To the price list No. 10-01 for freight rail haulings in the intra republican message since March 1, 2009 the raising 1,15 coefficient by the resolution of the Ministry of Economics of February 23, 2009 No. 27 is established
Based on article 11 of the Law of the Republic of Belarus of May 10, 1999 "About pricing", the Presidential decree of the Republic of Belarus of May 19, 1999 No. 285 "About some measures for price stabilization (rates) in the Republic of Belarus" and the Charter of rail transport of the general use approved by the resolution of Council of Ministers of the Republic of Belarus of August 2, 1999 No. 1196, the Ministry of Economics of the Republic of Belarus DECIDES:
1. Approve the price list No. 10-01 for freight rail haulings in the intra republican message (Tariff management No. 1 of the Belarusian railroad) according to appendix 1.
2. With entry into force of this resolution not to apply in the territory of the Republic of Belarus the price list No. 10-01 "Rates for freight rail haulings" (Tariff management No. 1 of the Ministry of Railways) approved by the State committee of the USSR on the prices and the Ministry of Railways of the USSR on March 31, 1989 No. 328, with changes and amendments to it.
3. Recognize invalid resolutions of the Ministry of Economics of the Republic of Belarus according to appendix 2.
4. This resolution becomes effective since February 1, 2002.

Appendix 1
to the resolution of the Ministry of Economics of the Republic of Belarus of January 8, 2002 No. 3
1. Rates for transportations of this price list are applied on all rail lines of the Belarusian railroad included in continuous operation to all consignors and consignees.
Rates of this price list do not extend to transportation of goods through the port stations having export codes.
2. The payment for works and services of this price list is applied on all rail lines of the Belarusian railroad included in continuous operation to all consignors and consignees, and also applied in all types of messages (if other is not provided by procedure for application of specific payment) and is not included in rates for transportations of this price list.
The amount of payment for the transport works and services which are carried out upon the demand of consignors (consignees), are not provided by this price list is established by agreement of the parties.
The procedure for application of payment for the works and services which are carried out by the organizations of the Belarusian railroad for its organizations is established by the Belarusian railroad.
3. In this price list terms in the following values are applied:
the leased car (container) - the car (container) of the Belarusian railroad, railroad of other state (in the presence of approval of running of the car (container) by the Belarusian railroad) leased to legal entity or physical person (lessee);
high speed - the quality characteristic of transportation determined by the regulation of daily run increased in comparison with cargo speed for the specified type of sending and tariff distance;
car-kilometer - the unit of measure corresponding to movement of one car on distance in one kilometer;
the car cover - the car which in the train separates from the car with dangerous goods the locomotive or cars with people, or cars with other harmless loads, or cars with loads of other degree of danger;
the type of bulkiness is established depending on height (from rail head level) at which the load goes beyond the loading dimension established on rail transport; differentiate lower, side and upper bulkiness;
intra station transportations - transportation of goods from one siding on other siding with exit to railway tracks public within one tariff Item;
cargo speed - the quality characteristic of transportation determined by the established regulation of daily run for specified type of sending and tariff distance. Gradation of daily run depending on type of sending and haulage distances for cargo and high speed are given in rules of the transportation of goods approved by the Ministry of Transport and Communications of the Republic of Belarus in accordance with the established procedure (further - rules of transportation of goods);
the exclusive tariffs - rates which are established with variation from the general tariffs by application of special coefficients which belong to transportation of specific loads or to separate correspondence; are applied in the message between specific stations and on intra station transportations with observance of rules of this price list if other procedure for their application is not specified;
control frame - the facilitated wooden design specially executed and established on the car repeating outline of off-gage load;
calendar stamp - mark the railway station in carriage documents mastic stamp of its name, calendar dates of the taken place cargo reception to transportation, arrivals of load, unloading of load by the railroad or giving under unloading by means of the receiver, registration of issue of load;
piggyback transportations - transportations by railway transport of road trains, demountable automobile bodies or semitrailer trucks;
container sending - the load shown to transportation on one delivery note which transportation requires individual container;
small sending - the load shown to transportation on one delivery note, lump gross whom shall not exceed the regulations established by rules of transportation of goods by small sendings and under which transportation on its amount or sort of load is not required the separate car;
to wasp kilometer (wasp km) - the operational indicator characterizing car axis run on distance in one kilometer;
sending - the load shown to transportation according to one transport rail waybill. Depending on the used vehicle of sending are divided by types on car, container, small, etc.;
car sending - the load shown to transportation on one delivery note which transportation on amount or sort of load requires the separate car; in carriage documents on transportation of goods by car sendings by station of origin irrespective of whose means load car sending, the mark becomes: "IN";
