About approval of the Instruction about order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine concerning prevention and emergency response which are connected with infectious diseases, poisonings of people and other medical and sanitary effects

According to the Laws of Ukraine "About protection of the population and the territories against emergency situations of technogenic and natural nature", "About legal principles of civil protection", "Bases of the legislation of Ukraine about health care", "About ensuring sanitary and epidemic wellbeing of the population", "About protection of the population against infectious diseases", resolutions of the Cabinet of Ministers of Ukraine of August 3, 1998 No. 1198 "About single state system of prevention and emergency response of technogenic and natural nature", of November 2, 2006 No. 1539 "About approval of the Regulations on the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash", of November 2, 2006 No. 1542 "About approval of the Regulations on the Ministry of Health of Ukraine", for the purpose of enhancement of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine concerning prevention and rapid response to emergency situations which are connected with diseases and poisonings of people, we ORDER:

1. Approve the Instruction about order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine concerning prevention and emergency response which are connected with infectious diseases, poisonings of people and other medical and sanitary effects (dalsheinstruktion) which is applied.

2. Determine telephone numbers for mutually informing and the organization of interaction in case of threat or emergence of the emergency situations connected with infectious diseases, poisonings of people and other medical and sanitary effects:

2.1. The ministries of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash:

2.2. Ministries of Health of Ukraine:

Service of the Ukrainian scientific and practical center operational and on duty of the emergency medical care and medicine of catastrophic crashes of the Ministry of Health of Ukraine: ph. (044) 518-57-08, 518-47-11;

Department of the state sanitary and epidemiological surveillance of the Ministry of Health of Ukraine: ph. (044) 253-39-00, 253 - 52-03, 253-17-84.

3. Determine that reference of the events in Ukraine connected with infectious diseases and poisonings of people to emergency situations is performed by the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash under approval in case of need of the Ministry of Health of Ukraine based on the State qualifier of emergency situations of recreation center 019-2001, approved by the order of the State committee of Ukraine on standardization, metrology and certification of 19.11.2001 No. 552.

4. Approve procedure for submission of information to the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash:

4.1. The territorial centers of the emergency medical care and medicine of catastrophic crashes of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations, the Republican sanitary and epidemiologic station of the Autonomous Republic of Crimea, regional, Kiev and Sevastopol city sanitary and epidemiologic stations submit operational information according to the Message on threat of origin or emergence of the emergency situation connected with infectious diseases, poisonings of people and other medical and sanitary effects, the course of its liquidation (appendix 1) and Operational information about infectious diseases, poisonings of people and other medical and sanitary effects of emergency situation (appendix 2) to the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol and MZ.

4.2. The head department of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol:

to immediately submit operational information about threat of origin or emergence of the emergency situations connected with infectious diseases, poisonings of people and other medical and sanitary effects, the course of their liquidation by phone to service of the Ministry operational and on duty of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash with the subsequent written confirmation according to appendices 1 and 2 within one hour;

in case of receipt of above-mentioned information from other sources to report structural divisions of health care of local public administrations and the public sanitary and epidemiologic service for the purpose of confirmation of the fact of emergence of emergency situation.

5. And for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine against January 28, 2002 No. 28/25 "About interaction in case of the emergency situations connected with poisonings and infectious incidence of people" to repeal the order of the Ministry of Ukraine concerning emergency situations.

6. The ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash before representation to the Cabinet of Ministers of Ukraine of information on emergence of the emergency situations connected with infectious diseases, poisonings of people and other medical and sanitary effects approves it with the Ministry of Health of Ukraine.

7. Bring the order to subordinate bodies and divisions of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine.

8. To the director of the department of health care and medicobiological protection Gromazin O. A. and and for protection of the population against effects of the Chernobyl catastrophic crash Sukhomlina O. M. to provide to the head of department of legal support of the Ministry of Ukraine concerning emergency situations submission of the order to the Ministry of Justice of Ukraine on state registration in the time established by the legislation.

9. To impose control over the implementation of this order on the deputy minister of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the deputy minister of health care of Ukraine according to distribution of functional obligations.

