About approval of Service regulations of wheel vehicles
According to article 22 of the Law of Ukraine "About road transport" and for the purpose of establishment of the main requirements to content of wheel vehicles I ORDER:
1. Approve Service regulations of wheel vehicles which are attached.
2. (Petukhov D. V.) to provide to department of road transport:
1) provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;
2) timely bringing this order to permission of the interested companies, organizations, the organizations, physical persons and legal entities which activities are connected with operation of wheel vehicles of categories M, N, O;
3) promulgation of this order on the website of the Ministry of infrastructure of Ukraine.
3. This order becomes effective in ten days from the date of its official publication.
4. Recognize invalid the "Rules of technical operation of railway vehicles of road transport" approved by the deputy minister of road transport of the Ukrainian SSR on February 24, 1972.
5. To impose control over the implementation of this order on the First Deputy Minister K. O. Efimenko.

1. These rules determine the mechanism of the organization of safe content of the wheel vehicles (WV) of categories M, N, O for operational lifecycle automobile carrier (their owner, the lessee), automobile self-employed carrier, and also the companies, organizations, the organizations of all patterns of ownership (further - carriers). These rules can be used by the companies of automobile service (further - repairmen).
These rules do not concern questions of labor protection, fire safety, the organization and ensuring use of wheel vehicles for the purpose of provision of transport services, questions of observance of traffic regulations.
2. These rules extend to subjects of managing who will organize or carry out works in the field of technical operation of wheel vehicles (acquisition sale, content, transfer on utilization of wheel vehicles or their parts).
3. These rules do not concern questions technical operation:
trolleybuses;
KTS which operate for the intended purpose as the Ministries of Internal Affairs of Ukraine, the Ministry of Defence of Ukraine, the Security Service of Ukraine, Service of foreign intelligence of Ukraine, Management of the state protection of Ukraine, Public service of Ukraine which are specially designed for divisions on emergency situations, the State Border Service of Ukraine, the Public special service of transport, rescue service according to the Code of civil protection of Ukraine;
the distillation, sports KTS and also made more than 30 years ago also have collection value.
4. These rules are applied together with Rules of the operator of rechargeable lead starter batteries of the wheel vehicles and special machines executed on wheel chassis, approved by the order of the Ministry of Transport and Communications of Ukraine of July 02, 2008 No. 795, registered in the Ministry of Justice of Ukraine on July 25, 2008 behind No. 689/15380, and also service regulations of other parts and the KTS systems which are determined according to the Law of Ukraine "About road transport".
5. The reducings applied in these Rules:
Road accident - the road accident;
IOP - information support from KTS producer;
KTS - the wheel vehicle;
VIN - identification number;
OBD - (onboard) system of diagnosing which is built in KTS.
6. In these rules terms are used in such values:
1) "road and climatic zones", "satisfactory technical condition of paving", "rolling stock's capacity utilization rate (kV)", "passenger capacity utilization rate (kpas)", "utilization rate of run of the wheel vehicle (kpr)", "special service conditions"; "extent of chemical pollution" - in the values determined by the Operational regulations of average resource of pneumatic tires of wheel vehicles and special machines, executed on wheel chassis approved by the order of the Ministry of Transport and Communications of Ukraine of May 20, 2006 No. 488, registered in the Ministry of Justice of Ukraine on June 15, 2006 for No. 712/12586;
2) basic design of KTS - design of serial execution of KTS in particular intended for accomplishment of special working functions without in addition established not funktsionny for movement on roads of its systems and parts which meets the requirements established by the producer;
3) safety of design - condition of design which meets the requirements of legislatively regulated sphere of rather active, passive, general, ecological safety according to the regulations operating for date of the first registration of KTS;
4) safety of design active - design of KTS according to UNECE Regulations and recommendations of Committee of inland transport of the UNECE determined in Section 4 of the Summary resolution concerning design of vehicles (CP .3), - (ECE/TRANS/WP.29/78/Rev.2 of June 30, 2011 - the document of the Economic Commission for Europe of the UN) (further - the Summary resolution) concerning systems of braking, sound alarm devices, lighting and the light alarm system, light-reflective devices and identification marks, pneumatic tires, governing bodies, the field of review from driver's seat ahead of KTS and review in other directions, devices of speed limit, management systems;