train-kilometer - the unit of measure corresponding to movement of the train on one kilometer;
private (own) car - the car which is belonging to legal entity or physical person on the property right and having number corresponding to the accepted numbering system;
private (own) container - the container which is not belonging to the organizations of rail transport of the State Parties of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia, having the marking code conforming to the accepted numbering system or the international standard;
transportation on special conditions - transportation of separate cargoes which is performed in exceptional cases when owing to special circumstances it is performed not based on the existing rules;
transportation payment - payment for transaction of transportation (movement) of load from station of origin to station of destination; it is levied by rules of this price list;
transportation payments - the transportation carriage charge of load, payment for the works and services which arose for the period from cargo reception to transportation before its issue to the receiver;
transportation payment on office rate - payment for transportations by car sendings the cargoes dispatched by services and departments of working supply and material logistics of departments of the Belarusian railroad to the organizations of the road for needs of their operational content and supply of workers with food and manufactured goods;
degree of bulkiness determines exit of the critical (most acting) load points out of limits of the dimension of loading established on rail transport;
station of destination - the railway station specified by the sender in delivery note at which the load shall be issued by the railroad to the receiver;
station of origin - the railway station of cargo reception specified by the sender in delivery note to transportation;
the tank container - the specialized container tank intended for transportation of liquid or loose goods;
tariff group - the group consisting of the two first figures of six-digit specification symbol of load in the Single tariff and statistical nomenclature of loads published in the Collection of rules of transportations and rates of rail transport No. 407 of the edition of 1997, approved by the decision of the 20th meeting of Council for rail transport of the State Parties of the Commonwealth of Independent States on January 29-30, 1998 (further - ETSNG);
tariff line item - the third sign in six-digit specification symbol of load;
the tariff scheme - the scheme determining procedure for charge of transportation payments taking into account the name of load, sort of railway vehicles, loading of the car, haulage distances; number tariff skhemyidentifitsirovanny sign of the table according to which the transportation payment for specific transportation is levied;
tariff distance - haulage distance for which the transportation payment is charged.
Other terms applied in this price list are used in the values determined in article 1 of the Law of the Republic of Belarus of January 6, 1999 "About rail transport" (The national register of legal acts of the Republic of Belarus, 1999, No. 4, 2/12), and Item 3 of the Charter of the rail transport public (further - the Charter) approved by the resolution of Council of Ministers of the Republic of Belarus of August 2, 1999 No. 1196 (The national register of legal acts of the Republic of Belarus, 1999, No. 67, 5/1506), and also in rules of transportation of goods.
4. The transportation carriage charge of loads on special conditions, by cargo, high speed and with passenger trains in the intra republican message is determined by this price list.
In case of determination of the transportation carriage charge of loads on special conditions 1,1 coefficient is applied to the rates established by this price list.
In case of determination of the transportation carriage charge of loads high speed to the rates for transportation of goods by cargo speed established by this price list applies 1,5 coefficient.
When implementing intra station transportations the transportation payment is determined by rules of this price list using 0,5 coefficient.
5. The transportation payment is charged on the rates operating on the date of putting down in carriage documents of calendar stamp of station of origin. The payment for works and services is charged on the rates operating those days for which it is levied.
6. Rates and payment for the works and services placed in this price list are established excluding tax on value added.
7. It is necessary for calculation of the transportation carriage charge of loads:
7.1. determine by the rules determined by the Belarusian railroad, tariff distance from station of origin to station of destination;
7.2. establish to what type of sending the load shown to transportation - car belongs, container or small, and in case of calculation of transportation payment to apply the corresponding rules of determination of rate.
8. If the load belongs to car sending, to determine in what type of cars cargo hauling is performed. In transit load in the universal car (covered, gondola car, platform) calculation of payment is made according to Chapter 5, in specialized - according to Chapter 8, in isothermal railway vehicles - according to Chapter 6, in tanks - according to Chapter 7, on transporters and off-gage loads - according to Chapter 9 of this price list. The special procedure of payments is established for transportation of goods on stsepa of platforms.
9. In transit loads in containers calculation of payment is made according to Chapter 10, and for transportation of goods in combined cars - according to Chapter 11 of this price list.
10. The carriage charge of personal cars and household things, senders or receivers of which are physical persons, is performed by rules of this price list: car, container or small sendings.
