About approval of the Instruction for filling of columns of the book (cornet) of A.T.A. customs authorities and introduction of amendments to some orders of State Customs Service

According to the Convention on temporary import made in Istanbul by 26.06.90, Article 187 of the Customs code of Ukraine and the resolution of the Cabinet of Ministers of Ukraine of 29.11.2006 N 1654 "About approval of the Procedure for issue of books (cornets) by A.T.A." I ORDER:

1. Approve the Instruction for filling of columns of the book (cornet) of A.T.A. customs authorities which is applied.

2. Bring in the Procedure for customs clearance of goods which move through customs border with use of books (cornets) of A.T.A., approved by the order of the State Customs Service of Ukraine of 17.12.2007 No. 1058, registered in the Ministry of Justice of Ukraine 27.12.2007 for N 1415/14682, of change, having been reworded as follows it which is applied.

3. Bring in Item 3 of the Section II of the Procedure for application of customs regime of temporary import (export) approved by the order of the State Customs Service of Ukraine of 28.03.2000 No. 173 (in edition of the order of State Customs Service of 06.08.2009 No. 728) registered in the Ministry of Justice of Ukraine 27.04.2000 for No. 250/4471, such changes:

after paragraph one to add Item with the new paragraph of the following content:

"In case of customs clearance of the equipment which is temporarily imported on customs area of Ukraine for the purpose of performance of works on servicing of pipelines if accomplishment of these works requires numerous movement of such equipment through customs border of Ukraine, according to the statement of the customs applicant the customs authority can make the decision on the room of these goods in customs regime of temporary import and provide permission to numerous movement through customs border of Ukraine of these goods during action of this customs regime.".

With respect thereto to consider paragraph two the paragraph third.

In paragraph three of the word "temporary export" shall be replaced with words "temporary export (import)".

4. To provide to department of the organization of customs control and registration (Syomk S. M.) and Legal support division (Black G.M.) provision of this order on state registration in the Ministry of Justice of Ukraine.

5. To department of customs information technologies and statistics (Pashko P. V.) to finish the corresponding software before entry into force of this order.

6. To chiefs of regional customs and customs to bring this order to permission of legal entities and physical persons.

7. Determine that this order becomes effective in 90 days from the date of its official publication.

8. To impose control over the implementation of this order on the First Deputy Chairman of Service of Dorokhovsky O. M.

Instruction for filling of columns of the book (cornet) of A.T.A. customs authorities

I. General provisions

1. The authorized officer of customs authority fills in the column N and column 7 of the general list of cover, detachable documents to it, columns of the corresponding continuous roots of the book (cornet) A.T.A.

2. Detachable documents of the book (cornet) of A.T.A. are filled with the authorized officer of customs authority according to this Instruction in Ukrainian.

3. If book (cornet) of A.T.A. it is filled with the association which issued them in Ukrainian or Russian, continuous roots of documents of this book are filled with the authorized officer of customs authority in Ukrainian or Russian respectively. In other cases continuous roots of documents of the book (cornet) of A.T.A. are filled with the authorized officer of customs authority according to this Instruction in English.

4. In column 7 of the general list which contains on the second page of cover of the book (cornet) of A.T.A. and detachable documents to it, numbers, signs and the number of the customs providing applied according to Article 64 of the Customs code of Ukraine to identification of goods which move through customs border of Ukraine are introduced.

5. Registration number is created according to such scheme:

where: 1 - nine-digit code of customs authority in which the customs clearance, according to the Qualifier of customs authorities and their structural divisions, specialized customs offices and organizations which affirms the State Customs Service of Ukraine is carried out;

3 - sequence number of the detachable document of the book of A.T.A. (in ascending order within the current year of the detachable documents of books of A.T.A processed by customs authority.

II. Filling of columns of the book (cornet) of A.T.A. in case of temporary export and the return commodity importation (cover and set of yellow detachable documents, their continuous roots)
