For the purpose of implementation of the Law on the public assistance No. 547-XV of December 25, 2003. (The official monitor of the Republic of Moldova, 2004, Art. No. 42-44, 249), with subsequent changes and amendments, the Law No. 123 of June 18, 2010 on social services (The official monitor of the Republic of Moldova, 2010, Art. No. 155-158, 541), with subsequent changes, and the Orders of the Government No. 890 of July 20, 2016. "About approval of the Action plan of the Government for 2016-2018" (The official monitor of the Republic of Moldova, 2016, Art. No. 217-229, 966) DECIDES: the Government
1. Approve:
1.1. The framework regulations on the organization and functioning of Complex social service for persons using psychoactive agents, and the patients undergoing pharmacological treatment of opioid dependence according to appendix No. 1;
1.2. The minimum quality standards for Complex social service for persons using psychoactive agents, and the patients undergoing pharmacological treatment of opioid dependence according to appendix No. 2.
2. To service providers to approve own regulations on the organization and functioning based on the specified Framework provision.
3. Expenses on the organization and functioning of Complex social service for persons using psychoactive agents, and the patients undergoing pharmacological treatment of opioid dependence become covered for supplier account of services and are performed within the finance which is annually provided in the relevant budgets and other sources according to the legislation.
4. To service providers represent "to territorial agencies of the public assistance, territorial structures of Chisinau Local government board and the Gagauzia ATO Executive committee the annual report on the achieved results of activities till January 30 of the year following after accounting year.
5. To impose control over the implementation of this resolution on the Ministry of Labour and Social Protection.

Appendix №1
to the Order of the Government of the Republic of Moldova of April 18, 2017 No. 232
1. The framework regulations on the organization and functioning of Complex social service for persons using psychoactive agents, and the patients undergoing pharmacological treatment of opioid dependence (further – the Provision), regulate the principles, procedure for the organization and functioning of Service, and also its purpose and tasks.
2. The complex social service for persons using psychoactive agents, and the patients undergoing pharmacological treatment of opioid dependence (further – Complex service) includes the following types of services:
2.1. Day service;
2.2. Service on provision of services of adaptive accommodation;
2.3. Service on provision of services of rehabilitation in therapeutic community.
3. (Further – the Supplier) the physical person and/or the legal entity of public or private law, according to provisions of article 7 of the Law No. 123/2010 on social services can be the service provider of Complex service.
4. The supplier has the right to organize and provide services on condition of accreditation according to provisions of the Law No. 129/2012 on accreditation of suppliers of social services.
5. Activities of Complex service are coordinated by the founder/supplier in cooperation with territorial agencies of the public assistance and, as necessary, with the structures responsible for the public assistance and protection of the rights of the child in municipium of Chisinau and autonomous territorial education Gagauzia.
6. For the purposes of this provision the used concepts mean the following:
6.1. Complex service – the service providing complex of the social, medical, psychological and educational services and the coordinated interventions directed to prevention of the use of psychoactive agents, ensuring commitment to treatment, decrease in the risks connected with the use of psychoactive agents on the basis of integrated approach and individual needs of the beneficiary;
6.2. beneficiaries of Complex service are the citizens of the Republic of Moldova and foreigners specified in part (1) article 2 of the Law No. 274/2011 on integration of foreigners in the Republic of Moldova, reached 18-year age, person, dependent on psychoactive agents: persons using psychoactive agents including persons using injecting drugs, patients of treatment with medicamentous support, persons with alcoholic dependence and also members of their families;
6.3. day services – complex of the structured actions for informing, consultation, assistance, mediation, redirection, therapy (group, family, labor), actions for leisure and prevention of the use of psychoactive agents, and also the support in ensuring commitment to treatment with medicamentous support intended for persons dependent on the permitted and not permitted psychoactive agents or alcohol, and members of their families, provided in individualized, inclusive and non-discriminatory form;
6.4. services of adaptive accommodation – activities for placement for 1–3 weeks during which the service provider performs monitoring of process of training of the beneficiary for transfer stage in community from the services providing services of rehabilitation in therapeutic community and also to release stage from the space of content for guards / penal institution in community;
6.5. services of rehabilitation in therapeutic community – set of the measures for rehabilitation and social reintegration directed to prevention of recurrence, development of the skills of independent life and strengthening of motivation to maintenance of abstinence provided in the conditions of temporary residence (for certain term from 6 months to at most 12 months) to the persons which completed detoxication or remaining dependent, but not having the sharp symptoms of abstinence requiring detoxication, and needing rehabilitation process continuation;
6.6. psychosocial services – set of the methods and acceptances used when rendering psychosocial support at all stages of process of prevention of the use of drugs / psychoactive agents, support of change of installations and behavior including process of rehabilitation of the beneficiary, and also process of resocialization of persons using psychoactive agents;
6.7. rehabilitation programs – set of the specialized methods and acceptances intended for this category of beneficiaries for the purpose of understanding of condition, forming of motivation to recovery of healthy lifestyle, development of skills in the context of their resocialization, development of values, increase in the civil responsibility, disclosure of personal potential of the beneficiary and stimulation of its social and economic integration for worthy life;
6.8. the patient undergoing treatment with medicamentous support – person for whom the frustration connected with the use of opioids and who passes the program of treatment with medicamentous support (replacement therapy or therapy of maintenance by methadone, buprenorphine or other permitted medicines) accompanied with psychosocial support for the purpose of decrease in illegal consumption, prevention of recurrence and the connected complications, and also assistance of social reintegration is diagnosed;
6.9. temporary placement – measure by means of which the face is placed for a certain period of time in Service, the providing service of adaptive accommodation, or in Service, the providing service of rehabilitation in therapeutic community.;
6.10. multi-profile group – group of specialists with preparation in different areas (the social assistant, the specialist advising by the principle "equal – equal", the psychologist, as necessary the psychiatrist, the narcologist and/or other corresponding specialists) which perform the approved cooperation for development, implementation and monitoring of the individual plan of services within Complex service according to provisions of work with case;
