being guided by the aspiration to strengthen cooperation on the Kazakhstan-Russian frontier and to develop good-neighbourhood relations,

for the purpose of reducing formalities and duration of control, and also increase in its efficiency by implementation of joint control when crossing by persons and vehicles of the Kazakhstan-Russian frontier and movement through it of loads, goods and animals,

recognizing that certain conditions of carrying out different types of control on the Kazakhstan-Russian frontier can be approved by regulatory authorities of the states of the Parties without causing damage to the purposes of control and decrease in efficiency of control,

considering provisions of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation about cooperation and mutual assistance in customs affairs of March 28, 1994, the Agreement between the Republic of Kazakhstan and the Russian Federation on unity of management of Customs Services of May 16, 1995, the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on check points through the Kazakhstan-Russian frontier of December 23, 1998 and the Agreement on the simplified procedure for customs clearance of the goods moved between the State Parties of the Customs union of September 24, 1999

aiming by cooperation between regulatory authorities to promote development and acceleration of passenger and freight traffic between the states of the Parties,

being convinced that approval of conditions of carrying out joint control represents one of the major means for achievement of the specified purposes,
