About approval of the State program "Environmental protection and steady use of natural resources" for 2016-2020

Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the State program "Environmental protection and steady use of natural resources" for 2016-2020 (further – the State program) * it (is applied).

2. Determine:
responsible customer of the State program Ministry of Natural Resources and Environmental Protection;
customers of the State program Administration of the President of the Republic of Belarus, the Ministry of Architecture, the Ministry of Health, the Ministry of forestry, the Ministry of Education, the Ministry of Transport and Communications, the Ministry of Emergency Situations, the Industry ministry, the Department of Energy (the national production association of power industry Belenergo, the national production association on fuel and gasification of Beltopgaz), the State committee on property, National academy of Sciences of Belarus, Belneftekhim concern, regional executive committees * and Minsk горисполком*.

3. Responsible customer of the State program:
brings the State program to interested;
provides accomplishment within competence of actions of the State program;
coordinates activities of customers during implementation of the State program;
submits the report on implementation of the State program, including assessment of its efficiency, according to the procedure, established by the legislation.
4. Customers of the State program within the competence:
take measures for accomplishment of the State program and exercise control of target and effective use of the funds allocated for its realization;
determine contractors of actions of the State program according to the legislation and coordinate their activities;
till February 20 of the year following reporting constitute and send to the responsible customer the annual statement about realization (incomplete realization or not realization with indication of the reasons) the State program, including assessment of its efficiency (till January 20 - regarding actions for scientific providing the State program);
bring if necessary to the responsible customer of the State program of the offer on its adjustment.
5. To the Ministry of Finance, regional executive committees and the Minsk Gorispolkom when forming republican and local budgets for the next financial year to provide funds for financing of actions of the State program.
6. Confer the personal responsibility for timely and high-quality accomplishment of actions of the State program, target and effective use of the financial resources provided on their realization on heads of the state bodies and organizations determined in Item 2 of this resolution.
7. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus and their separate structural elements according to appendix.

The state program "Environmental protection and steady use of natural resources" for 2016-2020 (further - the State program) is developed according to basic provisions of National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030 approved at meeting of Presidium of Council of Ministers of the Republic of Belarus on February 10, 2015 for the purpose of enhancement of the organizational, economic, technical and technological conditions providing improvement of ecological situation in the Republic of Belarus. The state program corresponds to the priority of social and economic development "Ensuring effective employment and human development ("Employment")" determined by the order of the Prime Minister of the Republic of Belarus of November 6, 2015 No. 375r "About forming of state programs for 2016-2020".
In the State program particular purposes, tasks and the main directions of state policy in the field of environmental protection and steady use of natural resources, financial provision and mechanisms of its realization according to the established target indicative indicators.
Strategic objective of state policy in the field of environmental protection according to the Constitution of the Republic of Belarus is achievement of its higher quality providing ecologically favorable conditions for life of the population, sustainable social and economic development of the Republic of Belarus.
The policy of the Republic of Belarus in the field of environmental protection for the last 20 years allowed to reduce negative impact of economic activity on integrity of ecological systems, and also to provide improvement of ecological country situation, to increase efficiency of use of renewable and non-renewable natural resources for the benefit of the economic growth and improvement of living conditions of the population.
Thanks to enhancement of the legislation in the field of environmental protection, realization of a number of the state and industry programs efficiency of nature protection measures considerably increased that provided positive tendencies in state of environment in controlled parameters of pollution, and also allowed to activate use of natural resources.
In the world ranking on index of ecological efficiency the Republic of Belarus improved the line items and rose from the 73rd place in 2005 to the 32nd place in 2014.
Degree of security of the population and the environment from technogenic and natural impacts in general can be determined as acceptable for present stage of social and economic development. The data obtained within the National monitoring system of the environment in the Republic of Belarus also allow to assess situation in the nature protection sphere as rather stable.
The basic principles and the directions of realization of environmental policy in the country are determined by the Law of the Republic of Belarus of November 26, 1992 No. 1982-XII "About environmental protection", the Law of the Republic of Belarus of November 14, 2005 No. 60-Z "About approval of the Main directions of domestic and foreign policy of the Republic of Belarus", the Concept of homeland security of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 9, 2010 No. 575, the National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030 and also international treaties of the Republic of Belarus.
Main objective of the State program – ensuring environmental protection, rational environmental management, ecological safety of the country and transition to "green" economy, and also accomplishment of the international obligations of the Republic of Belarus in the field of environmental protection.
Achievement of this purpose requires accomplishment of the following tasks:
ensuring need of national economy for mineral raw material resources, increase in level of geological study of the territory of the Republic of Belarus for identification of mineral deposits, geological providing projects in the field of construction, melioration, defense, ecology, assessment and the forecast of condition of subsoil in the territories subject to dangerous geological processes and the phenomena;
increase in level of hydrometeorological safety of the state and decrease in threat of life activity of the population and damage to national economy from the dangerous hydrometeorological phenomena, increase in efficiency in providing state bodies, other organizations and physical persons with hydrometeorological information, enhancement of meteorological safety of flights of aircrafts of civil aviation;
mitigation of the consequences of climate change for ensuring sustainable development of national economy, emission reduction of greenhouse gases for the purpose of reduction of rates of climate change, more high-quality achievement of the atmospheric air providing ecologically safe living conditions of the population, protection and recovery of the broken water objects to the condition providing ecologically favorable conditions for life of the population and functioning of water ecological systems;
prevention of harmful effects of resistant organic pollutants (further – SOZ) on the environment and health of citizens;
preserving natural ecological systems, biological and landscape diversity, ensuring functioning of system of especially protected natural territories (further – OOPT);
ensuring effective functioning and development of the National monitoring system of the environment in the Republic of Belarus for receipt of reliable and complex information, preparation on its basis of estimates and forecasts;
creation of conditions for ensuring functioning of management system with environmental protection in the Republic of Belarus, and also rational (steady) use of natural resources and environmental protection at the regional level.
Summary target indicators of the State program and target indicators of subprogrammes are given according to appendix 1.