5) safety of design ecological - design of KTS according to UNECE Regulations, Instructions of UNECE and recommendations of Committee of inland transport of the UNECE determined in Section 6 of the Summary resolution concerning emission limitation of pollutants, costs of fuel, engine capacity, acoustic noise;
6) safety of design general - design of KTS according to UNECE Regulations and recommendations of Committee of inland transport of the UNECE determined in Section 7 of the Summary resolution of rather protective helmets, precautionary triangular signs, KTS power supply systems by the compressed natural gas and the liquefied oil gas, coupling devices, KTS of special purpose and for transportation of dangerous goods, systems of the alarm system and systems of prevention of stealing, city and intercity buses, electromagnetic compatibility, systems of heating, application of steklomaterial, distribution of weight and load of axes of KTS, mudguards and also the first-aid kit of the first domeditsinsky aid;
7) safety of design passive - design of KTS according to UNECE Regulations and recommendations of Committee of inland transport of the UNECE determined in Section 5 of the Summary resolution of rather head-on and side crash, blow behind, lobbies and back protivopodkatny devices, side protection, outside ledges, the internal equipment, durability of seats, the holding systems for adults and children, protection of the driver against blow in wheel, locks and means of fixing of doors of KTS, cabin of cargo KTS, vozsplamenyaemost of materials, protection of passengers against the shift of baggage, safety of pedestrians;
8) safety of technical condition of KTS - safety of design and compliance of its operational characteristics to information support from the producer;
9) operational lifecycle of KTS (its component) - set of processes of application to destination, to maintenance of working capacity, energy efficiency, safety of technical condition of the vehicle (its component) for people and the environment, and also systematic transfer on utilization of the fast-worn-out components of the used resource during the period from introduction of the vehicle to the sphere of technical operation before its transfer on utilization;
10) operational liquids - engine and trasmission oils, working liquids (bodies) of brake systems, in particular protivoobmerzashchy devices of pneumatic and pneumatichydraulic brake systems, the drive of management system and coupling, hydraulic systems of the drive of the special equipment, working body of the cooling system of the engine, system of heating of passenger salon, air conditioning system, electrolyte of rechargeable batteries, liquids of washers of glasses and for processing of locks of doors of KTS against ice accretion, working bodies of air conditioning systems and the special equipment;
11) winter season - the period of time which begins date of achievement of environment under which for seven days temperature of the surrounding environment below plus 5 °C, but no later than November 31 keeps and comes to an end with date of achievement of environment under which for seven days temperature of the surrounding environment above plus 5 °C, but no later than March 31 keeps;
12) component - the equipment which type can be approved separately without the relation to certain type of the wheel vehicle;
13) summer season - period of time for calendar year in period between dates of the end and beginning of winter season;
14) marking - the signs applied on the wheel vehicle, its part, and also on documentation on questions of the provided services in maintenance and repair to KTS, its systems and parts which characterize them;
15) new KTS - KTS on which documents of rather state registration of authorized bodies, including foreign were not issued;
16) normal service conditions of KTS
a) road climatic conditions of the central and northern areas of Ukraine;
b) roads of the cities and the long-distance message І, ІІ and ІІІ categories of design on DBN B.2.3-4-2007 and DBN B.2.3-5-2001 and technical condition on DSTU 3587-97;
c) paving type - asphalt concrete;
d) the ratio of sizes of run of KTS in the city and run outside the city constitutes 2:3;
ґ) application, maintenance and repair of KTS perform according to requirements of their producer and regulating documents;
e) intensity of operation on monthly run is at least: cargo KTS (onboard, cars tractors, trail cars and semitrailer trucks) in the internal message - 3000 km/month, cargo KTS (onboard, cars tractors, trail cars and semitrailer trucks) in the international message - 6300 km/month, buses and taxi - 4000 km/month, passenger-and-freight KTS - 2700 km/month, cars - 2500 km/month;
e) monthly utilization rate of passenger capacity: buses kpas = (0,8 …1), cars kpas = (0,4 …0, 6);
