According to Articles 20, 21, 30 Laws of Ukraine "About protection of the population and the territories against emergency situations of technogenic and natural nature", article 7 of the Law of Ukraine "About veterinary medicine", resolutions of the Cabinet of Ministers of Ukraine of August 3, 1998 No. 1198 "About single state system of prevention and emergency response of technogenic and natural nature", of November 2, 2006 No. 1539 "About approval of the Regulations on the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash", of November 16, 2001 No. 1567 "About approval of the Plan of emergency response of the national level", Regulations on the State committee of veterinary medicine of Ukraine, the approved resolution of the Cabinet of Ministers of Ukraine of August 30, 2007 to No. 1075, for the purpose of enhancement of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the State committee of veterinary medicine of Ukraine concerning prevention and rapid response to the emergency situations connected with infectious diseases and poisonings of farm animals, we ORDER:

1. Approve the Instruction about order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the State committee of veterinary medicine of Ukraine concerning prevention and emergency response, connected with infectious diseases and poisonings of farm animals (daleeinstruktion) which is applied.

2. Determine telephone numbers for informing and the organization of interaction in case of threat or emergence of the emergency situations connected with infectious incidence and poisonings of farm animals:

3. Determine that reference of the incidents in Ukraine connected with infectious diseases and poisonings of farm animals to emergency situations is performed by the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash in coordination with the State committee of veterinary medicine of Ukraine based on the State qualifier of emergency situations of recreation center 019-2001, approved by the order of the State committee of Ukraine on standardization, metrology and certification of 19.11.2001 No. 552.

4. Approve procedure for submission of information in the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash:

4.1. Kiev and Sevastopol within hour after confirmation of the fact of emergence of the emergency situation connected with infectious diseases and poisonings of farm animals to submit to head departments of veterinary medicine in the Autonomous Republic of Crimea, areas, information according to the Message on origin or threat of emergence of the emergency situation (ES) and liquidation of its effects connected with infectious diseases and poisonings of farm animals (appendix 1), and Operational information about infectious diseases and poisonings of farm animals (appendix 2) in the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol and in Goskomvetmeditsiny.

4.2. Kiev and Sevastopol immediately to submit to the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, operational information about emergence of the emergency situations connected with infectious diseases and poisonings of farm animals, by phone in service of the Ministry operational and on duty of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash with the further written confirmation according to appendices 1 and 2 within one hour.

4.3. To the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol in case of receipt of primary information on emergence of the emergency situation connected with infectious diseases and poisonings of farm animals immediately to notify head departments of veterinary medicine in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol for the purpose of confirmation of the fact of emergence of emergency situation.

5. To the ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash before provision in the Cabinet of Ministers of Ukraine of information on emergence of the emergency situations connected with infectious diseases and poisonings of farm animals to approve it without fail with the State committee of veterinary medicine of Ukraine.

6. Bring the order to territorial authorities and divisions of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and territorial authorities and public institutions of veterinary medicine which belong to the sphere of management of the State committee of veterinary medicine of Ukraine.

7. To the director of the department of health care and medicobiological protection Gromazin O. A. and and for protection of the population against effects of the Chernobyl catastrophic crash Sukhomlina O. M. to provide to the head of department of legal support of the Ministry of Ukraine concerning emergency situations provision of the order in the Ministry of Justice of Ukraine on state registration in the time established by the legislation.

8. To impose control over the implementation of this order on the deputy minister of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the vice-chairman of the State committee of veterinary medicine of Ukraine according to distribution of functional obligations.

The instruction about order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the State committee of veterinary medicine of Ukraine concerning prevention and emergency response, connected with infectious diseases and poisonings of farm animals

I. General provisions

1.1. The instruction determines order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the State committee of veterinary medicine of Ukraine during execution of joint tasks in case of their functioning in the modes of daily activities, the increased readiness and activities in emergency situation (далееЧС) concerning mitigation of consequences of the emergency connected with infectious diseases and poisonings of farm animals on objects of agro-industrial complex and in private sector.

1.2. Interaction of the Ministry of Emergency Situations and Goskomvetmeditsina - the joint actions for the prevention and liquidation of the emergency connected with infectious diseases and poisonings of farm animals approved and interconnected according to the purpose, the place, time, amounts and methods of accomplishment.

1.3. The purpose of interaction of the parties under the organization and accomplishment of actions for the prevention or mitigation of consequences of the emergency connected with infectious diseases and poisonings of farm animals, ensuring effective use of forces and the funds allocated for non-admission of further spread of infectious diseases among animals, prevention of infection of the population with causative agents of infectious diseases joint for animals and the person, saving of livestock of farm animals and minimization of economic effects of emergency situations.

