About approval of Industrial safety rules in gas economy of the companies of ferrous metallurgy

According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Industrial safety rules in gas economy of the companies of ferrous metallurgy (further - Rules) (are applied).

2. Consider not applied in the territory of Ukraine the "Safety rules for gas economy of the companies of ferrous metallurgy" approved by the resolution of Gosgortekhnadzor of the USSR from 18.03.86 N 5 and the order of the Ministry of Iron and Steel of the USSR of 08.05.86 N 611.

3. This order becomes effective from the date of official publication.

4. To the head of department of the organization of the state supervision in metallurgy, power, construction and Ivanchenko V. I. boiler inspection. provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter changes in the State register of regulatory legal acts concerning labor protection and to post this order on the website of Gosgorpromnadzor.

6. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

7. To impose control over the implementation of this order on the vice-chairman of Committee Dunas S. V.

Industrial safety rules in gas economy of the companies of ferrous metallurgy

I. Scope of application

1.1. Industrial safety rules in gas economy of the companies of ferrous metallurgy (further - Rules) determine requirements to construction and operation of objects of gas economy of the companies of ferrous metallurgy and are intended for creation of safe working conditions in gas economy of the companies in setup time and operation of gas installations, gas pipelines and the gas equipment.

1.2. Action of these Rules extends to the companies, organizations and the organizations of ferrous metallurgy (further - the companies) irrespective of patterns of ownership and types of their activities.

1.3. Requirements of these Rules extend to construction and installation new, expansion, reconstruction, capital repairs and operation of the operating objects of gas economy of agglomerative, domain, steel-smelting, rolling, pipe, fire-resistant, hardware and mining productions, repair and other shops, and also objects of energy economy which are connected with preparation, transportation and consumption domain, coke, enriched coke, converter, ferroalloy, natural, associated oil gases, and also their mixes with excessive pressure to 1,2 of MPa and liquefied propane-butane with pressure to 1,6 of the MPa and other gases used as fuel at the companies of ferrous metallurgy, and other consumers of the accompanying gases of metallurgical production.

1.4. Treat objects of gas economy: intershop, shop gas pipelines of the specified gases, the gas equipment of the furnaces, coppers and other aggregates using gas; installations for purification of domain and ferroalloy gases; gas-waste the devices gas-raising, the gas-compressor and gas turbine expanding stations; the gas-sucking-away stations of ferroalloy gas; gas-mixing installations; gas control Items and installations, and also the interfactory gas pipelines to separate objects of the company located in the isolated territories.

1.5. Requirements of these Rules do not extend on:

gas pipelines and gas installations (devices, machines, constructions, devices and pipelines, to them relating) in which there are combustible gases or their mixes with pressure of combustible gases are higher than 1,2 of MPa and liquefied propane-butane MPa 1,6 is higher;

underground gas pipelines of the natural and accompanying oil gases;

objects of gas economy of coke-chemical production;

gas-filling Items and stations;

balloon reservoirs and evaporating installations liquefied propane-butane;

the installed gas household objects located in the territory of the company.

MNLZ - the machine of continuous casting of procurement;

NAPB - the regulatory legal act concerning fire safety;

NPAOP - the regulatory legal act on labor protection;

PLAS - the plan of localization and liquidation of emergencies and accidents;

TIME - the project of the organization of works;

Construction Norms and Regulations - "construction regulations and rules";

SSBT - "occupational safety standards system";

TU - specifications.

III. Terms and determinations of concepts

In these Rules terms and determinations are used in the following value:

accident - breakdown of service of object where exceeding of the normalized limits of impact on workers of object, its fixed assets and the environment takes place;

the aggregate - number of the machines which are structurally combined among themselves: generators, engines, pumps, etc.;

armature pipeline - adjusting valves, latches, cranes, etc.;

bypass - bypass the gas pipeline with two switching-off devices and candles between them for bypass of the switching-off elements, adjusting valves and other devices of gas installations for possibility of their repair on functioning gas pipeline;

gas economy - management system and contents of the gas installations, gas pipelines and supportive applications relating to them in which the gases used as fuel which ensures their working capacity and safety according to requirements of these Rules circulate;

the gas equipment - the equipment which is in use filled with combustible gas;

gas dangerous works on objects of gas economy - works which are performed by the repair and servicing workers in the conditions of possible influence of combustible gases, and also products of their burning;

the gas pipeline - the steel pipeline intended for transportation of gaseous substances, their vapors and condensate;

the instruction for conditions of normal operation - the technological instruction according to which gas dangerous works on objects of gas economy which are operated in the operational conditions determined by the project are carried out;

the intershop gas pipeline - the gas pipeline which passes outside the workshop and which border is established when designing;

objects of gas economy - the equipment and the equipment where there is gas which is used as fuel, gas pipelines of combustible gases, and also buildings, constructions, rooms with the gas equipment which is in them intended for servicing of objects of gas economy;

conditions of normal operation - operation of the equipment in the operational conditions determined by the project;

the shop gas pipeline - the gas pipeline which is laid according to the project documentation within the workshop and is technologically connected with the equipment and the equipment.

