About procedure for providing disabled people with technical means of rehabilitation and separate categories of citizens from among veterans prostheses (except dentures), prosthetic and orthopedic products

According to article 11.1 of the Federal law "About Social Protection of Disabled People in the Russian Federation" and articles 14 - 19 Federal Laws "About Veterans" Government of the Russian Federation decide:

1. Approve the enclosed Rules of providing disabled people with technical means of rehabilitation and separate categories of citizens from among veterans by prostheses (except dentures), prosthetic and orthopedic products.

1(1). To provide to the Ministry of Sport of the Russian Federation together with the Ministry of Labour and Social Protection of the Russian Federation informing disabled people from among athletes - candidates for sports national teams of the Russian Federation, members of sports national teams of the Russian Federation about the bodies authorized on providing disabled people with technical means of rehabilitation in subjects of the Russian Federation in the territory of which the official sporting events included in the Single schedule of interregional, All-Russian and international sports actions and sporting events are held.

2. To make to the Ministry of Labour and Social Protection of the Russian Federation explanations concerning application of the Rules approved by this resolution.

3. Declare invalid the order of the Government of the Russian Federation of December 31, 2005 No. 877 "About procedure for providing at the expense of means of the federal budget of disabled people with technical means of rehabilitation and separate categories of citizens from among veterans with prostheses (except dentures), prosthetic and orthopedic products" (The Russian Federation Code, 2006, No. 7, the Art. 773).

4. This resolution becomes effective since October 1, 2008.

Rules of providing disabled people with technical means of rehabilitation and separate categories of citizens from among veterans prostheses (except dentures), prosthetic and orthopedic products

1. These rules determine procedure for providing:

persons recognized as disabled people (except for persons recognized as disabled people owing to labor accidents and occupational diseases), and persons aged up to 18 years to which the category "handicapped child" is established (further - disabled people), the technical means of rehabilitation provided by the federal list of rehabilitation actions, technical means of rehabilitation and the services provided to the disabled person, the approved order of the Government of the Russian Federation of December 30, 2005 No. 2347-r (further respectively - technical means, the federal list of rehabilitation actions, technical means of rehabilitation and the services provided to the disabled person);

separate categories of citizens from among the veterans who are not disabled people (further - veterans), - prostheses (except dentures) and prosthetic and orthopedic products (further - products).

Providing disabled people with seeing eye dogs, including payment to disabled people of annual monetary compensation of maintenance costs and veterinary servicing of seeing eye dogs, is performed according to the order of the Government of the Russian Federation of November 30, 2005 No. 708 "About approval of Rules of providing disabled people with seeing eye dogs, including payment of annual monetary compensation of maintenance costs and veterinary servicing of seeing eye dogs".

2. Providing disabled people with technical means is performed according to the individual programs of rehabilitation or abilitation of disabled people developed by federal institutions of medico-social examination according to the procedure, established by the Ministry of Labour and Social Protection of the Russian Federation (daleeprogramm of rehabilitation).

Providing veterans with products is performed according to the conclusions about providing with the prostheses, prosthetic and orthopedic products of veterans issued by the medical commissions of the medical organizations giving treatment-and-prophylactic help to veterans (further - the conclusion). The form of the conclusion and procedure for its filling affirm the Ministry of Labour and Social Protection of the Russian Federation.

3. Providing disabled people and veterans respectively is performed by technical means and products in the way:

a) provisions of the appropriate technical tool (product);

b) rendering services in repair or replacement of earlier provided technical tool (product);

c) journey provisions to the disabled person (to the veteran, in case of neobkhodimostisoprovozhdayushchy person) to the location of the organization specified in the paragraph the second Item 5 of these rules;

d) payments of accommodation of the disabled person (the veteran, in case of neobkhodimostisoprovozhdayushchy person) in case of production of the technical tool (product) in out-patient conditions;

e) payments of compensation for expenses on the action specified in the subitem "v" of this Item (in case of implementation of these expenses at the expense of means of the disabled person, veteran), including payment of banking services (services of mail service) in transfer (transfer) of means of compensation;

e) forming of the electronic certificate for acquisition of the technical tool (product) and service in repair of the technical tool (product) with use of the electronic certificate.

3(1). Provision of information on the technical means and products recommended in the program of rehabilitation (conclusion) is performed by means of the electronic catalog of technical means (products) (further - the catalog).