I. General provisions

1.1. The instruction determines order of interaction of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Ministry of Health of Ukraine during execution of joint tasks when functioning the ministries in the modes of daily activities, the increased readiness and activities in emergency situation (further - emergency) by liquidation of medical and sanitary effects.

1.2. Interaction of the Ministry of Emergency Situations and MZ are the joint actions for the prevention and liquidation of medical and sanitary effects of emergency approved and interconnected according to the purpose, the place, time, amounts and methods of accomplishment.

1.3. The purpose of interaction of the Ministry of Emergency Situations and MZ according to the prevention and liquidation of medical and sanitary effects of emergency is ensuring effective use of forces and means, rescue of life and preserving human health, provision struck and injured all types of medical care in necessary amounts and in optimum terms, liquidation of the epidemic centers of infectious diseases and ensuring sanitary and epidemic wellbeing of the population in zones emergencies.

1.4. Interaction of the Ministry of Emergency Situations and MZ is performed based on the principles:

single approaches to realization of state policy in the field of the prevention and liquidation of emergency, public health care and prevention of diseases;

priority of preserving life and health of the population in case of origin and during liquidation of emergency of technogenic and natural nature;

single approaches and criteria during the forecasting and estimation of medical and sanitary situation in case of different emergencies, determination of opportunities of rescue and medical divisions, forming and institutions.

1.5. Attraction of forces and means of the Ministry of Emergency Situations and MZ for the prevention and liquidation of medical and sanitary effects of emergency is performed according to the current legislation.

1.6. Interaction is performed:

at the level of the central executive bodies - between the Ministry of Emergency Situations and MZ;

at the regional level - between the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol and the Ministry of Health of the Autonomous Republic of Crimea, structural divisions concerning health care of local public administrations, the territorial centers of the emergency medical care, the Republican sanitary and epidemiologic station of the Autonomous Republic of Crimea, regional, Kiev and Sevastopol city sanitary and epidemiologic stations;

at the local level - between the Ministry of Emergency Situations territorial subdivisions located in the place of dislocation and structural divisions concerning health care of local public administrations, district (city) sanitary and epidemiologic stations.

1.7. The Ministries of Emergency Situations and MZ perform mutual exchange of information and the notification through field services for the purpose of timely finishing information on threat or emergence of NANOSECOND.

The notification and mutual exchange of information will be organized:

at the national level - between service Ministry of Emergency Situations operational and on duty and node of information and analytical information processing of MZ in Ministerial information and analytical system concerning emergency situations (Dispatching service of the Ukrainian scientific and practical center of the emergency medical care and medicine of catastrophic crashes of MZ);

at the regional level - between the head departments of the Ministry of Emergency Measures in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol and the Ministry of Health of the Autonomous Republic of Crimea, structural divisions concerning health care of local public administrations, the territorial centers of the emergency medical care, the Republican sanitary and epidemiologic station of the Autonomous Republic of Crimea, regional, Kiev and Sevastopol city sanitary and epidemiologic stations;

at the local level - between the Ministry of Emergency Situations territorial subdivisions located in the place of dislocation and structural divisions concerning health care of local public administrations, district (city) sanitary and epidemiologic stations.

II. Interaction actions in the modes of activities of the Ministry of Emergency Situations and MZ

2.1. In the mode of daily activities

2.1.1. Ministry of Emergency Situations and MZ:

send to structure of the coordination commissions of Public service of medicine of catastrophic crashes and the working groups of the plenipotentiaries;

based on the forecast of emergence of emergency estimate their possible medical and sanitary effects and develop plans of medical and sanitary providing the population in emergency situations or in case of threat of their origin;

perform mutual exchange of information about emergency with medical and sanitary effects in Ukraine and out of its limits;

approve procedure for collateral actions of rather medical protection of the population with determination of the main objectives, the list of forces and means necessary for provision of medical care by the victim in case of emergency, the place and time of the organization and holding sanitary and hygienic and anti-epidemic actions;

will organize and provide training of staff in acceptances of rendering emergency medical service;

will organize and perform joint tactical and special and training exercises concerning mitigation of consequences of emergency situations;

develop, approve and realize programs for questions of medical and biological protection of the population and the territories in case of emergency;

take part performed by research and development works concerning medical and biological protection of the population in case of emergency;

perform international cooperation concerning medical and biological protection of the population in case of emergency.