IV. General requirements

4.1. The construction (installation) and reconstruction of objects of gas economy of the companies of ferrous metallurgy shall be made according to the existing regulatory legal acts on labor protection, sanitary and construction standards and rules, regulations of process design and requirements of these Rules.

4.2. Expertize of the project documentation of objects of gas economy of the companies of ferrous metallurgy is carried out according to requirements of the Regulations on procedure for the conducting state examination (check) for the project documentation of construction and reconstruction of production facilities and production of means of production of compliance to their regulations about labor protection approved by the resolution of the Cabinet of Ministers of Ukraine of 23.06.94 N 431.

Operation of buildings, constructions and engineering networks of objects of gas economy shall be performed according to requirements of Rules of inspections, assessment of technical condition and certification of the factory buildings and constructions approved by the order of the State committee of construction, architecture and housing policies of Ukraine and the State committee of Ukraine on supervision of labor protection of 27.11.97 of N 32/288, Ukraine registered in the Ministry of Justice 06.07.98 for N 423/2863 (NPAOP 45.2-1.01-98), both the Regulations on safe and reliable operation of factory buildings and constructions approved by the order of the State committee of construction, architecture and housing policies of Ukraine and the State committee of Ukraine on supervision of labor protection of 7.11.97 N 32/288, registered in the Ministry of Justice of Ukraine 6.07.98 for N 424/2864 (NPAOP 45.2-4.01-98).

4.3. It is not allowed to make changes in design of the operating gas installations, and also to technological schemes, in particular their project parameters (pressure and temperatures) or processes which can lead to emergence of the explosive environment, without approval of the project organization or of the manufacturing company.

4.4. Acceptance in operation of the companies completed by construction of facilities of gas economy is performed according to requirements of the Procedure for acceptance in operation completed by construction of facilities, the Cabinet of Ministers of Ukraine approved by the resolution of 8.10.2008 N 923 (in edition of the resolution of the Cabinet of Ministers of Ukraine of 20.05.2009 N 534).

Approval and approval of the project documentation perform according to requirements of the State construction regulations of Ukraine "Designing. Structure, procedure for development, approval and approval of the project documentation for construction of DBN A.2.2-3-2004", approved by the order of the State committee of Ukraine on construction and architecture from 20.01.2004 N 8.

4.5. Factory buildings, constructions, machines, mechanisms, the equipment, vehicles which become effective after construction (production) or reconstruction, capital repairs, etc. and engineering procedures shall conform to requirements of regulatory legal acts for labor protection.

Examination of projects, registration, surveys, testing, etc. of production facilities are performed by the Technique of conducting state examination (check) of the project documentation on construction (reconstruction, technical retrofitting) of production facilities and production of means of production on compliance to their regulations about the labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 30.09.94 of N 95, of Ukraine registered in the Ministry of Justice 20.02.95 for N 44/580 (NPAOP 0.00-7.03-94).

4.6. The construction, installation, reconstruction and repair of objects of gas economy by the contract companies are allowed in the presence of the permission got by the company in accordance with the established procedure according to requirements of the Procedure for issue of permissions by the State committee on supervision of labor protection and its territorial authorities approved by the resolution of the Cabinet of Ministers of Ukraine of 15.10.2003 N 1631.

4.7. At the company according to requirements of the Standard regulations on security service of the work approved by the order of the State committee of Ukraine on supervision of labor protection of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (NPAOP 0.00-4.21-04), the security service of work shall be created.

4.8. The order, responsible for safe operation and technical condition of intershop gas pipelines and manufacturing objects of gas economy, on the company appoints the chief of the gas workshop, and in the absence of the gas workshop - the chief of division of the power workshop or service of the chief power engineer.

In workshops which make or use combustible gases, the order on the workshop appoints the worker from among engineering employees who is responsible for safe operation of gas economy.

4.9. Control of safe operation of manufacturing gas economy and shop gas farms the order on the company is assigned to the chief power engineer or his deputy.