The catalog is used for the purpose of informing the disabled person (veteran) or person representing its interests on the amount of compensation, stipulated in Item 15(1) these rules, and ceiling price of the technical tool (product) and service in its repair in case of their payment with use of the electronic certificate, stipulated in Item 15(2) these rules.

Functions on forming and maintaining the catalog are performed by Fund of pension and social insurance of the Russian Federation by means of placement of data on technical means (products) provided by the federal list of rehabilitation actions, technical means of rehabilitation and the services provided to the disabled person, the approved order of the Government of the Russian Federation of December 30, 2005 No. 2347-r and also about the organizations providing the specified technical means (products) including with use of the electronic certificate, stipulated in Item 15(2) these rules.

The fund of pension and social insurance of the Russian Federation provides placement and maintaining the qualifier of technical means of rehabilitation (products) included in the catalog.

The qualifier of technical means of rehabilitation (products) included in the catalog is created by Fund of pension and social insurance of the Russian Federation on the basis of the Russian Federation approved by the Ministry of Labour and Social Protection of classification of technical means of rehabilitation (products) within the federal list of rehabilitation actions, technical means of rehabilitation and the services provided to the disabled person, the Government of the Russian Federation approved by the order of December 30, 2005 No. 2347-r.

The fund of pension and social insurance of the Russian Federation provides placement and maintaining the catalog in the federal state information system "Single System of Normative Reference Information", and also creates the open information resource based on software and hardware of Fund of pension and social insurance of the Russian Federation on the Internet containing the data placed in the catalog and both the round the clock open and direct entry to them of the unrestricted group of people providing daily without collection of payment.

The catalog is created and kept in electronic form in Russian. Separate information can join in the catalog with use of letters of the Latin alphabet. Formats of data and the requirement to technical, program and linguistic means of ensuring of forming, maintaining and use of the catalog are determined by Fund of pension and social insurance of the Russian Federation in coordination with the Ministry of Labour and Social Protection of the Russian Federation.

The data which are the state secret, trade secret and other secret protected by the law, access to which is limited by the Federal Laws, do not join in the catalog.

3(2). The catalog includes the following data:

code of the technical tool (product), service in repair of the technical tool (product);

name of the technical tool (product), service in repair of the technical tool (product);

the indicators characterizing the technical tool (product), service in repair of the technical tool (product) (functional, technical, quality, operational characteristics, photos, digital models of the technical tool (product) and unit of their measurement according to the All-Russian qualifier of units of measure);

main types of component parts of product of individual production and standard pickings;

reference information (data on places of sale of the technical tool (product) and (or) rendering service in repair of the technical tool (product) (in the presence);

amount of compensation, stipulated in Item 15(1) these rules;

the ceiling price of unit of separate type of goods, the work, service acquired with use of the electronic certificate, provided by part 3 of article 7 of the Federal law "About Acquisition of Separate Types of Goods, Works, Services with Use of the Electronic Certificate";

information from lists of separate types of the goods, works, services acquired with use of the electronic certificate at the expense of means of the budgets of budget system of the Russian Federation approved according to the procedure, No. 631 established by the order of the Government of the Russian Federation of April 23, 2021 "About forming and approval of lists of separate types of goods, works, the services acquired with use of the electronic certificate at the expense of means of budgets of budget system of the Russian Federation".

The code of the technical tool (product), service in repair of the technical tool (product) provided by the paragraph the second this Item is considered by sellers (contractors) performing sale of technical means (products) and rendering services in their repair with use of the electronic certificate in trading activity.

4. The application for provision of the technical tool (product) is submitted by the disabled person (veteran) or person representing its interests, once to territorial authority of Fund of pension and social insurance of the Russian Federation at the place of residence (the place of stay or actual accommodation) of the disabled person (veteran) or to the executive body of the subject of the Russian Federation at the place of residence of the disabled person (veteran) authorized for implementation transferred according to the concluded Ministry of Labour and Social Protection of the Russian Federation and the supreme executive body of the subject of the Russian Federation the agreement of powers of the Russian Federation on provision of measures of social protection to disabled people and separate categories of citizens from among veterans (further - authorized body).

In case of filing of application about provision of the technical tool (product) the identity document of the disabled person (veteran), or the identity document of person representing the interests of the disabled person (veteran), the document confirming its powers, and also the conclusion (are represented in case of filing of application by the veteran or person representing its interests).