2.1.2. MZ according to the tasks assigned to it:

develops and approves regulations on functional subsystem of single state system of prevention and response to emergency of technogenic and natural nature in coordination with the Ministry of Emergency Situations;

develops and approves with the Ministry of Emergency Situations the Plan of medical and sanitary providing the population in emergency situations or in case of threat of their origin. Similar plans at the territorial level are developed by governing bodies of health care and approved with territorial authorities of department of the Ministry of Emergency Measures. Medical institutions are developed and approve with local divisions of the Ministry of Emergency Situations action plans according to the prevention and mitigation of consequences of emergency;

determines the need for forces and means for liquidation of medical and sanitary effects of emergency and develops the principles of their application and use;

develops methods of rendering emergency medical service by the victim in case of emergency, sanitary and hygienic and anti-epidemic requirements concerning ensuring sanitary and epidemic wellbeing of the population in case of emergency;

performs permanent monitoring of environment factors which influence the state of health of people (radiation background, chemical pollution of atmospheric air, pollution of water in open reservoirs, water supply systems, food causative agents of infectious diseases and chemical compounds);

creates reserves of medicines, products of medical appointment and the medical equipment for prevention and liquidation of medical and sanitary effects of emergency of technogenic and natural nature;

will organize training of health workers of treatment-and-prophylactic and sanitary and epidemiologic institutions, including staff of medical forming which are part of Public service of medicine of catastrophic crashes, not health workers of whom rescue units, concerning mastering by them skills of rendering emergency medical service are created.

2.1.3. The Ministry of Emergency Situations according to the tasks assigned to it:

provides information on threat or emergence of emergency on potentially dangerous objects and nature of the striking factors;

approves Plans of medical and sanitary providing the population in emergency situations or in case of threat of their origin;

takes part in development of techniques of rendering emergency medical service when carrying out wrecking on mitigation of consequences of emergency of technogenic and natural nature;

will organize training of staff of rescue services in skills of rendering emergency medical service in case of emergency;

contains mobile hospital which belongs to the sphere of department of the Ministry of Emergency Measures, develops requirements concerning its application in case of NANOSECOND, performs its material logistics;

carries out preparation on rates of civil protection of administrative board and specialists of structural divisions concerning health care of local public administrations;

performs check of readiness of governing bodies and institutions MZ to medical and sanitary providing the population in case of emergency.

2.2. On high alert

2.2.1. Ministry of Emergency Situations and MZ:

create task forces for identification of the reasons of deterioration in situation around possible emergence of emergency situation which analyze situation which developed, predict emergency development, structure of sanitary losses among the population, sanitary and epidemic situation around emergency and in the territories adjoining to it;

constitute the plan of urgent actions for the prevention (reduction) of medical and sanitary effects of emergency in which determine structure of medical forces and means which need to be transferred to high alert, the territorial authorities of management of forces of health service interacting in case of emergency, procedure for collateral actions of rather medical and sanitary providing the population around emergence of emergency, procedure for mutual exchange of information between the ministries and participation of the relevant services Ministry of Emergency Situations and MZ on the organization of control of the level of radioactive, chemical and bacteriological pollution of drinking water, food, environment objects and so forth;

check and if necessary fill up the material reserves necessary for emergency liquidation.

2.2.2. MZ according to the tasks assigned to it:

provides the Ministry of Emergency Situations information concerning the forecast of medical and sanitary effects of emergency, calculations of forces and means of Public service of medicine of catastrophic crashes, organizations and institutions of health care, State sanitary and epidemiologic service of Ukraine which plans to involve for liquidation of medical and sanitary effects of emergency;

performs reduction of forces and means of Public service of medicine of catastrophic crashes, organizations and institutions of health care, State sanitary and epidemiologic service of Ukraine of the respective region in high alert to liquidation of medical and sanitary effects of emergency;

quickly determines forces, means of institutions of health care and the public sanitary and epidemiologic service which can be attracted from other territories to liquidation of medical and sanitary effects of emergency;

will organize and performs sanitary and hygienic and anti-epidemic actions in areas which border on zone emergency;

strengthens monitoring of radiation background, chemical pollution of atmospheric air, bacteriological and chemical pollution of water from open sources and water supply systems, food.