4.10. Instructions of the company for labor protection are developed according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/26666 (further - NPAOP 0.00-4.15-98), and the Procedure for development and approval of regulations by the owner about labor protection which act on the company, the State committee of Ukraine on supervision of labor protection approved by the order of 21.12.93 of N 132, registered in the Ministry of Justice of Ukraine 07.02.94 for N 20/229 (further - NPAOP 0.00-6.03-93).

4.11. At the company plans of localization and liquidation of emergencies and accidents according to requirements of the Provision concerning plan development of localization and liquidation of emergencies and accidents approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 17.06.99 of N 112, registered in the Ministry of Justice of Ukraine 30.06.99 for N 424/3717 are developed (NPAOP 0.00-4.33-99).

4.12. Training and examination concerning labor protection of employees of the companies are performed according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (further - NPAOP 0.00-4.12-05).

4.13. Performing medical examinations of workers which are allowed to accomplishment of gas dangerous works is performed according to requirements of the Procedure for the performing medical examinations of workers of certain categories approved by the order the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 20.07.2007 for N 846/14113.

4.14. The welders trained and certified according to the Rules of certification of welders approved by the order of the State committee of Ukraine on supervision of labor protection of 19.04.96 of N 61, registered in the Ministry of Justice of Ukraine 31.05.96 for N 262/1287 are allowed to welding works on objects of gas economy (further - NPAOP 0.00-1.16-96).

4.15. Workers shall be provided with individual protection equipment according to requirements of the Regulations on procedure for the providing workers with special clothes, special footwear and other individual protection equipment approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.03.2008 of N 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for N 446/15137 (NPAOP 0.00-4.01-08).

4.16. The owner of the company shall provide workers with overalls, special footwear and other individual protection equipment who answer conditions of their work, according to the Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of metallurgical industry approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 27.08.2008 of N 187, registered in the Ministry of Justice of Ukraine 01.10.2008 for N 918/15609 (further - NPAOP 27.0-3.01-08).

Remedies of workers from dangerous and adverse effect of static electricity shall conform to requirements of GOST 12.4.124-83 "SSBT. Remedies from static electricity. General technical requirements".

4.17. Requirements of fire safety on objects of gas economy are determined by the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01-001-04), and the Fire safety regulations for the companies of ferrous metallurgy approved by Minchermet of the USSR 17.04.1986 (further - NAPB B.01.030-86/120).

V. General requirements of rather combustible gases, placements and devices of gas pipelines and gas installations

5.1. Combustible gases (domain, coke, enriched coke, converter and ferroalloy) which are used in furnaces, coppers and other gas-consuming aggregates, shall conform to requirements of TU.

5.2. The liquefied propane-butane shall conform to requirements of DSTU 4047-2001 "Gases hydrocarbon liquefied fuel for household consumption. Specifications". The smell of gas shall be caught in case of its content in air of no more than 20% lower concentration flash limits.

5.3. Gas pipelines and gas installations depending on the settlement pressure of gas in them are distributed on gas pipelines and installations:

low pressure - with gas pressure to MPa 0,1. Gas pressure which is specified hereinafter in the text is excessive;

average pressure - with pressure of gas of more 0,1 of MPa to MPa 0,3;

high pressure - with pressure of gas of more 0,3 of MPa to MPa 1,2, and for propane-butane - to MPa 1,6.

5.4. It is necessary to understand the maximum working pressure which can be in gas pipelines and gas installations as the settlement pressure of gas.

Settlement pressure of gas shall be:

for gas pipelines and devices of gas purification of blast-furnace gas from koloshnik of the blast furnace to throttle group or to the gas utilization compressorless turbine (if the furnace is expected work with the elevated pressure of gas under koloshnik) and from koloshnik to latch after gas purification installation (if the furnace constantly works with low pressure of gas under koloshnik) - equal to the settlement pressure of gas under koloshnik of the furnace;

for gas pipelines of ferroalloy gas from the code of the furnace to gas blowers of the gas-sucking-away station - equal to settlement fluidifying of gas which is created by gas blowers;

for gas pipelines of coke gas from coke furnaces to the supercharger - equal to settlement fluidifying of gas which is created by superchargers;

for gas pipelines and devices of net blast-furnace gas after throttle group of gas purification, for gas pipelines of net coke gas, the enriched coke gas, net converter and ferroalloy gases - equal to the maximum pressure which the special automatic devices intended for dumping of possible excesses of these gases are expected;

for the section of the pipeline after GUBT to latch in the intershop gas pipeline of blast-furnace gas - equal to GUBT specified in THAT delivery;

for gas pipelines natural, accompanying oil and steam phase liquefied gases - equal to the settlement pressure of gas in the gas pipeline at the exit from GOS, GRP and GRU;

