About approval of Industrial safety rules in case of conversion and storage of ammonium nitrate in bulk

According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Industrial safety rules in case of conversion and storage of ammonium nitrate in bulk (further - Rules) (are applied).

2. With entry into force of these Rules to consider not applied in the territory of Ukraine, the "Rules on safe warehousing, storage, transportation and introduction of ammonium nitrate" approved by the Ministry of Agriculture of the USSR 12.06.72.

3. The order becomes effective in 10 days after state registration in the Ministry of Justice of Ukraine.

4. To the head of department of the organization of the state supervision of industrial safety on productions and objects of the increased danger Morozov V. M. within five days to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter changes in the State register of regulatory legal acts concerning labor protection and to post this order on the website of Gosgorpromnadzor.

6. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

7. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dunas S. V.

Industrial safety rules in case of conversion and storage of ammonium nitrate in bulk

I. General provisions

1.1. These Rules extend to the companies, organizations, the organizations (further - the companies) irrespective of pattern of ownership on which the works connected with storage of ammonium nitrate in bulk or its conversion on mineral fertilizers are performed.

1.2. Rules establish requirements of labor protection in storage time of ammonium nitrate in bulk for application at the companies of any industry, and also in its usage time for production of calcic saltpeter, complex and liquid mineral fertilizers.

Requirements of Rules are obligatory for all employees of the companies which perform the works connected with storage of ammonium nitrate in bulk and its use for production of calcic saltpeter, complex and liquid mineral fertilizers.

II. Determination of terms

In these Rules terms and determinations of the basic concepts are used in the values given in the Laws of Ukraine "About labor protection" and "About fire safety". Other terms are used in the following value:

Ammonium nitrate - the ammoniac and nitrate high-concentrated granulated mineral fertilizer.

Ammonium nitrate in bulk - unpacked ammonium nitrate.

Fire - volume changeable composition of the heated substances which are in process of burning.

Burning - exothermic process which covers oxidation-reduction transformations of substances and (or) materials and is characterized by availability of flying products and (or) the shining radiation.

Storage - the activities connected with implementation of complex of technological transactions in warehouse during acceptance, placement and issue of ammonium nitrate.

Calcic saltpeter (calcium nitrate) - nitrate mineral fertilizer.

Complex mineral fertilizer - mineral fertilizer which has at least than two basic nutritious elements in the warehouse.

Dangerous goods - substances, materials, products, waste of productive and other activity which owing to properties inherent in them in the presence of certain factors can lead during transportation to explosion, the fire, damage of technical means, devices, constructions and other objects, to cause loss of property and to do harm to the environment, and also to lead to death, injuring, poisoning of people, animals and which in accordance with the established procedure depending on extent of their impact on the environment or the person are carried by international treaties which consent to be bound is provided by the Verkhovna Rada of Ukraine or by results of testing to one of classes of dangerous substances.

III. Designations, reducings

In these Rules the following designations and reducings are used:

BGS - the drum granulator dryer;

GOST - the interstate standard;

DBN - the state construction regulations of Ukraine;

Construction Norms and Regulations - sanitary standards and rules;

DSN - the state sanitary standards

DSTU - state standard of Ukraine;

KAS - liquid mineral fertilizer on the basis of carbamide and ammonium nitrate;

NAPB - the regulation on fire safety;

NPAOP - the regulatory legal act on labor protection;

PLAS - the plan of localization and liquidation of emergencies and accidents;

SSBP - "system the standard? in bezpek прац?";

SSBT - occupational safety standards system.

IV. General requirements

4.1. Designing, construction, reconstruction and operation of the companies for storage of ammonium nitrate in bulk and conversion it is carried out to mineral fertilizers with observance of requirements of the Laws of Ukraine "About labor protection", "About ensuring sanitary and epidemic wellbeing of the population", "About obligatory national social insurance from labor accident and occupational disease which entailed disability", "About protection of the surrounding environment", "About objects of the increased danger", requirements of these Rules, the state construction regulations, interstate and state standards, sanitary standards and rules.

4.2. Acceptance in operation of the companies completed by construction (reconstruction) which perform the works connected with storage of ammonium nitrate in bulk and its use for production of calcic saltpeter and other mineral fertilizers needs to be performed according to requirements of the Procedure for acceptance in operation completed by construction of facilities, the Cabinet of Ministers of Ukraine approved by the resolution of 08.10.2008 No. 923 (with changes).

4.3. The condition of fire safety at the companies shall conform to requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 19.10.2004 No. 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for No. 1410/10009 (further - to NAPB A.01.001-2004), and requirements "SSBT. Fire safety. General requirements" (further - GOST 12.1.004-91).