In case of submission by the disabled person (veteran) of the statement for provision of the technical tool (product) through personal account of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal) submission of identity documents, is not required. At the same time it is required to provide data on the place of stay (the actual accommodation) of the disabled person (veteran), and also electronic image of the conclusion (in case of filing of application by the veteran).

Person representing the interests of the disabled person (veteran) in case of filing of application about provision of the technical tool (product) through personal account of the single portal represents:

data from the identity document of the disabled person (veteran) (series, number by whom it is issued, date of issue, subdivision code);

data on the place of stay (actual accommodation) of the disabled person (veteran);

details of the documents confirming the power of the person representing the interests of the disabled person (veteran);

electronic image of the power of attorney confirming the power of the person representing the interests of the disabled person (veteran);

electronic image of the conclusion (in case of filing of application by person representing the interests of the veteran).

The authorized body checks sufficiency of the data containing in the statement for provision (repair or replacement) of the technical tool (product) and electronic images of the documents filed through personal account of the single portal.

The statement for provision (repair or replacement) of the technical tool (product) submitted by the disabled person (veteran) or person representing its interests, and the documents (electronic images of documents and (or) the data from them) provided by these rules move on paper or through personal account of the single portal in electronic form on condition of completion of passing of the procedure of registration in the federal state information system "Single System of Identification of Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically".

The statement for provision (repair or replacement) of the technical tool (product) and the documents (electronic images of documents and (or) the data from them) represented by the disabled person (veteran) or person representing its interests in electronic form with use of the single portal shall be signed by the simple digital signature which key is created and is used according to the Rules of use of the simple digital signature when rendering the state and municipal services approved by the order of the Government of the Russian Federation of January 25, 2013 No. 33 "About use of the simple digital signature when rendering the state and municipal services" or if technically possible strengthened by the unqualified digital signature of the disabled person (veteran) or person representing its interests which certificate of key of check is created and used in infrastructure, providing information and technological interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation.

The direction of documents and information with use of the single portal is performed if technically possible, including the technical readiness of the single portal for acceptance and document transfer and information provided by these rules.

The statement for provision (repair or replacement) of the technical tool (product) shall contain number of the national payment instrument, stipulated by the legislation the Russian Federation about national payment system if the disabled person (veteran) or person representing its interests has intention to use the electronic certificate for acquisition (payment) of the technical tool (product), service in its repair.

In the statement for provision (repair or replacement) of the technical tool (product) the disabled person (veteran) informs authorized body on the desirable venue of medico-technical expertize (in the place of implementation of acceptance by authorized body or in the place of stay of the disabled person (veteran) in case of impossibility of representation of the technical tool (product) to the place of implementation of acceptance by authorized body owing to difficulty in its transportation or the states of health of the disabled person (veteran).

The authorized body provides registration of the submitted application for provision (repair or replacement) of the technical tool (product) with the subsequent entering of the data specified in it into departmental information system in day of receipt of the statement.

The authorized body within 2 working days from the date of filing of application about provision (repair or replacement) of the technical tool (product) requests according to the procedure of interdepartmental electronic interaction in Fund of pension and social insurance of the Russian Federation the data confirming registration of the disabled person (veteran) in system of the individual (personified) accounting in accordance with the legislation of the Russian Federation about the individual (personified) accounting in systems of mandatory pension insurance and compulsory social insurance, and also the data from the program of rehabilitation, confirming need of provision to the disabled person of the technical tool.

The authorized body according to the procedure of interdepartmental electronic interaction within 2 working days from the date of filing of application about provision of the technical tool (product) requests in other authorized bodies of the data on availability (absence) from them the same statement, about availability (absence) of the provided earlier technical tool (product) with indication of date of its provision or about payment of compensation, stipulated in Item 15(1) these rules, with indication of date of implementation of such payment.

Authorized bodies within 3 working days from the date of receipt of request of authorized body represent it the specified data.

In the presence in different authorized bodies of identical statements for provision of the technical tool (product) the application submitted by the last is considered.

The interdepartmental inquiry is sent by authorized body in electronic form with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it, and in the absence of access to such information systems - on paper.

The disabled person (veteran) or person representing its interests having the right to submit on own initiative to authorized body the document confirming registration of the disabled person (veteran) in system of the individual (personified) accounting and also the program of rehabilitation containing recommendations about providing with technical means.