for underwater gas pipelines in case of connection of gas pipelines of different gases (for example through gas-mixing stations) - equal to settlement pressure in these gas pipelines, and for the gas pipeline of the mixed gas - the bigger size of pressure of gas in the gas pipeline;

for gas pipelines behind gazopovysitelny aggregates - equal to settlement pressure to aggregates plus pressure which is created by gazopovysitelny aggregates in case of the termination of expenses of gas by all consumers connected to the gas pipeline after aggregates;

for gas pipelines of the mixed gas behind gazopovysitelny aggregates - equal to bigger settlement pressure to aggregates plus pressure which is created by aggregates on gas with bigger density during the termination of expenses of the mixed gas by all consumers.

5.5. The robot of gas pipelines and gas installations it shall be made with excessive pressure of gas in them, except for gas pipelines and installations from:

coke and pekokoksovy furnaces to superchargers in coke-chemical production;

the closed ferroalloy furnaces to gas blowers in ferroalloy production.

5.6. Gas pipelines and gas installations shall be placed on the open areas and have their free ventilation.

Gas pipelines and installations can be placed in the enclosed space only when it is caused by engineering procedure or their servicing.

5.7. Gas pipelines in the territory of the company shall be constructed only elevated according to requirements of the existing regulatory legal acts. In workshops, on sites of supply of gas to separate furnaces, installations and aggregates it is allowed to lay gas pipelines in channels with observance of requirements of Item 5.18 of Chapter 5 of the Section VI of these Rules.

5.8. Connection of details of the gas pipeline and gas devices among themselves shall be made by welding. Flange connections are permitted only in installation sites of caps, connections of gas pipelines to the flange equipment, armature or devices and on certain sites of gas pipelines in cases, when necessary under the terms of installation or operation.

Mounting joints of pipes for gas pipelines with a diameter of 1000 mm and shall cook by means of bandages more.

Use of cut connections is allowed for connection of instrumentations, and also the armature and the equipment manufactured only with cut connection.

5.9. Gas devices in places where it is necessary to provide access inside, and in their lower part for airing shall be equipped with hatches.

Gas pipelines of low and average pressure with a diameter of 300 mm and more (including gas pipelines of natural gas with a diameter of 600 mm and more, except for gas pipelines of the liquefied gas) shall be equipped with hatches directly behind latches in the direction of gas flow, and on the girdled gas pipelines hatches need to be equipped on both sides of latch.

The closed section of the pipeline with a diameter of 1200 mm and more and more than 25 m long shall have at least than two hatches (at the beginning and at the end of the site).

Diameter of the hatch in gleam shall equal to diameter of the gas pipeline with diameter up to 600 mm and 600 mm - with diameter of gas pipeline of 600 mm and more.

On the isolated gas pipelines the branch pipe of the hatch shall be deepened on isolation thickness.

5.10. It is not allowed to establish explosive valves on gas devices and gas pipelines.

5.11. The outside surfaces of cases of gas devices and gas pipelines, including gas pipelines which are subject to heat insulation after the end of installation and testing shall be twice painted by oil paint, varnishes or other covering which would maintain temperature fluctuations and action of atmospheric precipitation.

Coloring of gas pipelines shall be carried out according to GOST 14202-69 "Pipelines of industrial enterprises. Identification coloring, the warning signs and marking guards".

Separate elements (bearing areas, thrust bearings, saddles, collars, etc.) which coloring after installation cannot be executed shall be painted before installation.

5.12. Gas pipelines and gas installations, including the support and supporting frameworks, platforms and ladders located in places with possible pollution corrosion and active gases or in vapors shall be protected by special corrosion-resistant coating or are manufactured of corrosion and persistent materials.

5.13. Buildings and gas installations shall be equipped with lightning protection according to DSTU B B.2.5-38:2008 "The engineering equipment of buildings and constructions. The structure of lightning protection of buildings and constructions (IEC 62305:2006, NEQ)" (further - DSTU B B.2.5-38:2008).

5.14. All gas machines and devices shall be grounded irrespective of places of their arrangement. Gas pipelines shall be grounded in case of input to buildings of workshops and in case of exit from them to contours of grounding of shop electroinstallations.

Outside gas pipelines shall be grounded through each 250 m. Grounding conductor resistance to spreading of current shall be no more than 10 Ohms.

In locations of flange connections permanent conducting crossing points shall be arranged.

On the underground gas pipeline supplying gas to the company at the exit from the earth the isolating flanges and the case which is filled in with bitumen shall be established.