1.4. Interaction of the parties is performed based on the principles:

single approach to state policy in the field of the prevention and liquidation of the emergency including connected with infectious diseases and poisonings of farm animals;

priority of protection of life and health of the population from infectious diseases, joint for animals and the person, saving of livestock of farm animals and minimization of economic effects of emergency situations;

single approaches and criteria in the analysis of the reasons and conditions of origin and spread of infectious diseases of animals, participations in liquidation of the centers of infectious diseases, joint for animals and people, prevention and fight against such diseases.

1.5. Attraction of forces and means of the Ministry of Emergency Situations and Goskomvetmeditsina for the prevention and mitigation of consequences of the emergency connected with infectious diseases and poisonings of animals is performed according to the current legislation.

1.6. Interaction of the Ministry of Emergency Situations and Goskomvetmeditsina is performed:

at the level of the central executive bodies - between the Ministry of Emergency Situations and Goskomvetmeditsina;

at the regional level - between the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol and head departments of veterinary medicine in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol;

at the local level - between the territorial authorities and divisions of the Ministry of Emergency Situations located in the place of dislocation, both territorial authorities and public institutions of veterinary medicine which treat the sphere of management of Goskomvetmeditsina.

1.7. The Ministry of Emergency Situations and Goskomvetmeditsina perform interchange by information and the notification through field services for the purpose of timely finishing information on threat of origin or emergence of emergency.

1.7.1. The notification and interchange are organized by information:

at the national level - between service Ministry of Emergency Situations operational and on duty and service of Goskomvetmeditsina on duty;

at the regional level - between the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol and head departments of veterinary medicine in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol;

at the local level - between the territorial authorities and divisions of the Ministry of Emergency Situations located in the place of dislocation, both territorial authorities and public institutions of veterinary medicine which treat the sphere of management of Goskomvetmeditsina.

II. Interaction measures in the mode of activities of the Ministry of Emergency Situations and Goskomvetmeditsina

2.1. Mode of daily activities:

development of joint plans of interaction concerning prevention and emergency response, connected with infectious diseases and poisonings of farm animals;

participation of representatives of the Ministry of Emergency Situations and Goskomvetmeditsina in work of the state extraordinary antiepizootic commissions, commissions on questions of technogenic ecological safety and emergency of all levels;

implementation of mutual exchange of information about epizootic situation of rather especially dangerous diseases of the animals included in the list of the International epizootic bureau, and other infectious diseases of animals in the territory of Ukraine and in the states bordering on Ukraine, threats of emergence of the emergency situations connected with these infectious diseases;

determination and approval of tasks, procedure for collateral actions, use of forces and means necessary for the prevention and liquidation of the emergency connected with infectious diseases and poisonings of farm animals;

the carrying out joint command and staff and training exercises of bodies and divisions of service of civil protection of the Ministry of Emergency Situations and veterinary medicine concerning emergency response connected with infectious diseases and poisonings of farm animals;

development and implementation of scientific and technical programs in the field of prevention of the emergency situations connected with infectious diseases and poisonings of farm animals.

2.1.1. Goskomvetmeditsina according to the tasks assigned to him:

determines forces and means for mitigation of consequences of emergency situations;

creates reserves of the biological, medical and disinfection medicines and means necessary for prevention and liquidation of the emergency situations and their effects connected with emergence of infectious diseases of animals and birds;

exercises veterinary health control and supervision of subjects to the state veterinary health control and supervision, informs the Ministry of Emergency Situations on possible threats of emergence of emergency situations on these objects and nature of the striking factors;

keeps the statistical reporting concerning incidence of animals.

2.1.2. The Ministry of Emergency Situations according to the tasks assigned to it:

checks according to the current legislation ready state of governing bodies, forces and means of public service of veterinary medicine to actions in case of the emergency situations connected with infectious diseases and poisonings of farm animals;

provides with information the territorial authorities and Public institutions of veterinary medicine relating to the sphere of management of Goskomvetmeditsina about threat of origin and emergence of the emergency situations influencing stable work of the agro-industrial sector, the made relevant decisions;

assists in creation and preparation of forming from the specialists appointed for liquidation of the emergency situations connected with emergence of especially dangerous diseases and poisonings of animals.

2.2. On high alert of the Ministry of Emergency Situations and Goskomvetmeditsina:

perform the analysis of the current situation, predict ways of possible development of the emergency connected with infectious diseases and poisonings of animals;

develop and approve plans of operational actions for the prevention and liquidation of emergency in which determine:

structure of forces and means of the Ministry of Emergency Situations and Goskomvetmeditsina which need to be transferred to high alert;

the territorial authorities and public institutions of veterinary medicine relating to the sphere of management of Goskomvetmeditsina and the territorial authorities and divisions of the Ministry of Emergency Situations interacting in case of emergency;

procedure for collateral actions with determination of the main objectives, the place and time of the organization and holding veterinary and sanitary and antiepizootic actions in case of emergency;

channels and procedure for exchange of information;

carrying out veterinary health control and antiepizootic actions in the emergency center;

procedure for collateral actions of the relevant services on the organization and implementation of antiepizootic actions in the emergency center;

check and if necessary fill up material reserves for emergency liquidation;

take operational measures concerning the prevention of emergence of emergency, reduction of the sizes of losses and material losses in case of origin and development of emergency, and also increase in safety of functioning of governing bodies and divisions of the Ministry of Emergency Situations and Goskomvetmeditsina in case of emergency.

