1. Approve the enclosed Order of registration and accounting of names of geographical objects, the edition of dictionaries and reference books of names of geographical objects, and also performance of works on creation of the State catalog of place names and its maintaining.

2. This order becomes effective from the moment of recognition No. 487 which voided orders of the Government of the Russian Federation of July 3, 2000 "About approval of the Regulations on registration and accounting of names of geographical objects, the edition of dictionaries and reference books of names of geographical objects, creation and maintaining the State catalog of place names" (The Russian Federation Code, 2000, No. 28, the Art. 2977).

Order of registration and accounting of names of geographical objects, the edition of dictionaries and reference books of names of geographical objects, and also performance of works on creation of the state catalog of place names and its maintaining

I. General provisions

1. This Procedure determines rules of registration and accounting of names of the geographical objects located in the territory of the Russian Federation, the continental shelves and exclusive economic zone of the Russian Federation and geographical objects opened or allocated with the Russian researchers within the high sea and Antarctic the edition of dictionaries and reference books of names of geographical objects, and also performance of works on creation of the State catalog of place names (further - the Catalogue) and its maintaining.

2. Registration and accounting of names of geographical objects, and also works on creation of the Catalogue and its maintaining the authorized federal executive body <1> or based on the decision of this body performs federal state institution subordinated to it (further - the Operator of the Catalogue).

II. Order of registration and accounting of names of geographical objects

3. Registration and accounting of names of geographical objects are performed by means of entering of record about them into the Catalogue according to this Procedure.

4. For registration and accounting of names of geographical objects the single registration accounting forms allowing to carry out works on creation and maintaining the Catalogue, including the data specified in Item 17 of this Procedure are used.

5. The name of geographical object is considered registered and considered in accordance with the established procedure from the moment of its inclusion in the Catalogue.

6. Registration and accounting of names of the geographical objects established according to the Federal Law of December 18, 1997 No. 152-FZ "About names of geographical objects" (The Russian Federation Code, 1997, No. 51, Art. 5718; 2008, No. 30, Art. 3616; No. 44, Art. 4997; 2012, No. 29, Art. 3979) (further - the Federal Law "About Names of Geographical Objects"), are made based on the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation or the Government of the Russian Federation on assignment of names to geographical objects or about renaming of geographical objects (further - the Act of assignment of the name to geographical object or about renaming of geographical object).

7. Registration and accounting of names of the geographical objects established before entry into force of the Federal Law "About Names of Geographical Objects" is made by results of their identification according to requirements of the legislation of the Russian Federation about names of geographical objects.

III. Procedure for the edition of dictionaries and reference books of names of geographical objects

8. Federal executive bodies within the competence perform preparation and the edition in Russian of the dictionaries and reference books containing names of geographical objects of the Russian Federation, geographical objects of the continental shelf and exclusive economic zone of the Russian Federation, and also the geographical objects opened or allocated with the Russian researchers within the high sea and Antarctic (further - dictionaries and reference books).

9. According to provisions of paragraph one of part 3 of Article 10 and part 2 of article 12 of the Federal law "About Names of Geographical Objects" public authorities of subjects of the Russian Federation can perform preparation and the edition of dictionaries and reference books in state languages of republics within the Russian Federation or in languages of the people of the Russian Federation taking into account interests of the population of the corresponding territories.

10. Dictionaries and reference books shall contain the normalized names of geographical objects.

11. Contents of the dictionaries and reference books specified in Items 8, 9 presents About to their edition are subject to approval of authorized federal executive body <1>.

12. In case of approval of dictionaries and reference books availability of the names containing in them in the Catalogue is checked. In case of absence in the Catalogue of separate names of geographical objects their identification according to the procedure, provided by part 2 of article 6.1 of the Federal law "About Names of Geographical Objects" is performed.

13. The term of consideration of appeals of the interested public authorities about approval of contents of dictionaries and reference books shall not exceed 30 calendar days from the date of their receipt.

14. The dictionaries and reference books finished according to notes of authorized federal executive body are considered repeatedly in case of their receipt.

IV. Working procedures on creation of the Catalogue and its maintaining

15. The data containing in the Catalogue are the state federal information resource.

16. Creation of the Catalogue is performed by inclusion in it of the established names of the geographical objects and also determined by detection of the existing names of geographical objects and the additional information about them.

17. The Catalogue joins the following data:

a) about the geographical name:

name of geographical object;

registration date of the name of geographical object in the Catalogue and its registration number;

source and date of establishment (or identifications) names of geographical object (details of the Act of assignment of the name to geographical object or about renaming of geographical object or materials of result of detection of the existing names of geographical objects);

b) about geographical object:

type of geographical object according to the qualifier of types of geographical objects and details of source of its establishment;

sign of condition of geographical object;

c) about location of geographical object:

name of the subject of the Russian Federation;

name of the administrative and (or) municipal district;

geographical coordinates of geographical object: width; longitude;

the nomenclature of leaf of the card of scale 1:100 000, on which geographical object is displayed;

binding of geographical object to other geographical objects.

