About approval of Rules of development of state standards of the Republic of Belarus

Based on subitem 1.7 of Item 1 of article 9 of the Law of the Republic of Belarus of January 5, 2004 "About technical regulation and standardization" the State committee on standardization of the Republic of Belarus DECIDES: No. 262-Z

1. Approve Rules of development of state standards of the Republic of Belarus (are applied).

2. Determine that:

conducting normative and technical examination of projects of state standards of the Republic of Belarus is performed by the state organization subordinated to the State committee on the standardization (further, if is not provided other, - Gosstandart) determined by Gosstandart as national institute by standardization;

conducting metrological examination of projects of state standards of the Republic of Belarus is performed by the legal entity, to the subordinate Gosstandartu determined by Gosstandart as national metrological institute.

3. This resolution becomes effective after its official publication.

Rules of development of state standards of the Republic of Belarus

Chapter 1. General provisions

1. These rules establish procedure for development, including conducting normative and technical and metrological examinations, approvals, state registration, check, review, change, cancellation, application, official distribution (provision) of state standards of the Republic of Belarus (further – state standards), official distribution (provision) of information on them, and also placement of projects of state standards, notifications on their development and on completion of their consideration on the global computer Internet.

2. Requirements of these rules are obligatory for application by the subjects of technical regulation and standardization participating in standardization process.

3. For the purposes of these rules:

the software module "Electronic technical committees" (further – the portal of e-shopping mall) is understood as the information system as a part of System of complex information support in the field of technical regulation and standardization providing interaction electronically of subjects of technical regulation and standardization in planning processes and developments of technical regulatory legal acts in the field of technical regulation and standardization;

other terms and their determinations are used in the values determined by the Law of the Republic of Belarus "About technical regulation and standardization".

4. Development of state standard includes the following stages:

preparation for development of state standard;

development and consideration of the project of state standard;

development and consideration of final version of the project of state standard;

examinations of final version of the project of state standard;

approval of state standard;

state registration of state standard.

Development of state standard is performed according to the scheme of development of state standard according to appendix 1.

5. The sequence of stages of development of state standard and the list of the documents created following the results of accomplishment of each stage are determined according to appendix 2.

6. Inclusion in state standards of the requirements concerning implementation of ministerial procedures, and also the bases and procedure for recognition invalid, invalid, cancellations or cancellations at the initiative of authorized body of the executive decisions and (or) documents issued when implementing ministerial procedures except cases of inclusion in state standards of sendings to the regulatory legal acts governing the corresponding relations and not relating to technical regulatory legal acts is not allowed.

State standards do not may contain the technical requirements established in construction regulations and construction rules.

Other requirements which inclusion in state standards is not allowed can be determined by legal acts.
