About approval of the Regulations on the integrated interdepartmental information and telecommunication system concerning control of persons, vehicles and loads crossing frontier

1. Approve Regulations on the integrated interdepartmental information and telecommunication system concerning control of persons, vehicles and loads crossing frontier it (is applied).

2. To provide to department of protection of frontier of Administration of State frontier service of Ukraine submission of this order to the Ministry of Justice of Ukraine for state registration.

3. To impose control over the implementation of this order on First Deputy Chairmen of the State Border Service of Ukraine, the Chairman of the State Customs Service of Ukraine, the Chairman of State Tax Administration of Ukraine, the Minister of Internal Affairs of Ukraine, the Minister of Foreign Affairs of Ukraine, the Minister of Labour and Social Policy of Ukraine, the Chairman of the Security Service of Ukraine, the Chairman of Service of foreign intelligence of Ukraine.

Regulations on the integrated interdepartmental information and telecommunication system concerning control of persons, vehicles and loads crossing frontier

1. This Provision developed according to the order of the Cabinet of Ministers of Ukraine of April 19, 2006 N215-r "About approval of the actions plan on creation of the integrated interdepartmental information and telecommunication system concerning control of persons, vehicles and loads crossing frontier till 2008", the Laws of Ukraine "About the State Border Service of Ukraine" "About information", "About the National program of informatization", "About information security in information and telecommunication systems", determines structure, components and procedure for use of the integrated interdepartmental information and telecommunication system concerning control of persons, vehicles and loads crossing frontier of Ukraine (further - the Lasso system).

2. Terms in this Provision are used in the values used in the Laws of Ukraine "About information", "About information security in information and telecommunication systems", "About telecommunications", "About National system of confidential communication", "About electronic documents and electronic document management", "About the digital signature".

3. The Lasso system is set of organizational and administrative actions, program and technical and telecommunication means which provide information processing (introduction, acceptance, obtaining, transfer, registration, storage) concerning control of persons, vehicles and loads crossing frontier of Ukraine, and the automated access to information resources (databases) of subjects of the Lasso system.

The list of information resources (databases) and functional tasks of the Lasso system is given in appendix.

4. The structure and procedure for forming of information resources (databases) are determined by regulations on them which are developed and affirm appropriate subjects of the Lasso system.

5. The Lasso system has the interdepartmental state status.

6. Subjects of the Lasso system are the Administration of the State Border Service of Ukraine, the Security Service of Ukraine, Service of foreign intelligence of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Customs Service of Ukraine, State Tax Administration of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of Labour and Social Policy of Ukraine.

7. Manager of the Lasso system is the Administration of the State Border Service of Ukraine (further - Administration of State frontier service).

8. The Lasso system is created for the purpose of timely, reliable and functionally complete information and analytical ensuring activities of subjects of system concerning implementation by them of actions for the prevention and non-admission of entry into Ukraine or departure from Ukraine of persons to which according to the legislation entry into Ukraine is not allowed or which are temporarily limited in the right of departure from Ukraine, including according to orders of law enforcement agencies, search at check points through frontier of persons who disappear from bodies of inquiry, the investigation and court, evade from serving of criminal penalties, to the termination of unlawful activity of physical persons and legal entities which illegally transport migrants to Ukraine or move them through the territory of Ukraine, to strengthening of control of observance of rules of entrance, departure, stay in Ukraine of foreigners and stateless persons en route, and also to accomplishment of other tasks in the law-enforcement sphere according to the legislation.

9. Functions of the Lasso system:

replenishment of information resources (databases) of information systems of executive bodies in the mode of processing of messages;

provision to subjects of the Lasso system of information from information resources (databases) of information systems of executive bodies;

ensuring bilateral information and telecommunication bonds between subjects of the Lasso system;

implementation of electronic document management between subjects of the Lasso system;

ensuring complex information security and delimitation of access to information resources (databases) of subjects of the Lasso system.

10. Administrator of the Lasso system is the chief of communication of the State Border Service of Ukraine.