Results of implementation of the State program will become:
providing stock gain:
oils of categories C2 + D0 in amount of 0,6 of one million t annually;
category C1 oils + C2 in amount of 1,67 of one million t in 2018 and 1,70 of one million t in 2019-2020;
fresh waters of 10 thousand CBM a day in 2016-2017 and at least 45 thousand CBM a day in 2018-2020;
reducing amount of emissions of greenhouse gases on percent 4,5 to the level of 2016;
emission reduction of pollutants in atmospheric air from stationary and mobile sources on percent 2,7 to the level of 2015;
providing forecast success rate of short-term forecasts of weather on the regional centers for 92 percent;
achievement of the area of especially protected natural territories of 8,8 of percent from the territory of the country.
Responsible customer of the State program is the Ministry of Natural Resources and Environmental Protection.
The state program includes:
the subprogramme 1 "Studying of subsoil and development of mineral resources" (customers – the Ministry of Natural Resources and Environmental Protection, the Ministry of Architecture, the Ministry of transport, Belneftekhim concern);
the subprogramme 2 "Development of the public hydrometeorological service, mitigation of the consequences of climate change, improvement of quality of atmospheric air and water resources" (customers – the Ministry of Natural Resources and Environmental Protection, the Ministry of forestry, National academy of Sciences of Belarus);
the subprogramme 3 "The address with resistant organic pollutants" (customers – the Ministry of Natural Resources and Environmental Protection, the Ministry of Architecture, the Ministry of Health, the Industry ministry, the Department of Energy (the national production association of power industry Belenergo, the national production association on fuel and gasification of Beltopgaz), National academy of Sciences of Belarus, Belneftekhim concern, regional executive committees *);
the subprogramme 4 "Preserving and steady use of biological and landscape diversity" (customers – the Ministry of Natural Resources and Environmental Protection, Administration of the President of the Republic of Belarus, the Ministry of forestry, the Ministry of Emergency Situations, National academy of Sciences of Belarus, regional executive committees * and the Minsk Gorispolkom *);
the subprogramme 5 "Ensuring functioning, development and enhancement of the National monitoring system of the environment in the Republic of Belarus" (customers – the Ministry of Natural Resources and Environmental Protection, the Ministry of Education, the Ministry of forestry, the State committee on property, National academy of Sciences of Belarus);
the subprogramme 6 "Ensuring functioning of management system with environmental protection in the Republic of Belarus and implementation of actions on rational (steady) use of natural resources and environmental protection at the regional level" (customers – the Ministry of Natural Resources and Environmental Protection, regional executive committees * and the Minsk Gorispolkom *);
complex of actions in the field of environmental protection which realization is enabled in 2016, according to appendix 2 (customers – the Ministry of Natural Resources and Environmental Protection, regional executive committees * and the Minsk Gorispolkom *);
actions in the field of environmental protection which realization is enabled according to the State investing program for 2019 approved by the Presidential decree of the Republic of Belarus of February 19, 2019 No. 71, according to appendix 10 (customers – Administration of the President of the Republic of Belarus, the Ministry of Natural Resources and Environmental Protection, the Ministry of Architecture).

According to the legislation the amounts of financing of actions of the State program are determined proceeding from the planned amounts of works, the cost of the necessary instrument and analytical and computer equipment, settlement cost of works and processing of the obtained information taking into account the price indexes finished by the Ministry of Economics and parameters of monetary policy for 2016-2020.
For financing of actions of the State program according to appendix 3 at the expense of means of the republican budget, local budgets, own means of the organizations, means of the international technical assistance it will be required 569 367 218, 21 ruble.
Sustainable social and economic development of the republic, its economic safety are in many respects determined by availability of mineral raw material resources, their rational and complex use.
Creation and development of mineral resources – difficult and multistage process at which first (regional) stage receipt of information on geological structure of the territory (region) by means of carrying out geological film-making works is performed. Then stages of search and assessment of mineral deposits and investigation of the revealed fields (preparation for commercial operation) follow.
Efficiency of realization of search tasks is determined by identification of new mineral deposits by the production rate of the advancing regional complex geological, geophysical and other work types.
The basis of industry structure of national economy by 2030 will be constituted by the innovative industrial clusters and productions created based on the available inventories of mineral resources and raw zones of agricultural products. For the maximum providing the organizations with mineral raw material resources, increase in the export potential, decrease in dependence of economy on import of mineral raw materials timely preparation of inventories of minerals for industrial development on the revealed fields is necessary.
The mineral resources of the republic include fields of different types of minerals, the most important of which are fuel and energy resources (oil, associated gas, peat, brown coals and combustible slates), agrochemical raw materials (potash and stone salt), industrial and construction raw materials (construction and facing stone, raw materials for production of cement and lime, sands construction and glass, sand-gravel material, clays ceramic, refractory, for light fillers and others), fresh and mineral underground waters. Besides, fields of iron ores, gypsum, rare metals, phosphorites, aluminous and soda raw materials, industrial brines are revealed.
Oil fields, peat, potash and stone salts, dolomite, construction materials, fresh and mineral underground waters based on which industrial bodies successfully work are developed.
The republic buys oil, gas, raw materials for metallurgical production, facing stone, glass sands, bentonite and kaolinic clays, gypsum and construction materials on the basis of gypsum, apatites, phosphorites. Also considerable amounts of materials, first of all for mechanical engineering and instrument making, products of metallurgical production are imported.
The structure of inventories of minerals of the developed and reserve fields on many line items, except for raw materials for the petrochemical industry, in general corresponds to requirements of the operating processing industries. At the same time the disproportion regarding security with inventories on regions is observed. In the Grodno region in deficit raw materials for the cement industry, in Gomel – quartz sands for the glass industry.
The modern mineral resources of Belarus are created during the period since 1945 until the end of the 1980th years. The Starobinsky field of potassium salts is found in 1949, Petrikovskoye – in 1966, industrial oil – in 1964, the Diabase redkometallny field – in 1965, Zhitkovichsky brown-coal – in 1969. Combustible slates are revealed in the early sixties, iron ore fields – in the 1960-1970th years, ore bauxite-davsonitovye – in the late seventies – the beginning of the 1980th years, the Brinevsky field of gypsum – in the 1979-1980th years, potentially diamondiferous tubes of explosion – in 1989.
