About approval of the Technique of determination of labor input and cost of works on standardization

For the purpose of effective use of funds of the Government budget of Ukraine which are allocated for works on standardization according to the Laws of Ukraine "About standardization", "About standards, technical regulations and assessment procedures of compliance" I ORDER:

1. Approve the Technique of determination of labor input and cost of works on standardization which is applied.

2. To department of standardization and metrology (Nelepov A. A.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. To the state company "Ukrainian Research and Training Center of Problems of Standardization, Certification and Quality" (Tsitsiliano O. D.):

3.1 review the national GSTU 4054-2001 standard "Standard rates of labor input and cost of works on standardization";

3.2 provide publication of this order in the next edition of monthly information indicator "Standards".

4. To impose control over the implementation of this order on the vice-chairman Cherepkov S. T.

Technique of determination of labor input and cost of works on standardization

I. General provisions

1.1. This Technique is developed according to the Laws of Ukraine "About standardization" and "About standards, technical regulations and assessment procedures of compliance".

1.2. The technique determines basic norms of labor input and cost of works on standardization which types and stages are established by regulatory legal acts of Ukraine and regulating documents (further - ND) of national standartization.

1.3. The technique is applied by the central executive bodies, other executive bodies, the companies and the organizations irrespective of patterns of ownership and managing which perform works on standardization at the expense of means of the government budget.

1.4. The technique can be applied by all subjects of managing irrespective of patterns of ownership performing works on standardization which are financed according to the Law of Ukraine "About standardization" (except means of the government budget), regarding determination of labor input of works on standardization. The cost of works on standardization is established on the contractual principles according to the current legislation.

1.5. The technique can be used for determination of labor input and cost of development of regional ND and ND of other subjects of standardization of Ukraine.

1.6. The cost of works on standardization which are carried out at the expense of means of the government budget, answers their cost and does not provide profit earning.

1.7. Release from taxation on value added of research and development works (further - NIR/ROC/) is performed according to the Tax code of Ukraine.

II. Basic standard rates of labor input of works on standardization

2.1. The basic standard rate of labor input of works on standardization is indicator which considers the number of the working hours in man-days (further - man day) used on separate standard work type on standardization.

2.2. Basic standard rates of labor input of works on standardization are developed for standard work types on standardization which is determined by regulatory legal acts of Ukraine and ND of national standartization, on the basis of long practical experience using evidence-based regulations of time.

2.3. During development of basic standard rates of labor input of works on standardization it is used:

results of studying of organizational specifications and labor processes of works on standardization, scientific and methodical and scientific and technical materials;

expert evaluations of labor input of development of ND and accomplishment of other works on standardization.

2.4. Basic standard rates of labor input of project development of national ND and review of national ND are established on specific types of ND and types of standards which are determined according to provisions of the Law of Ukraine "About standardization", GSTU 1.0 "National standartization. Basic provisions", GSTU 1.1 "National standartization. Standardization and adjacent types of activity. Terms and determinations of the basic concepts", GSTU 1.5 "National standartization. Rules of creation, statement, registration and requirement to contents of regulating documents" and GSTU 1.7 "National standartization. Rules and methods of acceptance and application of the international and regional standards" (further - GSTU 1.7) are also given in appendix 1.

2.5. Basic standard rates of labor input of development of national structural elements of projects of the national ND harmonized with the international or regional ND identical (further - IDT) and modified (further - MOD) which methods of acceptance are determined according to provisions GSTU 1. 7, and review of the national ND harmonized with the international or regional ND are given in appendix 2.

2.6. Basic standard rates of labor input of other works on standardization are developed on standard work types on standardization which is determined according to the Laws of Ukraine "About standardization", "About standards, technical regulations and assessment procedures of compliance", GSTU 1.2 "National standartization. Rules of development of national regulating documents" (further - GSTU 1.2), GSTU 1.6 "National standartization. Rules of registration of regulating documents" (further - GSTU 1.6), GSTU 1.11 "National standartization. Rules of conducting examination of drafts of national regulating documents" (further - GSTU 1.11) and GSTU 1.12 "National standartization. Corrected business management of regulating documents" (further GSTU 1.12), and are given in appendix 3.

III. Standard types and stages of works on standardization

3.1. Standard stages of works on project development of national ND according to GSTU 1.2 include:

the analysis of the operating ND for the purpose of development of offers concerning cancellation of the corresponding ND or modification of them;

development of the specification (further - TZ) on project development of ND;

development of the first edition of the ND project;

development of the second edition of the ND project;

development of final version of the ND project.

3.2. Standard stages of works on project development of the national ND harmonized with the international or regional ND IDT, MOD consist of complete translation of ND from original language into Ukrainian and developments of national structural elements of the ND project.

3.3. Original language of ND is official language of the original of the international (regional) ND (English, German, French, Spanish, Portuguese, Italian, Romanian, Polish, Czech, Bulgarian, Serbo-Croatian, Slovak, Armenian, Georgian, Estonian, Lithuanian, Latvian and so forth), and also languages of the people of the CIS, except Tajik (Farsi).

3.4. For complete translation of ND according to the current legislation carry out:

complete translation of the original of ND;

check and text revision of transfer of ND;

extra works.