Concerning the disabled person owing to the military injury got as a result of participation (assistance to accomplishment of tasks) during the special military operation (fighting) or owing to the mutilation (wound, injury, contusion) received in connection with fulfillment of duties under the contract on stay in voluntary forming (further - the disabled person of military injury), the authorized body in time not later than in 5 working days from the date of receipt from federal institution of medico-social examination of its program of rehabilitation makes the decision on acquisition of the technical tool (product) and (or) service in its repair with use of the electronic certificate, stipulated in Item 15(2) these rules, without filing of application.

The disabled person of military injury on whom the decision on forming of the electronic certificate for acquisition of the technical tool (product) and service in repair of the technical tool (product) with use of the electronic certificate in the procedure without application having the right to refuse acquisition of the technical tool (product) and service in repair of the technical tool (product) with use of the electronic certificate during the term of its action by giving in authorized body of the address in writing and to use different ways of providing with technical means (products) and services in repair of technical means (products) is made.

Provisions of the paragraph of twenty third this Item are not applied to prostheses, including high-functional prostheses with microprocessor management, except as specified, provided by the paragraph the twenty sixth this Item.

When obtaining from federal executive bodies and other federal state bodies sending (attracting) persons for participation (assistance to accomplishment of tasks) in special military operation, executive bodies of subjects of the Russian Federation according to the order of the Government of the Russian Federation of September 22, 2023 to No. 1551 "About ensuring forming and conducting centralized information accounting of information about persons specified in paragraphs second and third the subitem "v" of Item 2 of the Presidential decree of the Russian Federation of April 3, 2023 to No. 232 "About creation of the State fund of support of participants of special military operation "Defenders of the Fatherland", and approval of procedure for provision of the specified data" the information about the disabled people of military injury discharged from military service (services, works), stipulated in Item 15(2) these rules the decision on acquisition of the technical tool (product) and (or) service in its repair with use of the electronic certificate in respect of prostheses, including high-functional prostheses with microprocessor management, are accepted no later than 5 working days from the date of receipt of such data.

4(1). If the type, the name or the characteristic (parameters) of the technical tool does not correspond to the list of indications and contraindications for providing disabled people with technical means approved according to article 11.1 of the Federal law "About Social Protection of Disabled People in the Russian Federation", the authorized body within 2 working days from the date of receipt of the data from the program of rehabilitation confirming need of provision to the disabled person of the technical tool, or representation by the disabled person or person representing its interests, programs of rehabilitation according to the procedure, stipulated in Item 4 these rules sends with the consent of the citizen or person representing its interests according to the procedure of interdepartmental electronic interaction to federal institution of medico-social examination request for refining of the technical tool in the program of rehabilitation.

In request for refining of the technical tool in the program of rehabilitation the authorized body specifies type and the name of the technical tool by which amendments, characteristics (parameters) of earlier issued technical tool or on which compensation, and also data on carrying out the medico-technical commission and its results was paid (in the presence), are necessary.

The authorized body notifies the disabled person or person representing its interests about the direction of such request in federal institution of medico-social examination on channels of telephone communication, including mobile communication, including by means of the direction of short text messages, or in the document form on paper the registered mail, and also sends the adequate notice to personal account of the citizen on the single portal.

5. The authorized body considers the application specified in item 4 of these rules in 15-day time, and in case of submission of the specified statement by the disabled person needing rendering palliative medical care (person representing its interests) in 7-day time from the date of its receipt and notifies the disabled person (veteran) in the document form on paper or electronically by the method chosen by it specified in such statement including through personal account of the single portal, on registration on providing with the technical tool (product). In the presence of the existing public contract on providing with the technical tool (product) according to the statement specified in item 4 of these rules along with the notification authorized body:

sends (issues) to the disabled person (veteran) the direction on obtaining or production of the technical tool (product) (further - the direction) in selected by authorized body according to the procedure, established by the legislation of the Russian Federation on contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs, the organizations providing with technical means (products) (further - the organization in which the direction is issued), or independently performs delivery and (or) issue of the technical tool (product) acquired by authorized body for provision to the disabled person (veteran). In the direction authorized body the term of its action which is established within effective period of the public contract on providing the disabled person (veteran) with the technical tool (product) is specified and constitutes at least a half of effective period of the specified contract, and also codes of technical means (products) in the catalog which are subject to provision to the disabled person (veteran);

in case of need journey of the disabled person (veteran) to the location of the organization in which the direction is issued and back sends (issues) it the special coupon on the right of free receipt of travel documents for journey on rail transport (further - the special coupon) and (or) the personalized direction for free receipt of travel documents on the drive by road, air, water transport of the transport organizations which are selected by authorized body according to the procedure, established by the legislation of the Russian Federation on contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs (further - the personalized direction), for journey implementation according to the procedure, established in Item 12 of these rules.