In the late eighties in Belarus exploration works on the found fields for the purpose of their additional exploration and providing stock gain of industrial categories began to dominate, and the geological film-making work was winded down. Since the beginning of the 1990th years did not result from significant geological opening so far, and the territories this about geological structure received as a result of geological film-making works of the pre-perestroika period considerably became outdated in connection with progress in development of geological science.
Regional geological studying of subsoil – obligatory and major element of system of forming and use of mineral resources, development of basic and applied scientific research of subsoil. Systematic evidence-based carrying out regional geological film-making works for the purpose of forming of search backlog, identification of new structures and complexes, perspective for production, is one of strategic directions of development of geological industry.
For opening of new fields in the conditions of geologically the "closed" territory of our country needs achievement of the level of regional geological studying of subsoil meeting the requirements of the present due to use of the latest geologic-geophysical equipment and technologies.
Now regional works on geological studying of subsoil are carried out in radius of 30 km around the industrial platform of the Belarusian NPP under construction. The set of geological, hydrogeological, engineering-geological and geological and ecological cards for assessment of condition of the geological circle prior to operation of nuclear power plant will be constituted. Total area of covering shooting of scale 1:50 000 constitutes 2,55 of thousand sq.km. According to preliminary data in this territory two perspective sites of mineral raw materials, sharply scarce for the Ostrovetsky area, – sand-gravel material will be allocated.
In 2014 the stock gain by the following types of minerals is provided:
oil of categories A + B + C1 – 0,835 of one million t, categories C2 + D0 – 0,538 of one million t, potassium salts – 1 154 276,5 of thousand tons, marly and cretaceous breeds – 1 295 669 thousand tons, sand silicate – 1990, thousand CBM, dolomite – 530 479 thousand tons, gravel and sand mixes and sands construction – 54 295,7 thousand CBM, clays – 5652 thousand CBM, peat – 4214,2 of thousand CBM, fresh underground waters – 21,37 of thousand CBM a day.
In 2014 amounts of production of main types of minerals made: oil – 1,645 of one million t, potassium salts – 44,99 of one million t, rock salt – 1,166 of one million t, dolomite – 3,59 of one million t, construction and facing stone – 8,67 of million cubic meters, chalk-marl – more 10,54 of one million t, clays – more 1,1 of one million t, sand, gravel – more 6,4 of one million t, sands for glass production – 0,64 of one million t, peat – 1,9 of one million t.
For the first time in the Republic of Belarus the technological scheme of modification of subbentonite clays of the Ostrozhansky field by the calcinated soda and magnesium oxide pilot production schedules of receipt of magnesium oxide from karnallitovy solution and the modified bentonite dry mud, specifications on dry mud bentonite modified are developed for boring solutions, pilot batches of magnesium oxide weighing 10 kg and the modified bentonite dry mud weighing 50 kg are acquired.
In 2014 40 mineral deposits, including JSC Belaruskali – northern and southern sites of the Petrikovsky field of potassium salts are transferred to industrial development.
Main objectives of implementation of the subprogramme 1 following:
carrying out search works for the purpose of building-up of own mineral resources;
carrying out regional geological film-making works for the purpose of identification of perspective sites for development of mineral deposits.
Accomplishment of complex of actions according to appendix 4 is provided.
For successful implementation of the tasks scientific ensuring accomplishment of actions is provided.
Implementation of the subprogramme 1 will allow to provide:
receipt of new geological information as a result of the conducted regional geological researches;
studying of deeply lying deposits of sedimentary cover and the upper crystal base by new modern geophysical and remote methods, including drilling of deep search and kartirovochny wells;
geological study by 2020 at least 20 percent of the territory of the republic, by 2025 – at least 50 percent with the edition of the State geological card of scale 1:200 000 new series;
achievement by 2020 of annual amounts of drilling of deep wells at least 30 thousand rm, in 2021-2025 – at least 50 thousand rm;
reproduction by 2020 of oil of at least 80 percent from annual amounts of production, construction materials – 30 million cubic meters, cement raw materials – 350 million t, potash and stone salts – in the amounts providing with raw materials the operating and projectible mining companies on estimated useful life;
growth of the amounts of financing of exploration works at the expense of means of non-budgetary sources in 2016 for 10 percent at least in relation to 2015, in 2020 – for 20 percent at least;
achievement by 2020 of complete security of the production and scientific geological organizations by specialists of the highest level of qualification;
identification of perspective oil-and-gas local objects of the Pripyat deflection, and also prospects assessment of not enough studied sedimentary complexes of the Republic of Belarus;
development and deployment of advanced technologies for the organization on their basis new and upgrades of the operating productions on mining and conversion of mineral raw materials;
development and deployment of modern methods of obtaining, transfer and interpretation of geological data for creation and storage of digital cards when carrying out the state geological shooting of new generation;
research of perspectives of practical use of breeds of the crystal base for receipt of technical materials of universal purpose.
Taking into account experiment of program implementation on geological studying of subsoil which was carried out in previous periods the expected economic effect for 1 ruble invested in exploration works will make on net income at least 4, of the 5th ruble, according to the net discounted income – 2, suffice 7th ruble.
Indirect economic effect which does not give in to direct quantitative assessment is expected in the form of creation of digital versions of geological cards, including special content (engineering-geological, hydrogeological, geoecological), for application by wide range of the users in case of decision making connected with improvement of quality of life of the population and economic development of regions, decisions in the field of land management, construction, farming, mitigation of natural dangers and also when carrying out environmental monitoring.
The total amount of financing of the subprogramme 1 will constitute 308 873 627, ruble, including at the expense of means of the republican budget – 63 298 252, the 6th ruble, at the expense of means of the organizations – 245 575 374, the 45th ruble.
Actions for regional geological studying of subsoil, search works, and also the actions connected with studying of patterns of forming of the mode and balance of fresh and mineral underground waters will be financed by means of the republican budget. The actions directed to stock gain of nonmetallic minerals including underground waters, will be financed generally by funds from investors and the organizations.
Development and deployment of modern production technologies of exploration works and procurement of processing equipment will be conducted through means of the organizations.
