying out the active economic and social reforms providing sustainable human development, reducing poverty, and also prevention of food neediness in the country.

The Concept of strengthening and development of nature protection activities for 1998-2001 is approved (the order of the Government of the Kyrgyz Republic of July 4, 1998 No. 416), determined the main activities in the field of environmental protection.

Number of the laws of ecological orientation, such as Land code of the Kyrgyz Republic (1999), Forest code of the Kyrgyz Republic (1999), Water code (2005), laws of the Kyrgyz Republic is accepted: "About subsoil" (1997), "About environmental protection" (1999), "About protection of atmospheric air" (1999), "About environmental assessment" (1999), "About the biospheric territories in the Kyrgyz Republic" (1999), "About fauna" (1999), "About radiation safety of the population of the Kyrgyz Republic" (1999), "About drinking water" (1999), "About production wastes and consumption" (2001), "About tailings dams and mountain dumps" (2001), "About protection and use of flora" (2001), "About the mountain territories of the Kyrgyz Republic" (2003), "About protection of ozone layer" (2006), "About state regulation of policy in the field of emission of greenhouse gases" (2007).

For participation of the republic in the World Summit on sustainable development (Johannesburg, 2002) are prepared the Concept of transition of the Kyrgyz Republic to sustainable development till 2010, Assessment of results of promotion of the Kyrgyz Republic for sustainable development and the Agenda for the 21st century (are approved by the order of the Government of the Kyrgyz Republic of August 2, 2002 No. 411-r).

Are accepted the Concept of development of forest industry of the Kyrgyz Republic for the period till 2025, the National forest program for 2005-2015 aimed at providing safety and lesovosproizvodstvo according to the commonly accepted principles of sustainable development.

From the moment of adoption of the Concept of ecological safety the Kyrgyz Republic joined 11 international nature protection conventions and 3 protocols to them, accomplishment of obligations under which provides review of the national legal system and in general policy in the field of environmental protection and rational environmental management.

The Kyrgyz Republic supports the principles of sustainable development, and at the Millennium Summit, as well as all member countries of the UN, confirmed the commitment to goal achievement of Development of the Millennium that predetermines need of review of policy in the field of environmental protection. Ensuring sustainable development of the country shall become one of priorities. New approaches in strategic planning taking into account the resource capacity of the country, economic and social aspects of development are necessary. Steady use of natural resources taking into account interests not only present generation, but also interests of future generations, shall become priority of development of the Kyrgyz Republic and find due reflection in program strategic documents.