In the absence of the existing public contract on providing the disabled person (veteran) with the technical tool (product) according to the statement specified in item 4 of these rules, the authorized body sends (issues) to the disabled person (veteran) the documents provided by this Item in 7-day time from the date of the conclusion of such public contract, at the same time the notice on purchase execution of the appropriate technical tool (product) shall be placed by authorized body in unified information system in the field of purchases no later than 30 calendar days from the date of submission by the disabled person (veteran) of the statement specified in item 4 of these rules.

In case of the direction authorized body in federal institution of medico-social examination of the request specified in item 4 (1) these rules, the term of statement of the disabled person on providing with the technical tool is prolonged for accounting before receipt from Fund of pension and social insurance of the Russian Federation of the data from the program of rehabilitation confirming need of provision to the disabled person of the technical tool, but no more than for 20 working days.

Providing with the technical tool (product) is performed by authorized body based on results of medico-technical expertize. Procedure authorized body of medico-technical expertize and form of the conclusion of medico-technical expertize are determined by the Ministry of Labour and Social Protection of the Russian Federation.

The term of providing the disabled person (veteran) with the technical tool (product) of serial production within the public contract signed with the organization in which the direction is issued cannot exceed 30 calendar days, and for the disabled person needing rendering palliative medical care, 7 calendar days from the date of the appeal of the disabled person (veteran) to the organization in which the direction is issued, and concerning the technical means (products) made by the individual order with involvement of the disabled person (veteran) and intended only for personal use - 60 calendar days.

Forms of the notification, the direction, the special coupon and the personalized direction affirm the Ministry of Labour and Social Protection of the Russian Federation.

5(1). Removal of the disabled person (veteran) from accounting on providing with the technical tool (product) is performed by authorized body if:

a) the disabled person (veteran) is provided with the technical tool (product) the organization in which the direction is issued;

b) the authorized body performs compensation specified in Item 15 (1) these rules;

c) the disabled person (veteran) or person representing its interests refused providing with the technical tool (product) recommended by the program of rehabilitation (conclusion);

d) the disabled person (veteran) or person representing its interests did not address to the organization in which the direction, during direction effective period is issued. At the same time the disabled person (veteran) or person representing its interests, the application having the right to submit with documents, and also with the conclusion (in case of filing of application by the veteran or person representing its interests), specified in item 4 of these rules, for receipt of the new direction;

e) in authorized body the data on state registration of death of the disabled person (veteran) containing in the Unified state register of civil registrations arrived;

e) the disabled person (veteran) or person representing its interests acquired (paid) the technical tool (product) and service in repair of the technical tool (product) with use of the electronic certificate;

g) the disabled person (veteran) or person representing its interests did not use the electronic certificate during the term of its action. At the same time the disabled person (veteran) or person representing its interests, the application having the right to submit repeatedly, documents and data specified in Item 15 (2) these rules, for forming of the new electronic certificate.

6. The technical tool (product) provided to the disabled person (veteran) according to these rules is transferred to it free of charge to free use and is not subject to alienation for benefit of the third parties, including to sale or donation.

7. Excluded

8. Repair of the technical tool (product) is performed free of charge based on the application for repair of the technical tool (product) submitted by the disabled person (veteran) or person representing its interests to authorized body, and the conclusions of medico-technical expertize.

In case of filing of application about repair of the technical tool (product) the identity document of the disabled person (veteran), or the identity document of person representing the interests of the disabled person (veteran), the document confirming its powers, and also the conclusion (are represented in case of filing of application by the veteran or person representing its interests).

The authorized body according to the procedure of interdepartmental electronic interaction within 2 working days from the date of filing of application about repair of the technical tool (product) requests in other authorized bodies of the data on availability (absence) from them the same statement, about availability (absence) of the fact of provision of services on repair of the technical tool (product) with indication of date of such repair or about payment of compensation, stipulated in Item 15(1) these rules, with indication of date of implementation of such payment.

Authorized bodies within 3 working days from the date of receipt of request of authorized body represent it the specified data.