Accomplishment of the subprogramme 1 is possible on condition of implementation of the modern methods of geological shooting allowing to reduce considerably costs for holding actions for geological shooting and creation of geological cards and terms of their accomplishment thanks to large-scale use of information and communication technologies, methods and remote-sensing instruments of Earth and modern drilling equipment. For the purpose of receipt of the maximum economic effect in case of acquisition and operation of the modern equipment the mechanism of its purchase at the expense of means of the organizations is provided. If necessary credit resources of banks or leasing state-owned companies will be used.
The international experience demonstrates that the warning of the dangerous hydrometeorological phenomena allows to take timely at the national level necessary protective measures and to reduce material and human losses from their impact to 40 percent.
Hydrometeorological observations are made by 50 meteorological stations, 8 aviation meteorological civil stations, 2 aerological stations, 3 meteorological radars, 109 hydrological posts.
The successful policy in the field of improvement of quality of atmospheric air in the Republic of Belarus directed to decrease in number of emissions of pollutants in atmospheric air from stationary sources and from transport according to requirements of the Convention on cross-border air pollution of long distances of November 13, 1979 ratified by the Decree of Presidium of the Supreme Council of the Belarusian SSR of May 14, 1980 No. 175-X "About ratification of the Convention on cross-border air pollution on long distances" and protocols to it is pursued.
Emissions of pollutants in atmospheric air for 2009-2014 were reduced by 16 percent in case of simultaneous gross domestic product growth and the number of vehicles.
The condition of atmospheric air in the majority of 20 industrial cities of the republic in which stationary observations were performed is estimated as steadily good that testifies to success of the pursued policy in the field of protection of atmospheric air.
For control of growth of emissions of pollutants from stationary sources in the permissions to emissions issued to the organizations conditions on their decrease by holding actions for construction, reconstruction, upgrade of gas-purifying installations are established. In the Republic of Belarus about 90 percent of emissions of pollutants from stationary sources are caught and neutralized by gas-purifying installations.
One of activities of the Ministry of Natural Resources and Environmental Protection is regulation of impact on climate. The Republic of Belarus is the party of the Framework convention of the United Nations on climate change accepted in New York on May 9, 1992 and the Kyoto protocol to this Framework convention and fulfills the assumed international obligations – preparation of national climatic policy, development of national communications concerning climate change, annual development of greenhouse gas inventories, carrying out climatic observations and scientific research.
According to the obligations containing in article 4 of the Framework convention of the United Nations about climate change and Article 2 of the Kyoto protocol to the Framework convention of the United Nations on climate change, the Republic of Belarus shall perform domestic policy and realize the actions directed to decrease in anthropogenous impact on climate.
Since 1995 in the republic growth of economy is noted. By 2012 the gross internal product per capita taking into account parity of purchasing power increased in 4, time. Emissions of greenhouse gases also increased because of growth in volumes of production and consumption of fuel, and also waste disposal. For 1995-2012 the annual average surplus of GDP constituted percent 7,9, and annual average surplus of emissions of greenhouse gases – percent 0,4 silt. The Uglerodoyemkost of economy decreased in time 3,9 – the highest decrease indicator in Europe.
The country managed to reduce considerably emissions of greenhouse gases, effectively realizing measures with rather low marginal costs. For 1995-2005 percent 1,6 from GDP was spent for actions for energy efficiency, energy saving and implementation of renewable energy resources on average. In 2006-2010 these investments constituted already percent 3,4 from GDP, in 2011-2015 – 5 percent. The share of the public budgetary funds in these investments constituted at least 30 percent. It gave the chance, for example, on such indicator as power consumption of GDP, to approach quickly other developed countries with similar climate. Belarus has one of the lowest values of uglerodoyemkost of power system in Europe – about t 0,3 in CO2 equivalent on production of 1 MWh of heat and electrical energy, having approached on performance indicator of use of installed capacity such countries as Japan and the USA.
Water resources of our country are sufficient for satisfaction of modern and perspective requirements. Belarus purposefully takes measures for rational use and protection of water resources.
The territory of the Republic of Belarus is watershed of basins of the Baltic and Black seas. In total on the territory of Belarus more than 20 thousand rivers with a total length of 90,6 of one thousand km flow, about 10 thousand lakes are located, 153 water storage basins are created.
Hydrometeorological yielded and results of climatic projections demonstrate that water resources are vulnerable to climate change and can be exposed to its seasonal impact with large-scale effects for ecological systems. Adaptation to climate change is social and economic need. Evaluating drain of the Dnieper Rivers and Pripyat will allow to determine adaptation measures.
Since May 21, 2015 the new Water code of the Republic of Belarus drafted taking into account intergovernmental agreements on rational use and protection of cross-border waters (with the Russian Federation, Ukraine), providing implementation of the basin principle of water resources management became effective. The cross-border cooperation is necessary for prevention of negative impact of unilateral measures and coordination of adaptation efforts. Implementation of the Convention on the protection and use of cross-border water currents and the international lakes accepted on March 17, 1992 in Helsinki which the Republic of Belarus joined according to the Presidential decree of the Republic of Belarus of April 21, 2003 No. 161 "About accession of the Republic of Belarus to the Convention on protection and use of water currents of the international lakes" provides strong basis for cross-border cooperation, including in the context of adaptation to climate change.
Plan development of management of the rivers the Western Dvina, Neman, Pripyat for the purpose of identification of potential sources of pollution, accomplishment of actions for decrease in impact is planned for water resources and improvements of the ecological status of these water objects, and also the strategy of water resources management in the conditions of climate change.
Inventory count of the rivers, lakes, ponds and water storage basins, springs and streams of basins of the Neman Rivers, the Western Bug, the Western Dvina, Dnieper and Pripyat which will allow to have updated data on coordinates of pools will be carried out.
In the short term the state network of hydrometeorological observations will be the main source of receipt of hydrometeorological information.
Target long-term reference points on which the policy in the field of protection of atmospheric air and climatic policy till 2020 is based are determined in the Directive of the President of the Republic of Belarus of June 14, 2007 No. 3 "About the priority directions of strengthening of economic safety of the state", national and sectoral programs of upgrade and development for the period till 2020, strategy for decrease in harmful effects of transport on atmospheric air of the Republic of Belarus for the period till 2020 approved by the Deputy prime minister of the Republic of Belarus on November 5, 2013.