11. The transportation carriage charge by the Belarusian railroad is levied:
for the shortest distance of implementation of transportation according to the plan of forming of trains, but at least 50 kilometers (further - km);
for actually passable distance in transit off-gage loads, on transporters, in the luggage and goods wagons fastened to passenger trains, but at least 50 km;
for distance from station of origin to the output border station, including distance to Frontier of the Republic of Belarus (further - Frontier), in case of freight dispatch out of limits of the Republic of Belarus, but at least 50 km;
for distance from the border station of the Belarusian railroad, including distance to Frontier, to the station of naznacheniyapra arrival of loads because of limits of the Republic of Belarus, but at least 50 km;
in case of freight dispatch out of limits of the Republic of Belarus from stations of the Belarusian railroad and arrival of loads because of limits of the Republic of Belarus on the stations of the road located on the site between boundary and transfer stations for the tariff distance by the Belarusian railroad determined by summing of distances from stations of loading (unloading) to the transfer station and from the transfer station to the border station including distance to Frontier, but at least 50 km;
when following containers with sorting along the line - for actually passable distance by summing of the shortest distances, but at least 50 km:
from the station of loading to the station of sorting and from the station of sorting to station of destination in the intra republican message;
from the station of loading to the station of sorting and from the station of sorting to Frontier in the international message in case of departure out of limits of the Republic of Belarus;
from Frontier to the station of sorting and from the station of sorting to station of destination in the international message in case of arrival because of limits of the Republic of Belarus.
The tariff distance is determined by tariff management and it is specified station of origin (appointment) in carriage documents.
12. The general haulage distance for which the transportation payment is estimated does not join extent of sidings, ways (branches) public which do not have on the extent of the railway stations open for production of commercial transactions, and also extent of port sidings when giving cars for loading and unloading, following on these sidings and sent from them. For transportation of goods on these ways the payment for giving and cleaning of cars is levied.
13. The sender in carriage documents shall refer to as load according to ETSNG. At the same time it is necessary to specify its distinctive signs (in strong or liquid state, in fresh or dried type) if these signs exert impact on rate level. If there is no such name in ETSNG, then the load shall be designated in carriage documents under that name under which it is specified in the operating technical regulatory legal acts (further - TNPA).
14. Determination of transportation payment for transportation of goods, not named in ETSNG, is made:
if loads can be carried to any group and line item, on the rate specified for this line item;
if loads approach under any group, but cannot be carried to certain line item of this group, - on the highest of the rates which are available in this group.
15. Names of the loads referred to category of dangerous are specified in carriage documents according to the existing rules of transportations of these loads.
16. In case of incompleteness or ambiguity of the name of load the station of origin shall suggest the sender to specify its name. Before refining of the name cargo reception to transportation can be detained.
In case of detection of the inexact name of load on station of destination refining is made before issue of load at the initiative of the station or upon the demand of the receiver by entering into carriage documents under the former inexact name of the specified name. The specified name brought in carriage documents is certified by station calendar stamp and signatures of employees of the station and the receiver.
17. The mass of load for determination of transportation payment and payment for works and services is understood as the mass of load rounded according to the rules stated in this Item. The same procedure is applied when calculation of payment for the actual mass of load is provided in this price list.
18. Settlement lot of sending in universal railway vehicles is the valid lot of sending determined to complete tons, but at least the weight of weight category. When rounding 500 kilograms (further - kg) are also more rounded to complete ton, and less than 500 kg are discarded.
The weight category in tons (further - t) car sending is determined depending on settlement lot of sending according to table 1.

Settlement lot of sending in other types of specialized railway vehicles (except for transporters) is determined according to Item 18 of this price list.
20. Settlement lot of small sending are:

the valid lot of sending rounded to complete 100 kg, but at least 5,0 of t weighing sending over 3300 kg.
21. The mass of load accepted for calculation of payment for works and services is rounded in the following procedure:
the mass of loads to 100 kg is rounded to complete 100 kg;
the mass of loads from 100 kg to one ton is rounded to 100 kg. When rounding 50 kg are also more rounded to complete 100 kg, and less than 50 kgotbrasyvatsya;
the mass of loads more than one ton is rounded to complete tons. When rounding 500 kg are also more rounded to complete ton, and less than 500 kg - are discarded.
22. In case of calculation of transportation payment and payment for works and services using the raising or decreasing coefficients and also if there are no ready rates, their rounding is made according to the legislation.
23. The transportation carriage charge in universal cars (covered, platforms, gondola cars) the railroad of all loads is levied by car sendings according to the tariff scheme 1 of table 10 for settlement lot of sending taking into account weight category.
In private or leased cars calculation of transportation payment is made for transportation of goods according to the tariff scheme 1 using 0,8 coefficient.
