According to Item 8 of the Regulations on the Ministry of social policy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of June 17, 2015 No. 423, of the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, of paragraph two of Item 10 of the Procedure for provision of social services to persons with disability and to the elderly people suffering from mental disturbances, the Cabinet of Ministers of Ukraine approved by the resolution of June 26, 2019 No. 576, of paragraph two of Item 32 of the Procedure for the organization of the provision of social services approved by the resolution of the Cabinet of Ministers of Ukraine of June 01, 2020 No. 587, of the paragraph of the fourth Item 8 of the Procedure for representation and document creation, appointment and payment of compensation to the physical persons providing social services in leaving on nonprofessional basis the Cabinet of Ministers of Ukraine approved by the resolution of September 23, 2020 to No. 859, of the Procedure for processing of personal data in base of personal data - the State register of physical persons - taxpayers, the Ministry of Finance of Ukraine approved by the order of February 24, 2015 No. 210, registered in the Ministry of Justice of Ukraine on March 12, 2015 at No. 278/26723, and for the purpose of realization of procedure for granting by the State Tax Administration of Ukraine of information on the income (lack of the income) of physical persons we ORDER:

Declare invalid the order of the Ministry of social policy of Ukraine, the Ministry of Finance of Ukraine of May 08, 2015 No. 492/497 "About approval of the Procedure for provision by the Public fiscal service of Ukraine of information from the State register of physical persons - taxpayers about availability of the income and source of their obtaining by the physical persons providing social services", registered in the Ministry of Justice of Ukraine on May 25, 2015 at No. 594/27039.
3. To provide to management of development of social services of the Ministry of social policy of Ukraine (Sulim A. V.) submission of this order in the procedure established by the legislation on state registration in the Ministry of Justice of Ukraine.
4. This order becomes effective from the date of its official publication.
5. To impose control over the implementation of this order on the deputy minister of social policy of Ukraine according to distribution of obligations and the Chairman of the State Tax Administration of Ukraine.

1. This Procedure is developed for the purpose of ensuring realization of procedure for granting by the State Tax Service of Ukraine of information from the State register of physical persons of taxpayers (further - the State register) and automation of process of electronic information exchange between the Unified information system of the social sphere (further - the Single system), program complex "The integrated information system "Social Bulk" (further - the personal computer "ISS "Social Bulk") and the State register.
2. This Procedure regulates electronic information exchange and general rules of creation and representation of social policy of Ukraine by the Ministry, structural divisions concerning social protection of the population of the district state (military) administrations in the city of Kiev, executive bodies rural, settlement, city, district in the cities (in case of their education) councils (further - authorized bodies) (together further - subjects of representation of requests) in GNS of the requests created by means of single system, the Tax Code "by ISS "Social Community" for obtaining from the state register of information on the income (lack of the income) of the physical persons providing social services in leaving, persons needing provision of social services, and members of their families (further - physical persons), both forming and provision of GNS of responses to such requests.
3. Subjects of electronic interaction are Minsotspolitiki, authorized bodies and GNS.
4. The administrators of electronic information exchange providing and performing technical support of the procedure of giving of requests and receipt of answers is the state company "It Is Information — Computer Center of the Ministry of Social Policy of Ukraine" and GNS.
5. The amount and structure of data which subjects of electronic interaction via program interfaces of electronic information resources exchange (services) are determined by agreements on information exchange according to procedure electronic (technological and information) the interaction approved by the resolution of the Cabinet of Ministers of Ukraine of September 08, 2016 No. 606 "Some questions of electronic interaction of electronic information resources".
1. Electronic information exchange between Minsotspolitiki, authorized bodies and GNS is performed at the central level with use of means of system of electronic interaction of the state electronic information Trembita resources with use of information systems of Minsotspolitiki and GNS.
During electronic information exchange between authorized bodies and GNS according to this Procedure are used:
Single system;
Personal computer "IIS "Social Community";
State register.
2. The automated exchange of information according to the procedure of electronic information exchange is carried out electronically with observance of requirements of the Laws of Ukraine "About electronic documents and electronic document management", "About electronic identification and electronic confidential services", "About information security in information and communication systems", "About personal data protection", "About public electronic registers".
1. Subjects of representation of requests by means of information systems of Minsotspolitiki create and send in GNS electronically requests for receipt of information on sources and the amounts of the income added to physical person and/or the amounts of income gained by self-employed persons and also the total amount of the annual earnings declared by physical person in the tax declaration about property condition and the income (further - sources and the amounts of the income).