In the National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030 creation of low-carbon economy is provided. For the purpose of prevention of dangerous climate change the Republic of Belarus assumes obligation to provide by 2030 emission reduction of greenhouse gases for 28 percent at least from the level of 1990 without emissions and drains of greenhouse gases in the sector "Land use, change of land use and forestry" and without any additional terms.
In 2016-2019 legal and institutional framework in the field of adaptation to climate change will be created and development programs of main types of economic activity for 2021-2030 including measures for regulation and stimulation of emission reduction of greenhouse gases, mechanisms of collection and information transfer, quick response to emergency situations, accounting of the current and future risks connected with climate change are developed. Actions for adaptation will be included in industry programs and programs of social and economic development of the Republic of Belarus and its administrative and territorial units.
In 2017-2030 programs of measures for adaptation actions and practicians in case of recreational and improving activities, territorial development, planning of transport infrastructure will be developed.
The national strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030 in the field of preserving water capacity of the country by increase in efficiency of use and improvement of quality of water resources in interrelation with requirements of society and possible climate change establishes decrease by 2020 for 40 percent to the level of 2015 of dumping of not enough purified sewage into superficial water objects.
Tasks of implementation of the subprogramme 2 is the following:
implementation of modern technologies of hydrometeorological observations, technical retrofitting of the state network of hydrometeorological observations;
development of technologies of forecasting of weather, detection and warning of the dangerous hydrometeorological phenomena;
enhancement of material and technical resources of hydrometeorological service;
metrological and technical supply of hydrometeorological activities and activities in the field of radiation environmental monitoring of the environment;
development of scientific activities and international cooperation, advanced training of workers of system of the Ministry of Natural Resources and Environmental Protection;
mitigation of impact on climate and adaptation to the changing climate, scientific and information support of development and implementation of measures for mitigation of the consequences of climate change;
minimization of emissions of pollutants for improvement of quality of atmospheric air;
rational (steady) use of water resources and improvement of ecological condition (status) of superficial water objects.
Accomplishment of complex of actions according to appendix 5 is provided.
Financing of actions of the subprogramme 2 is performed proceeding from the planned amounts of works, the cost of the equipment, materials, the settlement cost of works on the prices operating for January 1, 2014. The specified financing is performed according to article 81 of the Law of the Republic of Belarus "About environmental protection" at the expense of means of the republican budget.
According to experts of the World Bank of investment, the subprogrammes provided on implementation of actions 2, can pay off in two years, and for the 7-year period (average term of depreciation of the equipment) efficiency of such investments can make about 400 percent.
Results of accomplishment of the subprogramme 2 will become:
forecast success rate of short-term forecasts of weather on the regional centers for 92 percent;
automation of meteorological observations – 100 percent;
increase in forecast success rate of storm warnings with advance time of 1,5-2 of days;
reducing amount of emissions of greenhouse gases on percent 4,5 to the level of 2016;
emission reduction of pollutants in atmospheric air from stationary and mobile sources on percent 2,7 to the level of 2015;
achievement of value of index of dumping of not enough purified sewage into water objects of 60 percent to the level of 2015.
On financing of complex of actions of the subprogramme 2 it will be required 79 589 129, the 7th ruble, including:
79 460 129, the 7th ruble – means of the republican budget;
129 000 rubles – own means of the organizations.
The amounts of financing of activities of the public hydrometeorological service are annually specified when forming the republican budget for the next financial year.
Acceptance on May 22, 2001 in Stockholm by number of the countries of the special international agreement directed to the problem resolution SOZ – to the Stockholm convention on resistant organic pollutants (further – the Stockholm convention) which became the first global agreement directed to protection of health of the person and the environment against impact of SOZ which are dangerous chemicals became result of understanding by the international community of scales of health hazard of the person and the environment of SOZ.
Now the list of SOZ constituting health hazard of the person and natural ecological systems includes 24 names. The specified list is open and extends in process of accumulating of the chemicals this about properties. So, in 2015 at the VII Conference of the Parties of the Stockholm convention the question of inclusion in the appendices A and C to this Convention of the chlorinated naftalin, perchlorobutadiene, pentachlorophenol, its salts and ethers is considered.
The Republic of Belarus joined the Stockholm convention in February, 2004 according to the Presidential decree of the Republic of Belarus of December 26, 2003 No. 594 "About accession of the Republic of Belarus to the Stockholm convention on resistant organic pollutants", having assumed obligations according to the problem resolution SOZ.
For January 1, 2015 about 10 623 t of unsuitable pesticides, from them are stored in the Republic of Belarus:
in the territory of agricultural organizations and district agroservices – about 2826 t (27 percent from total quantity on the republic);
on CLUMPS "Complex on conversion and burial of toxic industrial wastes of the Gomel region" – 3171 t (30 percent from total quantity);
in underground burials – 4626 t (43 percent from total quantity).
Control checks and monitoring observations of condition of storage facilities and storage conditions of unsuitable pesticides revealed number of problems among which there is unsatisfactory condition of storage facilities, formation of new mixes of unsuitable pesticides, abuse of regulations of their accounting. Storage of repacked pesticides often leads to deformation of barrels in this connection there is permanent risk of emergence of emergency situations in storage locations.
According to the Stockholm convention Belarus shall complete operation of all equipment containing PHB till 2025, and till 2028 the territory of our country shall be completely cleared of them.
For the beginning of 2014 in the republic there was 54,6 of one thousand units of the condensers containing PHB in the total amount of 647,6 of t, and 5,4 of one thousand units of small-size HP condensers.
From the condensers which are available PHB-soderzhashchikh it is taken out of service of 16,3 of one thousand units with t PHB 263,3 amount.
349 transformers containing PHB in the total amount of 762,2 of t are revealed.
About 40 percent of the revealed transformers with PHB are concentrated in the organizations of Belneftekhim concern. About 25 percent of total quantity of the revealed transformers fall to the share of the organizations of the Ministry of Industry. The total share of transformers with PHB in the organizations of the Ministry of Industry, Minzhilkomkhoz and concerns "Belneftekhim", "Bellegprom" constitutes procedure for 83,6 of percent from their total quantity in Belarus.
