confirming the commitment to free and equal information access and its free distribution,

respecting the sovereign rights of the states and adhering to the principle of non-interference to internal affairs of each other,

being guided by the Statement "About ten simple steps towards to simple people", the made Decision of Interstate Council of April 28, 1998, the Agreement on the Customs union and the Common economic space of February 26, 1999 and the Constitutive treaty of Eurasian economic community of October 10, 2000 (further - EurAsEC),

in view of the Agreement on cooperation in the field of information of the State Parties of the Commonwealth of Independent States of October 9, 1992, the Agreement on cooperation in the field of periodicals of the State Parties of the Commonwealth of Independent States of June 4, 1999 and provision of the Concept of forming of information space of the Commonwealth of Independent States of October 18, 1996,

proceeding from provisions of the Universal Declaration of Human Rights of December 10, 1948, the Final act of the Organization for Security and Co-operation in Europe of August 1, 1975,

agreed as follows:

Article 1

The parties promote creating favorable conditions for wide and free mutual dissemination of mass information for the purpose of further increasing knowledge of life of the people of the states.