2. The request is created only concerning one physical person.
The request contains the following data:
registration number and date (number, month, year) of request;
basis for forming of request;
information on the subject of giving of requests, namely:
code of the taxpayer according to EGRPOU of the subject of giving of requests;
name of the subject of representation of requests;
registration number of accounting card of the taxpayer from the State register or series (in the presence) and passport number (for physical persons which because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and officially notified on it the relevant monitoring body and have mark in the passport) and surname, own name, middle name (in the presence) the authorized person of the subject of giving of requests which created request;
information about the physical person, namely:
registration number of accounting card of the taxpayer from the State register or series (in the presence) and passport number (for physical persons which because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and officially notified on it the relevant monitoring body and have mark in the passport) physical person (in the presence);
surname, own name, middle name (in the presence) physical person;
the address of the declared/registered residence (stay) (in the presence) (the area, the district of the area, the settlement, street type, the name of the street, house number, cases and apartments);
the period for which information is requested,
3. GNS provides processing of requests and provides replies to the requests of subjects of giving of requests within five working days from the date of their obtaining.
4. Reply to the request contains the following data:
registration number (corresponds to number of request on which the answer is provided) and date (number, month, year) of reply to the request;
result of processing of request.
If the physical person is identified and in the State register there is information on sources and the amounts of the income for the required period, reply to the request contains the following data:
registration number of accounting card of the taxpayer from the State register or series (in the presence) and passport number (for physical persons which because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and reported about it the relevant monitoring body and have mark in the passport) physical person;
income amount, added/paid to physical person by the tax agent, by sources and signs of the income and/or the amount of income gained by self-employed person;
the amount of the added / listed tax on the income of physical persons;
total amount of the annual earnings declared by physical person in the tax declaration about property condition and the income (in the presence);
the period for which information is provided.
5. Information from the State register is not provided if:
information on the tax agent and income amount, added (paid) for benefit of physical persons the tax agent, and/or the amounts of income gained by self-employed persons, or the total amount of the annual earnings declared by physical person in the tax declaration about property condition and the income for certain period in the State register is absent;
in request invalid (false) registration number of accounting card of the taxpayer from the State register or physical person on series (in the presence) and to passport number, specified in request is specified, in the State register does not stay on the registry;
registration number of accounting card of the taxpayer from the State register it is covered or physical person on series (in the presence) and to passport number, specified in request, it is struck off the register in the State register;
the fields obligatory for filling are not completed or incorrectly filled;
the details specified in request, in particular registration number of accounting card of the taxpayer from the State register or series (in the presence) both passport number and surname, own name, middle name (in the presence) do not correspond to information which is available in the State register;
the request contains more than one record concerning one physical person;
the period for which information is requested is incorrectly specified;
fields about the authorized person of the subject of the representation of requests which created request are incorrectly filled.
6. After receipt of requests or answers administrators of electronic information exchange carry out their inspection on compliance to the requirements for their filling established by Items 2 and 4 of this Section, to requirements for format and the structure established in joint decisions on electronic information exchange according to Item 5 of the Section I of this Procedure.
7. Requests or answers are considered as not accepted and are not processed if such requests or answers did not undergo testing according to Item 6 of this Section or are provided repeatedly.
8. Administrators of electronic information exchange within one working day inform each other on the revealed mistakes electronically by the direction of the message on unacceptance of request or the answer with indication of the unacceptance reason.
The administrator of electronic information exchange which it is notified on rejection of request or the answer before processing shall send within one working day following after day of receipt of the adequate notice correctly created request or the answer instead of earlier given.
1. Information transferred according to this Procedure belongs to information with limited access (confidential).
2. During electronic information exchange according to this Procedure subjects of representation of requests will see off organizationally - technical actions, for ensuring protection of the transmitted data, taking into account extent of restriction of access to it and according to the legislation in the field of information security.
3. For information security the means of information protection having the certificate of conformity or the positive expert opinion by results of state examination in the field of technical and/or cryptographic information security are used.
4. The transmitted data is processed taking into account requirements of the legislation on personal data protection and used by subjects of representation of requests only for the purpose of realization of the functions and powers by them, stipulated by the legislation, and cannot be transferred to the third party if other is not provided by the law.
5. Information loaded into information systems by Minsotspolitiki is processed in systems using complex system of information security with the confirmed compliance.