24. The mass of the removable and fixed additional equipment (tourniquets, racks, cartridges, prisms, pyramids, pallets, etc.) established in the car for loading and fixture of load is specified in the carriage document, and the transportation payment is levied for load lump, including the mass of load net, lot of packaging (container) and mass of the additional equipment.
Calculation of payment in case of return of the removable equipment, including the multicurrent assets of packaging which are not belonging to the railroad is made by rules of calculation of car sending.
25. For transportation of coffins with dead men in separate cars irrespective of speed the payment is charged according to the tariff scheme 1 for the minimum weight category using 0,2 coefficient.
26. The transportation carriage charge car sendings according to ETSNG of meat and meat products (line item 56100-56400), fish and fish products (line item 57200-57400), milk, dairy products and eggs (line item 55100-55500), juice (line item 58400), mineral waters and soft drinks (line item 59500), canned food of everyones, wine, beer (line item 58100, 59100-59200), vegetables of fresh, melon cultures, potatoes (line item 04100-04300), fruit and berries fresh (line items of 05100-05300) and other perishable loads in refrigerated cars of the railroad (group refrigerator railway vehicles (further - GRPS), the autonomous refrigerated car (further - ARV), in railroad cars thermoses, IV-thermoses of the railroad is made according to:
to the tariff scheme 2 of table 11 - for transportation in refrigerated cars (refrigerator sections and ARV);
to the tariff scheme 3 of table 12 - for transportation in cars thermoses, IV-thermoses.
The transportation carriage charge of perishable loads in refrigerated cars, cars thermoses, IV-thermoses is calculated according to tariff schemes 2 and 3 irrespective of, cargo or high speed draws up transportation.
27. Calculation of the transportation carriage charge of perishable loads in private or leased refrigerated cars, cars thermoses, IV-thermoses is made using 0,8 coefficient.
28. The transportation payment is determined by the specified tariff schemes 2 and 3 according to tables with the actual mass of load, but not exceeding 40 t in GRPS and ARV in cars thermoses - 60 t, IV-thermoses - 50 t.
When loading refrigerated cars over 40 t, cars thermoses over 60 t, IV-thermoses over 50 t the transportation payment is determined by multiplication of payment by the line "for 1 t" according to the corresponding scheme on the mass of load in the car.
29. For transportation of goods in private single cars for live fish with cargo trains the payment is levied according to the tariff scheme 1 using 0,8, coefficient with passenger trains - according to the tariff scheme 1 using 1,7 coefficient. For transportation of goods in private two-car refrigerator sections for live fish with cargo trains the payment is levied according to the tariff scheme 1 using coefficient of 1,7, and with passenger trains - according to the tariff scheme 1 using 3,4 coefficient.
The transportation carriage charge of empty single cars for live fish and two-car refrigerator sections for live fish with cargo trains is levied on rate 53 rubles for 1 wasp km.
For transportation of empty autonomous cars for live fish and two-car refrigerator sections for live fish with passenger trains the payment is levied on rate of 169 rubles for 1 wasp km.
Cylinders with oxygen for water saturation in transit of live fish in cars for live fish with any weight, and equally same cylinders in empty condition in total weight no more than 100 kg in transit them in cars, the following for loading of fish, separately are not paid; the cost of their transportation is included into general payment.
30. In transit in rail reefer of several sendings the payment for each sending is determined by appointment to one station by car load rate with distribution of payment in proportion to the mass of load of each of the sendings shipped in the car.
31. In case of the direction on station of origin of refrigerator trains and sections with perishable loads from one consignor appointment to several stations, except the carriage charge of loads also levies payment on rate 84 rubles for wasp km for empty run of the cars unloaded on the way.
The specified payment for empty run of cars is levied for all transit of cars in empty condition from detraining stations to terminal station of appointment of the last group of loaded cars in the train or section. The amount of payment is put down in the free column of carriage documents in the Section "Calculation of Payments".
In case of departure of refrigerator section both in loaded, and in empty condition, carriage documents are processed to refrigerated cars. On transportation of the engine room of refrigerator section execution of carriage documents is not required, the transportation payment is not levied.
32. If the refrigerated car, the car thermos or IV-thermos is sent instead of the closed car provided by the plan and is transported without maintenance of temperature condition, the transportation payment is estimated by rules for universal railway vehicles.
At the same time in carriage documents marks become: for the refrigerated car - "IZVK", for the car thermos - "VTVK", for IV-thermos - "IVTVK".
If the refrigerated car, the car thermos or IV-thermos is sent according to the request of the freight owner for transportation of non-perishable load, the transportation payment is estimated as for transportation of perishable load.
If transportation is made with use not of all cars of refrigerator section, then for run of empty cars the payment is levied on rate 84 rubles for wasp km.
