1. Approve the enclosed Rules of accreditation of certification bodies and test laboratories (centers) performing works on confirmation of conformity, certification of experts in accreditation and also attraction and selection of experts in accreditation and technical experts for performance of works in the field of accreditation.

2. Determine that the documents on accreditation issued before entry into force of this resolution are valid before the termination of term of their action.

3. To the Ministry of Economic Development of the Russian Federation in 4-month time to approve:

the accreditation criterions of certification bodies and test laboratories (centers) and the requirement to them (in coordination with the interested federal executive bodies) conforming to international standards;

form of the certificate of accreditation of certification bodies and test laboratories (centers) and appendix to it;

form of the certificate on certification of the expert in accreditation;

forms of statements for accreditation of certification bodies and test laboratories (centers), of renewal of the certificate of accreditation of certification bodies and test laboratories (centers), of issue of the duplicate of the certificate of accreditation of certification bodies and test laboratories (centers), of issue of the copy of the certificate of accreditation of certification bodies and test laboratories (centers), of cancellation of the certificate of accreditation of certification bodies and test laboratories (centers);

forms of statements for certification of the expert in accreditation, of renewal of the certificate on certification of the expert in accreditation, of issue of the duplicate of the certificate on certification of the expert in accreditation, of issue of the copy of the certificate on certification of the expert in accreditation, of cancellation of the certificate on certification of the expert in accreditation.

4. To Federal Accreditation Service in 4-month time:

create certifying commission;

approve regulations on certifying commission;

approve procedure for holding qualification examination of the physical persons applying for receipt of the status of the expert in accreditation;

approve technique of accounting of the factors influencing selection of experts in accreditation.

5. Recognize invalid:

the order of the Government of the Russian Federation of February 24, 2009 N 163 "About accreditation of certification bodies and test laboratories (centers) performing works on confirmation of conformity" (The Russian Federation Code, 2009, N 10, the Art. 1221);

the order of the Government of the Russian Federation of June 17, 2010 N 455 "About modification of the Regulations on accreditation of certification bodies and test laboratories (centers) performing works on confirmation of conformity" (The Russian Federation Code, 2010, N 26, the Art. 3355);

Item of 14 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of October 17, 2011 N 845 "About Federal Accreditation Service" (The Russian Federation Code, 2011, N 43, the Art. 6079).

6. This resolution becomes effective after 4 months from the date of its signing, except for Items 3 and 4, becoming effective from the date of signing of this resolution.

I. General provisions

1. The present of the Rule establish procedure for accreditation of certification bodies and test laboratories (centers) performing works on confirmation of conformity including procedure and conditions of issue, renewal, confirmation of certificates of accreditation, suspension and the termination of their action, certification of experts in accreditation, and also procedure for attraction and selection of experts in accreditation and technical experts for performance of works in the field of accreditation.

2. Features of accreditation of certification bodies and test laboratories (centers) performing assessment works of compliance of products (works, services) specified in article 5 of the Federal law "About Technical Regulation" are established by the separate act of the Government of the Russian Federation.

3. Accreditation according to these rules is performed by Federal Accreditation Service.