In case of submission by the disabled person (veteran) of the statement for repair of the technical tool (product) through personal account of the single portal submission of identity documents, is not required. At the same time it is required to provide data on the place of stay (the actual accommodation) of the disabled person (veteran), and also electronic image of the conclusion (in case of filing of application by the veteran).

Person representing the interests of the disabled person (veteran) in case of filing of application about repair of the technical tool (product) through personal account of the single portal represents:

data from the identity document of the disabled person (veteran) (series, number by whom it is issued, date of issue, subdivision code);

data on the place of stay (actual accommodation) of the disabled person (veteran);

details of the documents confirming the power of the person representing the interests of the disabled person (veteran);

electronic image of the power of attorney confirming the power of the person representing the interests of the disabled person (veteran);

electronic image of the conclusion (in case of filing of application by person representing the interests of the veteran).

The service in repair of the technical tool (product) is provided by that authorized body to which the application for repair of the technical tool (product) by the disabled person (veteran) or person representing its interests is submitted.

9. Terms of use of technical means (products) are established by the Ministry of Labour and Social Protection of the Russian Federation.

The term of use of the technical tool (product) is estimated from the date of provision to his disabled person (veteran). In case of independent acquisition by the disabled person (veteran) of the technical tool (product) according to Item 15 (1) these rules the term of use of the technical tool (product) is estimated from the date of its acquisition according to the documents confirming expenses. In case of independent acquisition of the technical tool (product) in exchange of the use of the new technical tool (product) which is earlier provided to the disabled person (veteran) by authorized body or independently acquired by the disabled person (veteran) term it is estimated from expiry date of use of the previous technical tool (product).

10. Replacement of the technical tool (product) is performed according to the decision of authorized body based on served the disabled person (veteran) or person representing its interests, statements:

after fixed term of use. Technical means (products) which list is established by the Ministry of Labour and Social Protection of the Russian Federation are subject to replacement after fixed term of use if need of replacement is confirmed with the conclusion of medico-technical expertize. Establishment of need of repair of the specified technical means (products) or decision making about opportunity and term of further use is performed by them (after the expiration of fixed term of use) by results of conducting medico-technical expertize;

in case of impossibility within fixed term of use of implementation of repair or establishment of need of early replacement that is confirmed with the conclusion of medico-technical expertize.

Replacement of technical means (products) is performed by that authorized body to which the application was submitted by the disabled person (veteran) or person representing its interests.

Replacement of technical means (products) is performed according to the procedure, established by these rules for their obtaining.

11. The technical means (products) issued to disabled people (veterans) are not subject to delivery.

12. In need of journey of the disabled person (veteran) to the location of the organization in which the direction is issued and back, including two and more modes of transport, the authorized body issues to it, and also person accompanying the disabled person (veteran) if need of maintenance is established by the program of rehabilitation (conclusion), the special coupon and (or) the personalized direction on each mode of transport.

The special coupon (the personalized direction) contains the data necessary for execution of the relevant travel documents (tickets).

14. Compensation payment to the disabled person (the veteran, the accompanying person) in case, stipulated in Item 12 these rules, is performed by authorized body in a month from acceptance date of the relevant decision by postal order or money transfer to the personal bank account of the receiver of compensation (at his desire).

15(2). At the choice of the disabled person (veteran) or person representing its interests, the technical tool (product), services in repair of the technical tool (product) included in the list of separate types of goods, works, the services acquired with use of the electronic certificate at the expense of means of the federal budget and budgets of state non-budgetary funds of the Russian Federation approved according to the procedure, No. 631 established by the order of the Government of the Russian Federation of April 23, 2021 "About forming and approval of lists of separate types of goods, works, the services acquired with use of the electronic certificate at the expense of means of budgets of budget system of the Russian Federation" can be acquired (are paid) by the disabled person (veteran) or person representing its interests with use of the electronic certificate.

Financial provision of the payment commitments of the Russian Federation connected with providing disabled people and veterans with technical means and products according to these rules is performed by budget funds of Fund of pension and social insurance of the Russian Federation within the budgetary appropriations provided on providing disabled people (veterans) with technical means including production and repair of the products provided in accordance with the established procedure from the federal budget to the budget of Fund of pension and social insurance of the Russian Federation in the form of interbudget transfers on the specified purposes, and concerning disabled people from among the persons condemned to imprisonment and serving sentence in correctional facilities - within the budgetary appropriations of the federal budget provided on ensuring accomplishment of functions of the correctional facilities and bodies performing punishments.