2.2.1. Goskomvetmeditsina according to the tasks assigned to him:

informs service Ministry of Emergency Situations operational and on duty on threat of emergence of emergency situation;

confirms the oral message in writing to the e-mail address and faxes it in service Ministry of Emergency Situations operational and on duty in time determined by the resolution of the Cabinet of Ministers of Ukraine of November 16, 2001 No. 1567 "About approval of the plan of emergency response of the national level". This message prepares and goes the operations duty officer of Goskomvetmeditsina according to appendix 1 to the order of the Ministry of Emergency Situations and Goskomvetmeditsina of 27.10.2008 No. 763/234 "About approval of the Instruction about order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the State committee of veterinary medicine of Ukraine concerning prevention and emergency response, connected with infectious diseases and poisonings of farm animals", registered in the Ministry of Justice of Ukraine 21.11.2008 for No. 1122/15813;

quickly determines and brings into high alert forces and means of veterinary medicine which can be involved in mitigation of consequences of the emergency connected with infectious diseases and poisonings of farm animals;

strengthens measures concerning monitoring of epizootic situation by especially dangerous diseases of animals, veterinary health control of health of animals, safety and product quality of animal origin, and also subjects to veterinary health control and supervision for the purpose of non-admission of emergence of emergency.

2.2.2. The Ministry of Emergency Situations according to the tasks assigned to it:

analyzes information on origin or threat of emergence of the emergency connected with infectious diseases and poisonings of farm animals, received from the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol and submits orders to subordinate governing bodies and divisions of service of civil protection of the Ministry of Emergency Situations concerning readiness for reaction and mitigation of consequences of emergency;

through field service informs Goskomvetmeditsina and his structure on the made decisions on preparation for reaction and liquidation of emergency.

2.3. In emergency mode of the Ministry of Emergency Situations and Goskomvetmeditsina:

perform the analysis of the current situation, determine zone of spread of infectious diseases of animals and amount of works by liquidation of emergency situations and their effects;

constitute the forecast of development of emergency and its effects;

estimate condition and possibility of the available forces and means;

determine the joint actions directed to mitigation of consequences of emergency;

approve procedure for management of divisions and questions concerning their additional material logistics;

determine the locations, meetings of staff of the Ministry of Emergency Situations and Goskomvetmeditsina's representatives;

determine veterinary and sanitary actions and organize their carrying out;

approve amount and nature of information which is provided to the population about risk degree of effects of emergency, and procedure for its giving;

continue mutual exchange of information about course of mitigation of consequences of emergency which are within the competence of both parties;

approve decisions on allocation of additional forces and means for mitigation of consequences of the emergency connected with infectious diseases and poisonings of animals;

determine availability, procedure for use and replenishment action of medicines, the equipment and veterinary property necessary for liquidation of veterinary and sanitary effects of emergency.

2.3.1. Goskomvetmeditsina according to the tasks assigned to him:

provides the Ministry of Emergency Situations information concerning the number of the heads of the diseased and dead of farm animals in case of emergency;

participates in work of interdepartmental operational staff on liquidation of emergency situation and its effects;

sends to zone emergency task force for work in the headquarters on liquidation of emergency of technogenic and natural nature;

performs antiepizootic and veterinary and sanitary actions for liquidation of the emergency connected with infectious diseases and poisonings of farm animals;

quickly determines forces and means of veterinary medicine which can be attracted from other territories to mitigation of consequences of the emergency connected with infectious diseases and poisonings of animals;

provides the territorial authorities and public institutions of veterinary medicine participating in liquidation of emergency and their effects, necessary amount of veterinary medicines.

2.3.2. The Ministry of Emergency Situations according to the tasks assigned to it:

analyzes information obtained from head departments of veterinary medicine in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol and based on the Qualifier of emergency situations in Ukraine in coordination with Goskomvetmeditsina refers the incidents connected with infectious diseases and poisonings of farm animals to emergency, provides the expert opinion of the emergency level;

together with Goskomvetmeditsina and representatives of its structural divisions makes agreed decisions on mitigation of consequences of emergency situations;

sends to zone emergency rescue units or their divisions for participation in localization and liquidation of the emergency connected with infectious diseases and poisonings of farm animals;

promotes in case of need urgent departure in zone emergency of task force of Goskomvetmeditsina by its inclusion in structure of task force of the Ministry of Emergency Situations.
