1. Approve Provisional regulations for procedure for execution of visas of the Kyrgyz Republic, Single permission for stay and implementation of labor activity in the territory of the Kyrgyz Republic by foreign citizens and stateless persons and resident maps of the Kyrgyz Republic (further - Provisional regulations) according to appendix.

2. Determine that the procedure for execution of visas of the Kyrgyz Republic, Single permission for stay and implementation of labor activity in the territory of the Kyrgyz Republic by foreign citizens and stateless persons, and also resident maps of the Kyrgyz Republic and prolongation of registration of foreign citizens and stateless persons for owners of the resident card is determined by the Provisional regulations approved by Item 1 of this resolution.

3. To the Ministry of Foreign Affairs of the Kyrgyz Republic for operation of Provisional regulations to perform functions on registration and issue of allowing documents for work to foreign citizens.

4. Establish effective period of Provisional regulations till December 31, 2026.

5. Suspend till December 31, 2026:

- Item 1 of the order of the Government of the Kyrgyz Republic "About approval of the Instruction about procedure for execution of visas of the Kyrgyz Republic" of March 15, 2017 No. 155;

Provisional regulations for procedure for execution of visas of the Kyrgyz Republic, Single permission for stay and implementation of labor activity in the territory of the Kyrgyz Republic foreign citizens and stateless persons and resident maps of the Kyrgyz Republic

Chapter 1. General provisions

1. Provisional regulations for procedure for execution of visas of the Kyrgyz Republic, Single permission for stay and implementation of labor activity in the territory of the Kyrgyz Republic by foreign citizens and stateless persons, and also resident maps of the Kyrgyz Republic (further - Provisional regulations) determine procedure for registration and issue:

- visas of the Kyrgyz Republic (further - visas);

- Single permission for stay and implementation of labor activity in the territory of the Kyrgyz Republic foreign citizens and stateless persons (further - Single permission);

- resident maps of the Kyrgyz Republic (further - the resident card).

Visas are drawn up and issued by the Ministry of Foreign Affairs of the Kyrgyz Republic (further - the MFA), diplomatic representations and consular establishments of the Kyrgyz Republic (further - foreign institutions), and in case of their absence - specially authorized representations of foreign states.

Single permission and the resident card are drawn up and issued by Consular department of the Ministry of Foreign Affairs of the Kyrgyz Republic (further - CD the MFA).

2. Terms and determinations.

For the purposes of these Provisional regulations the following main terms and determinations are applied:

bodies MFA - CD the MFA, the authorized representations the MFA in the territory of the Kyrgyz Republic (further - software the MFA), visa Items at the international check points through Frontier of the Kyrgyz Republic, and also foreign institution of the Kyrgyz Republic;

foreign institution of the Kyrgyz Republic - diplomatic representation (embassy), its offices (department), permanent mission, consular establishment of the Kyrgyz Republic, visa Item;

visa Item at the international check points through Frontier of the Kyrgyz Republic - the structural division of CD the Ministry of Foreign Affairs of the Kyrgyz Republic or software the MFA in the territory of the Kyrgyz Republic performing execution of visas at the international check points through Frontier of the Kyrgyz Republic (further - VP MFA);

visa sticker - the visa form of the established sample according to appendix 1 to these Provisional regulations pasted in the valid travel document of the applicant;

the entrance/exit visa - the visa which is drawn up for entry into the Kyrgyz Republic and the subsequent departure from its territory;

the exit/entrance visa - the visa which is drawn up for departure from the Kyrgyz Republic and the subsequent entry into the Kyrgyz Republic;

the exit visa - the visa which is drawn up for departure from the Kyrgyz Republic in the cases provided by these Provisional regulations;

visa support - the invitation which is drawn up the MFA according to the petition of inviting party;

the highly qualified foreign specialist - the foreign citizen or the person without citizenship having the higher education, work experience, professional skills and achievements in specific field of activity;

Single system of accounting of external migration (further - ESUVM) - information system on accounting and control of entrance/departure of persons and vehicles through Frontier of the Kyrgyz Republic, issue to foreign citizens and stateless persons of visas, single permission, the resident card in the territory of the Kyrgyz Republic, temporary and permanent residence permits, and also their registration in the place of stay (accommodation) in the territory of the Kyrgyz Republic;

the foreign specialist - the foreign citizen or the stateless person attracted by the employer and having the corresponding education or the necessary qualification determined by inviting party in the petition for implementation of labor activity;
