About procedure for confirmation of readiness of camps for work in the period of vacation

Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on procedure for confirmation of readiness of educational and improving and sports camps for work in the period of vacation it (is applied).

2. Provide to the Republican center for improvement and sanatorium treatment of the population (further – the Center) the right to make explanations on application of the Regulations on procedure for the confirmation of readiness of educational and improving and sports camps for work in the period of vacation approved by this resolution.

3. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix.

4. This resolution becomes effective since February 1, 2025.

The list of the changes made to resolutions of Council of Ministers of the Republic of Belarus

1. In the resolution of Council of Ministers of the Republic of Belarus of August 26, 2002 No. 1155 "About some questions of improvement and sanatorium treatment of the population":

to state the name of the resolution in the following edition:

"About the commission on improvement and sanatorium treatment of the population";

add the resolution with Item 1-1 of the following content:

"1-1. Establish form of the certificate of not allocation of the permit to children on sanatorium treatment and improvement in the current year according to appendix.";

add the resolution with appendix it (is applied).

2. Ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 12.11.2025 No. 635

3. The twenty first subitem 8.8-5 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446, to state the paragraph in the following edition:

"the list of the investments entering the first-aid kit of emergency medical service for delivery of health care to children in educational and improving, sports camps with the round-the-clock stay, with determination of procedure for its picking;".

4. In paragraph nine of part one of Item 25 of the Regulations on procedure for forming of extrabudgetary funds, implementation of the expenses connected with the activities which are bringing in incomes, the directions and procedure for use of means being at the command state-financed organization, the Council of Ministers of the Republic of Belarus approved by the resolution of July 19, 2013 641, the word "improving" to replace No. with the word "educational and improving".

5. In Item 96 and the interlinear note to this Item, Item 97 of the specific sanitary and epidemiologic requirements to content and operation of the objects which are sources of not ionizing radiation, approved by the resolution of Council of Ministers of the Republic of Belarus of June 4, 2019 No. 360, of the word of "recreation camps" shall be replaced with words "the sanatorium and improving organizations for children".

6. In Item 17 of appendix 2 to the resolution of Council of Ministers of the Republic of Belarus of November 17, 2023 "About measures for implementation of the Presidential decree of the Republic of Belarus of May 16, 2023 No. 138" the word "improving" shall be replaced with words No. 787 "educational and improving and sports".

Regulations on procedure for confirmation of readiness of educational and improving and sports camps for work in the period of vacation

1. This Provision determines procedure for confirmation of readiness of educational and improving and sports camps (further, unless otherwise specified, – the camp) to work in the period of vacation for the purpose of increase in availability, quality and safety of services in the organization of rest and improvement of children.

2. For the purposes of this provision terms in the values determined in the resolution of Council of Ministers of the Republic of Belarus of July 15, 2024 No. 509 "About the organization of improvement of children in the educational and improving centers, educational and improving and sports camps" are used.

3. The center in interaction with the Ministry of Education, the Ministry of Sport, regional executive committees and the Minsk Gorispolkom coordinates preparation of camps for work in the period of vacation, and also annually till:

On May 25 informs the Government of the Republic of Belarus on readiness of camps for work during summer vacation;

On September 20 informs the Government of the Republic of Belarus on results of children's summer improving campaign of the current calendar year.

4. The organizer of the camp by preparation and confirmation of readiness of the camp for work in the period of vacation provides:

4.1. preserving and development of material and technical resources of the camp, compliance of its structure and condition to the requirements to safety and service quality of camps determined for the camp of the corresponding type in appendix 1 (further – requirements to safety and service quality of camps);

4.2. completing of the camp by workers according to regular standard rates;

4.3. program and methodical ensuring work of the camp according to the legislation on education, on physical culture and sport;

4.4. easy access on the territory and to buildings of the camp for assessment of its compliance to requirements to safety and service quality of camps of the representatives located in the location of the organizer of the camp in the territory of the corresponding administrative and territorial unit:

structural divisions city (the cities of regional subordination), the district executive committee, local administration of the area in Minsk performing state powers of authority in the field of education, physical culture;

territorial authority of internal affairs;

territorial authority on emergency situations;

center of hygiene and epidemiology;

the territorial organization of health care of city (district) level authorized city (the city of regional subordination), district executive committee, local administration of the area in Minsk;

4.5. acceptance of other measures directed to reduction of conditions of stay of children in the camp in compliance with requirements to safety and service quality of camps.

5. The organizer of the camp for confirmation of readiness of the camp for work in the period of vacation not later than two months prior to the beginning of this period directs in city (the cities of regional subordination), district executive committee, local administration of the area in Minsk in the location of the organizer of the camp (further – district executive committee) in the form of the electronic document information on preparation of the camp for work on form according to appendix 1 (further – information on preparation).

6. District executive committee for confirmation of availability for service in the period of vacation of camps on which information on preparation is provided to it (further – the camp of the area):

6.1. creates of number of representatives of the divisions, bodies and organizations specified in paragraphs by second or pole of subitem 4.4 of item 4 of this provision and approves structure of the working group on safety and proper service quality of camps of the area (further – working group);

6.2. makes the decision on providing the camps with organizers located in the location of this district executive committee in the territory of the corresponding administrative and territorial unit and who provided information on preparation, proper and timely readiness of camps of the area for work in the period of vacation;

6.3. sends to representative office of the Center for the location of this district executive committee in the territory of the corresponding administrative and territorial unit (area, Minsk) information on form according to appendix 2, containing data on the camps preparing for work in the period of vacation;

6.4. will organize assessment by the working group of compliance of camps of the area to requirements to safety and service quality of camps based on studying of information on preparation (with holding necessary control (supervising) actions for the statement of the organizer of the camp stated in it) with creation of the conclusions in form according to appendix 3, of the conditions of stay of children containing data on compliance (discrepancy) in the camp to requirements to safety and service quality of camps (further – the conclusion about preparation);

6.5. will organize departures of working group in the camp of the area for implementation of their acceptance to work in the period of vacation;

6.6. in five calendar days prior to the beginning of the period of vacation sends to representative office of the Center for the location of this district executive committee in the territory of the corresponding administrative and territorial unit (area, Minsk) information on form according to appendix 2, of containing data on the camps which underwent acceptance to work (further – information on camps, ready to work).