Development of the industry plans of implementation of actions directed to conclusion from operation dismantle and ecologically safe storage of the equipment containing PHB, the organizations which are under supervision (being part) of the Ministry of Industry, Ministry of Transport, the Ministry of Energy, the Ministry of Communications, Ministry of Agriculture and Food Production, Belneftekhim concern, regional executive committees and the Minsk Gorispolkom, other organizations being his owners (owners) is provided.
The problem of identification and monitoring of SOZ in objects of the environment will be solved within holding actions for creation of chemical analysis base for measurements of SOZ, development of techniques of determination of SOZ which are in addition included in the Stockholm convention, the forecast of emissions of SOZ, implementation of plans and target indicators for reducing inadvertent emissions of SOZ, enhancement of the legislation.
Tasks of implementation of the subprogramme 3 following:
forming and enhancement of the regulatory base in the field of the address with SOZ;
management in the field of the address with SOZ;
management in the field of the address with SOZ which are in addition included in the Stockholm convention;
the treatment of the unsuitable pesticides including containing SOZ;
the handling of the equipment, the materials and waste containing PHB;
creation of chemical analysis base for accomplishment of measurements of SOZ and monitoring of their content in the environment;
monitoring of the state of health of the population in connection with impact of SOZ;
emission reduction of SOZ as a result of their inadvertent production;
information and educational work in the field of the address with SOZ;
scientific and technical supply in the field of the address with SOZ.
As a result of accomplishment of the subprogramme 3 removal from operation of the equipment containing PHB of 50 percent from the level of availability of such equipment in 2015 will be provided.
Accomplishment of complex of actions according to appendix 6 is provided.
On financing provided in the subprogramme 3 complexes of actions it will be required 12 266 067, the 5th ruble, including:
899 028, the 5th ruble – means of the republican budget;
11 267 039 rubles – means of local budgets;
100 000 rubles – own means of the organizations.
According to Item 16 of the Concept of homeland security of the Republic of Belarus one of the main national interests in the ecological sphere is preserving biological and landscape diversity and ecological equilibrium of natural systems.
Natural complexes and ecological systems of the Republic of Belarus occupy 11 417,1 thousand hectares, or 55 percent of the territory of the country (20 759,8 thousand hectares), and are provided by the woods – 8 630,7 thousand hectares (percent 41,5), bushes – 664,4 of one thousand hectares (percent 3,2), meadows – 794 thousand hectares (percent 3,8), swamps – 859 thousand hectares (percent 4,1) and water objects – 469 thousand hectares (percent 2,2).
The major role in preserving biological and landscape diversity is played by OOPT. These territories provide preserving natural balance, biological diversity, including genetic fund, and serve as the centers of reproduction of objects of plant and animal life in combination with the limited and approved use of other natural resources, promote preserving in natural state of the rare and typical landscapes, inundated meadows, the old-age woods, marsh arrays and water objects playing important role in forming of microclimate and improvement of ecological situation. In borders of OOPT about 80 percent of rare species and wild-growing plants which are under the threat of disappearance grow and about 90 percent of rare species and types of the wild animals included in the Red List of the Republic of Belarus which are under the threat of disappearance live. The area of OOPT in the Republic of Belarus for the beginning of 2015 constituted percent 8,2 from total area of the country.
For July 1, 2015 the OOPT system of the Republic of Belarus included 1253 objects, including one reserve, 4 national parks, 95 wildlife areas of republican value (35 landscape, 38 biological, 17 hydrological, 5 wetland), 267 wildlife areas of local value, 319 nature sanctuaries republican and 567 – local value. Total area of OOPT of the Republic of Belarus constitutes 1801,46 of one thousand hectares, including the area of OOPT of republican value – 1412,06 of one thousand hectares, or percent 6,8 from the area of the country. On the reserve and national parks 475,4 of one thousand hectares, or 27,6 of percent of all OOPT, is the share of wildlife areas – 1310,66 of one thousand hectares, or percent 72,8, of nature sanctuaries – 15,3 of one thousand hectares, or percent 0,9.
The current state and tendencies of change of biological diversity in the Republic of Belarus are determined first of all by dynamics of change of the areas, condition and nature of use of the main natural ecological systems. Growth of amount of forests of the territory of the country continues. From 2006 to 2014 the share of the woods increased from 38 percent to percent 39,3 from the area of the country. However in connection with natural processes (wood diseases, drying) and cutting down of the old-age woods general decrease in number of the wild animals and wild-growing plants living and growing in the old-age broad-leaved woods is observed.
On OOPT tourist and recreational activities dynamically develop. Annually national parks accept about 130 thousand tourists and vacationers.
Activities for development of ecological tourism are performed in the territories of more than 25 republican wildlife areas among which special popularity enjoy Vygonoshchanskoye, Sporovsky, "Pribuzhsky Polesia", "Central Pripyat", "Red Bohr", Sinsh, Naliboksky and others.
Developed 16 management plans of OOPT, including 1 – for the Berezinsky biospheric reserve, 4 – for national parks, 11 – for wildlife areas of republican value "Central Pripyat", "Yelnya", "Osveysky", "Prostyr", "Zvanets", "Sporovsky", "Lebyazhy", "Volmyansky", "Vygonoshchanskoye", "Red Bohr", "Pribuzhsky Polesia".
Steady management of OOPT, first of all the international value, requires implementation of actions of management plans, such as regulation of distribution of invasive alien types of wild-growing plants, fight against overgrowing of open meadows and low-lying swamps by wood and shrubby vegetation which loss leads to disappearance of the related wetland types of wild-growing plants and wild animals, creation of conditions for reproduction of separate types of wild animals and wild-growing plants.
Because of drainage of swamps for the last 40 years their area was significantly reduced and constitutes 859 thousand hectares. With respect thereto, and also because of the continuing degradation of the remained swamps and inundated meadows (overgrowing of open swamps bushes and reeds) large number of the types of wild-growing plants and wild animals living on swamps are included in the Red List of the Republic of Belarus. Also the number of the bird species which are under the threat of global disappearance which are indicators of condition of ecological systems of open swamps and inundated meadows continues to decrease.