As the additional information the Catalogue joins the following data:

versions of the name (with sources of their establishment and dates of establishment);

options of type of geographical object (with details of sources of their establishment);

belonging of the rural settlement to the rural settlement;

administrative status of the settlement;

belonging of the railway station to the railroad;

help data on the name and geographical object.

18. The description of location of geographical object included in the Catalogue is performed with use of geographical coordinates (width and longitude), bindings to other larger natural objects (for natural objects), taking into account administrative-territorial division of the Russian Federation (for settlements), belongings to the railroad (for railway stations).

19. The catalog consists from:

the register of names of geographical objects which is the systematized code of data on names of geographical objects and containing 2 Sections:

1) names of geographical objects in the territory of the Russian Federation;

2) names of geographical objects of the continental shelf and exclusive economic zone of the Russian Federation, and also the geographical objects opened or allocated with the Russian researchers within the high sea and Antarctic;

the register cases including the registration accounting forms containing data on the materials used in case of establishment or detection of names of geographical objects and in the presence of the copy of the materials used during creation of the Catalogue.

20. The register of names of geographical objects is kept on electronic media.

Information on names of geographical objects from earlier created paper cards is considered component of the Catalogue and is subject to entering into the register of names of geographical objects.

21. Maintaining the Catalogue includes:

entering of information on the name of again formed geographical object into the register of names of geographical objects and forming of register case or modification of the specified registers and register case in connection with renaming of geographical object or other its changes;

storage and processing of the data containing in the Catalogue;

provision of the data containing in the Catalogue.

22. Inclusion of data on names of geographical objects in the Catalogue is performed within 10 calendar days from date:

publications of the Act of assignment of the name to geographical object or about renaming of geographical object;

completion of the procedure of detection of the existing names of geographical objects.

23. For maintaining the Catalogue the automated information system is used.

24. Data from the register of names of geographical objects are posted on the specialized website on the Internet.

25. Maintaining the Catalogue is performed according to the requirements to procedure for forming, updating and use of basic state information resources approved by the order of the Government of the Russian Federation of September 14, 2012 No. 928 "About basic state information resources" (The Russian Federation Code, 2012, No. 39, Art. 5269; 2013, No. 48, Art. 6259).

26. Provision of the materials and data containing in the Catalogue (further - materials and data), is performed gratuitously.

27. Materials and data are provided in type:

1) lists of the normalized names of the geographical objects located in the territory of subjects of the Russian Federation;

2) alphabetic lists of the normalized names of geographical objects on administrative areas of subjects of the Russian Federation, by the nature of geographical objects; according to nomenclature sheets of the card of scale 1:100 000, and also on combination of the called indicators;

3) alphabetic lists of place names of earlier existing objects of the set sort on all territory of the Russian Federation or on separate subjects of the Russian Federation;

4) lists of the geographical objects of the same name with the set name on all territory of the Russian Federation or on certain subjects of the Russian Federation, administrative areas, sort of objects;

5) data on the set name of geographical object (including by name fragment);

6) lists of the normalized names of the geographical objects which changed during the set period of time (in the alphabetic sequence of new or previous names), on all territory of the Russian Federation or on separate subjects of the Russian Federation;

7) registration accounting forms which contain all information entered in the register of names of geographical objects for this name of geographical object;

8) copies of the documents containing in register case.

28. Materials and data are provided on requests of the interested physical persons and legal entities, public authorities and local government bodies (further - applicants).

29. The request is represented at the choice of the applicant:

in document type on paper, presented by the applicant in case of the personal address (further - representation of request in case of the personal address);

in document type on paper by its departure by mail;

electronically by filling of the request form posted on the official site of the Operator of the Catalogue on the Internet (further - the official site);

electronically through the federal state information system "Single Portal of the State and Municipal Services (Functions)".

30. In request are specified:

type of required materials and data;

the territory concerning which materials and data are requested;

method of provision of materials and data.

31. In request one of the following methods of provision of materials and data is specified:

1) provision of materials and data on the paper or digital carrier which the applicant obtains directly in case of the personal address;

2) provision of materials and data on the paper or digital carrier which go to the applicant by means of the mailing;

3) provision of materials and data in electronic form which go the Operator of the Catalogue to the applicant by e-mail.

32. The list of addresses to which the Operator of the Catalogue performs acceptance of requests, including e-mail addresses is published on the official site.

33. In case of representation of request in case of the personal address by the applicant the document proving his identity if the request is represented the applicant directly, or the identity document of the representative of the applicant, and the document confirming powers of the applicant shall be shown if the request is represented his representative.

34. The request provided by physical persons or legal entities is certified by the signature of the applicant or his authorized representative.
