About rates for transportation of goods by railway transport public in the intra republican message
Based on subitem 2.1 of Item 2 of the Presidential decree of the Republic of Belarus of February 25, 2011 No. 72 "About some questions of price regulation (rates) in the Republic of Belarus", article 6 of the Agreement on regulation of access to services of rail transport, including fundamentals of tariff policy, of December 9, 2010 the Ministry of Economics of the Republic of Belarus DECIDES:
1. Establish rates for transportation of goods by railway transport public in the intra republican message according to appendix 1.
2. Approve the enclosed Instruction about procedure for establishment and application of rates for transportation of goods by railway transport public in the intra republican message.
3. Recognize invalid resolutions of the Ministry of Economics of the Republic of Belarus according to the list according to appendix 2.
4. This resolution becomes effective since January 1, 2013.

1. This Instruction determines procedure for establishment and application of rates for transportation of goods by railway transport public in the intra republican message (further - rates for transportation of goods).
2. This Instruction is applied on all communications (infrastructure) of national association "Belarusian railroad" (further - the Belarusian railroad), its organizations and is obligatory for all consumers of services of rail transport public.
3. For the purposes of this Instruction the following basic concepts and their determinations are applied:
high speed - the quality characteristic of transportation establishing the regulation of daily run of the car, container increased in comparison with cargo speed depending on sending type;
car-kilometer (further - vagono-km) - the unit of measure corresponding to movement of one car on distance in one kilometer;
intra station transportations - transportation of goods with exit to railway tracks public within one tariff Item;
load on the axes - the railway vehicles belonging to the consignor, the consignee on the property right or other legal cause (cars, locomotives, cranes, snowplows on railway to the course and other railway vehicles), transported as a part of cargo trains according to complete carriage documents which are not registered in accordance with the established procedure as goods wagon in the automated system applied on the Belarusian railroad with assignment of number according to the installed numbering system of goods wagons;
cargo speed - the quality characteristic of transportation establishing regulation of daily run depending on sending type;
household things - objects and things of room situation, house use and private use as new (but no more than one name), and being in the use, shown to transportation by physical persons;
zone and degree of bulkiness - load exit indicators for loading dimension outline;
the container train - route or group of the containers transported as a part of one train of the weight established by the Belarusian railroad and length;
to wasp kilometer (further - wasp km) - the operational indicator characterizing car axis run on distance in one kilometer;
train-kilometer (further - poyezdo-km) - the unit of measure corresponding to movement of the train on one kilometer;
transportation payment - the carriage charge (movement transaction) of load, the empty car from station of origin to station of destination;
transportation payments - the transportation carriage charge of load, the empty car, and also payment for the transport works and services which arose for the period from cargo reception to transportation before its issue to the consignee;