2.2.3. The Ministry of Emergency Situations according to the tasks assigned to it:

a) in case of receipt of information from governing bodies of the Ministry of Emergency Situations in regions:

analyzes information and provides preliminary orders to subordinate governing bodies and divisions, if necessary gets ready the corresponding forces and means of service of civil protection to deployment;

through service Ministry of Emergency Situations operational and on duty notifies MZ on emergency threat, informs on the made decisions on preparation for mitigation of consequences of emergency;

b) in case of receipt of information from MZ:

specifies and analyzes information;

provides preliminary orders to subordinate governing bodies and divisions in regions;

if necessary gets ready to deployment of force and means of service of civil protection;

through service operational and on duty informs MZ on the made decisions on preparation for mitigation of consequences of emergency.

2.3. In the activities mode in emergency situation

2.3.1. Ministry of Emergency Situations and MZ:

create task forces and move them to the area of emergency with task to perform assessment of real situation, to constitute the forecast of development of emergency and its medical and sanitary effects;

submit proposals concerning liquidation of medical and sanitary effects of emergency in the draft decision of the relevant commission which performs management of emergency liquidation;

determine forces and means of health service which need to be involved for mitigation of consequences of emergency, procedure for their promotion in the center of emergency and operating procedure on liquidation of medical and sanitary effects of emergency;

will organize medical and sanitary and anti-epidemic support of victims in case of emergency;

determine availability, procedure for use and replenishment action of the medicines, the equipment, medical property and other appliances necessary for liquidation of medical and sanitary effects of emergency;

resolve issues concerning material logistics of forces of health service which take part in liquidation of medical and sanitary effects of emergency;

provide to the population operational and reliable information about risk degree of effects of emergency for health and conditions of life activity, methods and methods of its protection;

continue mutual exchange of information about the course of mitigation of consequences of emergency in general and medical and sanitary, in particular, and also about the made decisions on liquidation of their effects which belong to competence of the Ministry of Emergency Situations and MZ;

proceeding from the emergency level approve and make the decision on allocation of additional forces and means for liquidation of its medical and sanitary effects;

perform medical and sanitary and anti-epidemic support of evacuation of victims and the population from zone emergency;

exercise medical control of the state of health of staff of forming of rescue services and all other persons involved in mitigation of consequences of emergency.

2.3.2. MZ according to the tasks assigned to it:

through the Ukrainian scientific and practical center of the emergency medical care and medicine of catastrophic crashes provides the Ministry of Emergency Situations information concerning amounts and nature of medical and sanitary effects of emergency situation;

sends the representatives to structure of the headquarters on liquidation of emergency for assessment of medical and sanitary effects of NANOSECOND, development of recommendations of actions for their liquidation, maintenance of operative communication;

sends to zone emergency task force for work in the headquarters on liquidation of emergency of technogenic and natural nature;

will organize and performs medical and sanitary and anti-epidemic support of the population around emergency, in locations of the evacuated population and rescuers;

exercises control of state of environment, sanitary and hygienic and epidemic situation around emergency situation;

completes the replaceable list of health workers of mobile hospital which belongs to the sphere of department of the Ministry of Emergency Measures;

makes the decision concerning use of forces and means of Public service of medicine of catastrophic crashes, organizations and institutions of health care, the Public sanitary and epidemiologic service of Ukraine from other regions for liquidation of medical and sanitary effects of emergency;

provides replenishment with medicines and other medical means of medical forming and medical institutions which take part in wrecking.

2.3.3. The Ministry of Emergency Situations according to the tasks assigned to it:

a) in case of receipt of information from governing bodies of the Ministry of Emergency Situations in regions:

through service Ministry of Emergency Situations operational and on duty notifies MZ on emergence of emergency and its development, on the made decisions on liquidation of its effects and evacuation of the population;

performs actions for mitigation of consequences of emergency;

b) in case of receipt of information from MZ:

specifies and analyzes information;

through service operational and on duty informs MZ and its structural divisions on the made decisions on mitigation of consequences of emergency and evacuation of the population;

performs actions for mitigation of consequences of emergency.