Now most the problem of preserving bison European is particularly acute. This type is included in the Red list of International union of conservation, Appendix III to the Convention on protection of wild fauna and flora and natural means of dwelling in Europe signed in Bern on September 19, 1979 which the Republic of Belarus joined according to the Presidential decree of the Republic of Belarus of February 7, 2013 No. 70 "About accession of the Republic of Belarus to the Convention on protection of wild fauna and flora and environments of dwelling in Europe", Red Lists of Russia, Poland, Ukraine, Lithuania. Since 1946 the bison European is in the Republic of Belarus under protection.
The bison European is salvaged from disappearance. At the same time this type is not salvaged from extinction threat as the population bearing genetic material of animals in rather complete amount – founders of type is not created by any really large (500 and more effective individuals) that would provide possibility of survival of type in historical perspective. During creation of animal populations, small on number, there was closely related crossing (inbreeding). For this reason the genetic potential of modern bisons is grown strongly poor, the raised susceptibility of animals to different diseases, signs of degeneration of bisons of the belovezhsky line is noted.
Considerable reducing genetic variety of bisons of the Belarusian line and, as a result, decrease in their adaptation potential cause reasonable concerns concerning possibility of survival in the republic of separate micropopulations of bison and bisons of belovezhsky population in general.
Preserving bison European as the rare and being under the threat of extinction of species wild animals is the international obligation of the Republic of Belarus (The convention on biological diversity signed on June 5, 1992 in Rio De Janeiro, ratified by the Resolution of the Supreme Council of the Republic of Belarus of June 10, 1993 No. 2358-XII "About ratification of the Convention on biological diversity", the Convention on protection of wild fauna and flora and environments of dwelling in Europe), and also it is provided by the strategy for preserving and steady use of biological diversity approved by the resolution of Council of Ministers of the Republic of Belarus of November 19, 2010 No. 1707, the National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030.
According to the draft of the Program of social and economic development of the Republic of Belarus for 2016-2020 in the field of preserving biological and landscape diversity the following target reference points are established:
the area of OOPT – percent 8,8 from the territory of the country;
the area of the recovered natural complexes and ecological systems (the drained swamps, the waterlogged territories, the growing open meadows, the territories subject to erosion) – 75 thousand hectares.
By 2020 the announcement, transformation 63 OOPT is planned. As one of socially important effects of implementation of the subprogramme 4 increase in inflow of organized tourists at OOPT at 25 and more percent is supposed. For the purpose of ensuring preserving bison European creation of new micropopulation and carrying out number of biotechnical and scientific actions is required.
Tasks of implementation of the subprogramme 4 following:
development of the OOPT system, ensuring functioning, protection of OOPT and management of them by implementation of the National strategy of development for system of especially protected natural territories till January 1, 2030, and also the scheme of rational placement of especially protected natural territories of republican value till January 1, 2025 approved by the resolution of Council of Ministers of the Republic of Belarus of July 2, 2014 No. 649, and regional schemes of rational placement of especially protected natural territories of local value, development and accomplishment of management plans of OOPT, advanced training of employees of the public nature protection institutions exercising control of OOPT, accomplishment of actions for recovery of the broken ecological systems, to creation of artificial nesting grounds for rare species of birds, forming of additional objects of tourist infrastructure on OOPT, holding festivals, conferences and other similar actions, the edition of books booklets for the purpose of increase in knowledge of the population concerning functioning of OOPT, conducting monitoring of condition of the OOPT ecological systems and realization of other actions;
preserving the rare and being under the threat of disappearance types of wild animals by monitoring of condition of bison European in micropopulations, carrying out selection and breeding work and actions for regulation of number of animals in separate micropopulations of bisons, treatment and control of condition of animals, holding biotechnical actions, genotypings of bison European and creations of the DNA deposited bank of belovezhsky bison, development of the principles of genetic monitoring and criteria for evaluation of condition of populations and the circle of their dwelling, holding veterinary and sanitary actions for fight against invasive diseases of bison European, creations of the optimum scheme of crossing of bison European.
Results of accomplishment of the subprogramme 4 will become:
preparation of 35 ideas of the announcement of OOPT;
preparation of 417 ideas of the OOPT transformation;
advanced training of 75 heads and employees of the public nature protection institutions exercising control of OOPT;
implementation of three projects on recovery of the broken ecological systems;
creation of one new micropopulation of bisons.
Accomplishment of complex of actions according to appendix 7 is provided.
On financing provided in the subprogramme 4 complexes of actions 3 rubles will be required 23 626 338,, including:
19 448 450, 1 ruble – means of the republican budget;
3 282 088, 2 rubles – means of local budgets;
818 800 rubles – own means of the organizations;
77 000 rubles – means of the international technical assistance.
Need of development of system of observations of state of environment, assessment and the forecast of change of its condition under the influence of natural and anthropogenous factors is caused by preserving considerable number of urgent environmental problems among which there is growth of content of pollutants in soils and underground waters in areas of placement of objects of waste, the high level of pollution of atmospheric air and chemical pollution of soils in the cities, problem of quality of the underground waters used for centralized drinking water supply of the population, adverse situation in parts of the fortune of water objects, strengthening of process of invasion of alien species, preserving owing to catastrophic crash on the Chernobyl NPP of pollution by radionuclides of considerable part of the territory of the country and others.
The organizational structure of the National monitoring system of the environment is created (further – HCMOC), the principles of the organization of networks and regulations of observations, structure of ecological information, procedure for its obtaining and provision to consumers of different level are normative established.
Are created and steadily 12 types of monitoring within which carry out assessment of state of environment and the main natural complexes function. The mechanism of collection, transfer, processing, the analysis, storage and exchange of monitoring information is developed and is effective.
In 2011-2014 the territories in which 87,6 of percent of the population of the average and large cities lives are covered by regular observations of condition of atmospheric air (including in real time with use of 14 automatic stations). On the basis of complex of lidarny and space methods assessment of condition of ozone layer and cross-border transfer of atmospheric impurity on the republic territory is performed. Practice includes observations of content in ground layer of the atmosphere of such pollutants hazardous to health of the person as prizemny ozone, solid particles, fraction the size to 2,5 and 10 microns.
Within monitoring of surface water observations of hydrological, hydrochemical and hydrobiological indicators of condition of surface water in 297 Items of the observations placed on 86 rivers and 74 lakes and water storage basins that allowed to estimate condition of surface water of the republic taking into account the international recommendations are regularly made. Assessment of dynamics of cross-border transfer of pollution by data analysis of the observations performed in 31 cross-border Items of observations is provided.
