About approval of the Technical regulation on confirmation of conformity of safety of the equipment working under pressure

In pursuance of requirements of the Law of Ukraine "About confirmation of conformity", according to provisions of the resolution of the Cabinet of Ministers of Ukraine of December 26, 2003 N 2022 "About delegation", for ensuring proper safety for life and health of citizens, and also for protection of their property and the surrounding environment against the danger connected using the equipment working under pressure I ORDER to the State committee on questions of technical regulation and consumer policy of powers on approval of regulatory legal acts:

1. Approve the Technical regulation on confirmation of conformity of safety of the equipment working under pressure it (is applied).

2. Determine DP "Kiev Expert and Technical Center" of Gosnadzorokhrantrud of Ukraine (Prokhorov V. V.) responsible for development and review of national standards which can be perceived as the proof of compliance to requirements of the Technical regulation for confirmation of conformity of safety of the equipment working under pressure (by consent).

3. To management of standardization and quality (Nelepov A. A.) provide annually entering into the Plan of the state standardization of works on development and review of national standards which can be perceived as the proof of compliance to requirements of the Technical regulation for confirmation of conformity of safety of the equipment working under pressure.

4. To the state company "Ukrainian Research and Training Center of Problems of Standardization, Certification and Quality" (Zharkov Yu. V.) provide the publication in "The bulletin of information materials on standardization, metrology and certification" of the list of authorized bodies on confirmation of conformity and national standards which can be perceived as the proof of compliance to requirements of the Technical regulation for confirmation of conformity of safety of the equipment working under pressure.

5. To department of standardization and international cooperation (Onopriyenko V. V.):

- in five-day time from day of approval of this order to provide its provision on state registration in the Ministry of Justice of Ukraine;

- in a month from day of registration by the Ministry of Justice of Ukraine of this order to provide project development of the plan of step-by-step implementation of the Technical regulation for confirmation of conformity of safety of the equipment working under pressure.

6. To confer responsibility for accomplishment of this order on the vice-chairman Cherepkov S. T.

7. To put control over the implementation of this order on management of organizational and analytical ensuring activities of the Chairman (Sirotkin S. M.

The technical regulation on confirmation of conformity of safety of the equipment working under pressure

1. General provisions

1.1. This Technical regulation establishes types of the equipment working under pressure which are subject to obligatory confirmation of conformity, safety requirements to this equipment, procedures of confirmation of conformity, the rule of marking and input of products in the address.

This Technical regulation is harmonized with the Directive 97/23 of the EU of the European Parliament and Council of the European Union of 29.05.1997 about rapprochement of the legislation of state members concerning the equipment working under pressure regarding classification of the equipment working under pressure, technical requirements to this equipment and assessment of conformity. Other Sections of this Technical regulation consider national peculiarities of Ukraine.

The equipment working under pressure is directly connected with safety for life and health of the person, animals, plants, and also property and the environment.

The equipment compliance working under pressure to requirements of this Technical regulation is subject to the state supervision for the purpose of consumer protection guarantee.

1.2 This Technical regulation governs the relations in the field of designing, designing, production and confirmation of conformity of the equipment working under excessive rather atmospheric the most admissible pressure (PS) of more 0,5 of bars (1 bar = MPa 0,1; 1 bar = 1,02 of kgf/quarter of cm):

- excessive rather atmospheric it is more vessels working under pressure than on 0,5 of bars;

- the equipment and aggregates for receipt of vapor or hot water with temperature more 100th hail. 1.3. This Technical regulation does not extend on:

1.3.1. Pipelines and systems of pipes which are designed for transportation of working environments to coastal or coastal installation or from it, up to the last blocking device (inclusive with it) in the territory of installation, including all service equipment intended especially for this pipeline. This exception does not extend to the standard equipment working under pressure, in particular for the equipment which can be used at stations which regulate pressure, or at compressor stations.

1.3.2. Networks of water supply, distribution and discharge of water, and also the related equipment, in particular underwater water supply systems of hydropower plants on hydroelectric power stations, pressure head pipes, pressure head mines, pressure head tunnels for water and special accessories, related.

1.3.3. The equipment which is specially designed for application in the field of the nuclear equipment and which defect can lead to release of radioactivity.

1.3.4. The equipment which is used for control of the wells intended for industrial investigation and operation of oil fields, natural gas, natural heat, and also underground storage tanks (storages) to support or regulate pressure level in wells. 1.3.5. 1.3.6. Blast furnaces with cooling system (inclusive), recuperative water heaters (kauper), dust arresters, devices for purification of grid-iron gas, the furnace of mine type with chilling, gas converters and coppers for melting, melting, removal of gases and casting of steel and non-ferrous metals.

1.3.7. Covers for the electric high-voltage equipment (distributing devices, distribution mechanisms, transformers and machines with parts which rotate).

1.3.8. The covers and casings working under pressure, intended for the shelter of components of electric and telephone cables.

1.3.9. Vessels, rockets, airplanes or mobile floating sea platforms, and also the equipment which is specially intended for establishment on board or in the rocket engine.

1.3.10. The equipment working under pressure and consisting of elastic cover (pneumatic tires, airbags, balls, balloons, inflatable boats and such other).

1.3.11. The noise muffler from exhausts or from absorption of gases.

1.3.12. Bottles or siphons for carbonated drinks.

1.3.13. Vessels for transportation and distribution of drinks at which the work PS x V does not exceed 500 bars x l and the most admissible pressure are not exceeded by 7 bars.

1.3.14. The equipment to which extend: The European Agreement on the international road delivery of dangerous goods (DOPNV) of 1957, Rules of transportation of dangerous goods by the railroad approved by Council for rail transport on April 5, 1996.

1.3.15. Radiators and pipelines of water systems of heating.

1.3.16. Vessels for storage of liquids with the gas pressure upon these liquids 0,5 of bars there is no more.

1.3.17. The equipment which confirmation of conformity is regulated by other technical regulations.