5.15. Blow-off candles shall be established at the end of the gas pipeline, near cap and just before latches in the direction of gas flow, except for latches on gas supplies. If branch length to latch of less than 3 m, and also in the upper points of gas pipelines and gas installations, in case of ring system of gas pipelines, candles be established on both sides of latch.

Blow-off candles can not be established in the upper points on the route of gas pipelines if their purge on trailer candle is provided by inert gas, compressed air or vapor.

5.16. Branches to posts of gas-flame processing of metals and other small consumers with geometrical amount of the gas pipeline to 0, CBM in operating time on nontoxic gases, except propane-butane, are allowed to be blown in workshop space after purge of shop collector on trailer candle:

posts of gas-flame processing - through folding the post union;

small consumers - through candle at least than 3 m high from the mouth of candle to half of the workshop or the platform.

5.17. Cross section of blow-off candle shall provide fivefold exchange of amount during no more than 30 minutes, except for collectors with diameter more than 1,5 of m and more than 500 m long for which duration of purge shall be increased till one o'clock.

Diameter of blow-off candles which are reconstructed shall be at least than 20 mm.

Blow-off candles shall be removed higher than the level of crest of roof in the place of exit of candle or platforms of the serviced gas pipeline for nontoxic gases m 2,5 at least, and for toxic gas-extra less than on 4 m are higher. At the same time, if the distance from crest of roof or lamps to candle is less than 20 m, then the gas pipeline candle for toxic gases with relative density in relation to 0,8 air more in relation to air shall be removed 4 m above crest of roof or lamp.

For gas pipelines of nontoxic gases and gases with relative density in relation to air less than 0,8 of candle 10 m from lamp shall be placed not closer.

The exhaust outlet of blow-off candles on gas pipelines for toxic gases shall be at height at least than 7 m of earth level.

5.18. It is not allowed to combine blow-off candles of different gases, and also certain sites of the gas pipelines separated by any lock. On gas pipelines of the aggregates with a thermal power of 6 to 12,6 10 kJ/h working only on natural or the accompanying gases, and under conditions which exclude possibility of giving to them other gases consolidation of candles from sites of gas pipelines with identical pressure is allowed.

The design of the upper part of candles shall exclude possibility of hit in it atmospheric precipitation and provide the direction of streams of gas aside from the next workplaces and lamps of buildings.

In places of pass of candles through roof cases and protective visors shall be arranged. On candle behind latch (in the direction of gas flow) the union with the crane or cap which is intended for sampling of air or gas, respectively, in case of ventilation or purge of the gas pipeline, and also during check of density of overlapping of candle shall be established.

5.19. Mouths of blow-off candles shall be located not closer than 30 m from air intakes of systems of ventilation of buildings and constructions across. If the distance is less than 30 m - mouths of candles shall be above the air intake on 8 m at least, the gases except for liquefied for which air intake arrangement under blow-off candles are not allowed.

5.20. On gas pipelines and gas devices the switching-off armature of the 1st class of hermeticity for the gas circle according to requirements of regulating documents shall be used.

The armature pipeline locking is allowed to use armature of general purpose on condition of observance of requirements of GOST 9544-93 ". Regulations of hermeticity of locks".

It is forbidden establish bronze cranes or latches with bronze rings on gas pipelines in case of content of sulfuric hydrogen in gas of more than 20 mg / куб.нм.

5.21. On gas pipelines and devices latches with sliding spindle or latches density, rotary with the first class, and the index of provision of latch shall be established.

Traffic jams of cranes shall have hyphen which determines crane stopper provision, and handles of cranes - turn limiters. The cranes which are self-greased shall have arrow which shows, the crane is open or closed.

5.22. During the choice of material for shutoff valves it is necessary to consider conditions of its operation with pressure of gas and temperature according to the data given in appendix 1.

5.23. Latches with the electric drive shall be established if their diameter of 600 mm and more. The electric drive also shall be established on latches of smaller diameter of inputs of gas pipelines on the companies in case of their arrangement at the height more than 10 m or in places, inconvenient for servicing. All latches shall have manual control, besides local authority from the earth or the platform (irrespective of availability of remote control).

5.24. Hydraulic locks on gas pipelines and devices cannot be used as the switching-off devices.

The specified requirement does not extend to permanent hydrolocks of scrubbers, electric precipitators, kondensatootvodnik and similar devices, and also to removals of gas from ferroalloy furnaces.

5.30. To installation sites of the switching-off and regulating armature which is on the open areas or in not heated rooms, on gas pipelines of wet gas vapor supply shall be provided. Input of vapor in gas pipelines shall be carried out according to requirements of Item 5.39 of the Section V of these Rules.