The monitoring system of underground waters oriented to development of regular observations in locations of the main sources of pollution of underground waters for the subsequent development of nature protection actions for minimization and the termination of harmful effects of these sources functions.
Monitoring of land fund (observation of structure, structure and condition of land resources), agrosoil monitoring (observation of condition of soil cover of lands) and monitoring of technogenic pollution of soils (observation of chemical pollution of lands) is organized and is carried out.
Steadily the flora monitoring system including monitoring of meadow and meadow and marsh vegetation, water vegetation, protected species of the plants and mushrooms included in the Red List of the Republic of Belarus, or protected according to the international obligations of the Republic of Belarus of resursoobrazuyushchy types of berry plants and mushrooms functions. Since 2011 forming of network of monitoring of invasive types of plants is begun. On the basis of the analysis of the occupied spaces, nature of distribution, the number of locations and number the most dangerous invasive types are allocated (first of all Sosnovsky's cow-parsnip).
Monitoring of fauna within which observations of the wild animals belonging to subjects to hunting and fishery, the wild animals belonging to the types included in the Red List of the Republic of Belarus, and also observation of invasive alien wild animals are made is performed.
More than 39 percent of the territory of Belarus are covered with the woods. For assessment of condition of tree species of the woods, forest ecological systems and their components monitoring of the woods is carried out that allows to make necessary management decisions timely.
Radiation environmental pollution as a result of catastrophic crash on the Chernobyl NPP remains significant environmental problem in Belarus. Besides, potential danger of radiation pollution is born by the nuclear power plants which are also operating in neighboring countries. Daily measurements of capacity of dose of gamma radiation in 55 Items of the observations located in all territory of the republic are taken. In zones of influence of the working nuclear power plants in tests of aerosols estimate "fresh" products of radioactive decay. The existing system of radiation monitoring allows to estimate quickly levels of content of radionuclides in environment components – surface and underground water, atmospheric air, soils.
Geophysical monitoring is performed for the purpose of assessment of seismicity, dynamics of geophysical and geodynamic processes in three directions – seismic monitoring, geomagnetic monitoring and monitoring of gravitational field of Earth.
For assessment of level and dynamics of technogenic load of the environment from the largest potential pollutants local monitoring is carried out. Now the list of the legal entities performing carrying out local monitoring of the environment as a part of HCMOC includes 394 users of nature.
Monitoring of condition of ozone layer, complex monitoring of natural ecological systems on OOPT is performed.
For the purposes of information maintenance are created and 11 information and analysis centers of types of monitoring, and also the HCMOC main information and analysis center are effective.
Tasks of implementation of the subprogramme 5 following:

systems of observations of condition of surface water and sources of their pollution;

geophysical monitoring;
systems of observations of condition of ozone layer;
systems of observations of condition of the woods;
systems of observations of flora condition;
systems of observations of fauna condition;
complex monitoring of natural ecological systems on OOPT;
local monitoring of the environment;
information system of monitoring of the environment.
As a result of implementation of the subprogramme 5 will be provided:
support of functioning of 12 types of monitoring of the environment of HCMOC and interaction with systems of social and hygienic monitoring and monitoring and forecasting of emergency situations of natural and technogenic nature;
further development and enhancement of regulatory legal and regulatory technical base of carrying out monitoring of the environment;
creation of system of radiation monitoring of the environment around the Belarusian NPP meeting modern safety requirements yaderno of dangerous object;
the organization operational in real time (online) and procedural transfer of results of information processing about seismic situation around placement of the Belarusian NPP;
upgrade of the automatic systems of radiation control functioning in zones of impact of the nuclear power plants located in the territory of the adjacent states;
upgrade of technical base in the organizations (test laboratories (centers) performing observations as a part of HCMOC by the implementation of the analytical equipment, development of technical regulatory legal acts and techniques of accomplishment of the measurements conforming to modern international requirements and providing complete and reliable ecological information;
further optimization of space network and regulations of observations of the main components of the environment;
continuous measurements of content of pollutants in atmospheric air in 10 large industrial centers with use of the operating network of automatic stations;
expansion of network of observations of content in atmospheric air of large industrial centers (Minsk, Mogilev, Gomel) of solid particles hazardous to health of the person, fractions the size to micron 2,5;
continuous measurements of content of greenhouse gases and receipt of information on cross-border transfer of the substances contaminating air at station of background monitoring "Berezinsky reserve" and the meteorological station "Vysokoye" according to the international obligations;
the step-by-step organization of observations of content of pollutants in ground deposits of water objects and regular observations on hydromorphological indicators of condition of water objects as a part of monitoring of surface water;
continuation of equipment of network of monitoring of underground waters (natural mode) devices of automatic registration of operational indicators of condition of underground waters (level, temperature);
carrying out monitoring of underground waters for the purpose of observations of hydrochemical and hydrogeological indicators (behind the-level and temperature modes);
optimization of the existing network of Items of observations of pollution of lands (including soils) and regulations of observations;
updating of network of monitoring of fauna;
support and enhancement of information exchange in system of local monitoring of the environment, development of the database of local monitoring of the environment using GIS-technologies;
enhancement of the software of the database of the HCMOC main information and analysis center using GIS-technologies for complex assessment and space binding of the generalized data;
creation and implementation of system of short, average and long-term forecasting of ecological condition of the territories according to HCMOC in practice of activities of information and analysis centers of monitoring and the HCMOC main information and analysis center for the solution of environmental problems;
integration of HCMOC into system of ecological information (SEIS);
transition to complex assessment of condition of ecological systems on integral indicators in practice of activities of information and analysis centers of monitoring, including by use of modern information technologies (GIS-technologies and another), for assessment of the natural components this about condition;
obtaining and provision of monitoring information according to obligations on accomplishment of international agreements, conventions and programs.
Accomplishment of complex of actions according to appendix 8 is provided.
On financing of the 5th complex of actions provided in the subprogramme 3 rubles will be required 14 816 947,, including:
5 063 147, 3 rubles – means of the republican budget;
9 646 800 rubles – own means of the organizations;
107 000 rubles – means of the international technical assistance.
