For the purpose of enhancement of procedure for provision, obtaining and use of the free (sponsor's) aid, non-admission of its inappropriate use by receivers I decide:
1. Legal entities and individual entrepreneurs of the Republic of Belarus (further, unless otherwise specified, - sponsors) have the right to provide the free (sponsor's) aid, and legal entities, individual entrepreneurs, citizens of the Republic of Belarus, foreign citizens and stateless persons (further, unless otherwise specified, - receivers) have the right to receive and use the free (sponsor's) aid.
Such help can be provided in the form of money, other property, including property rights (including exclusive rights on intellectual property items), electronic money, digital signs (tokens), and also in work type and services (further, unless otherwise specified, - money, other property, works, services) on the conditions determined by this Decree.
The free (sponsor's) aid is provided irretrievable on the basis of voluntariness and liberty of choice of its purposes according to this Decree.
The requirement of provision of the free (sponsor's) aid, violation of procedure for its provision and use are not allowed and attract responsibility according to legal acts.
2. Determine that:
2.1. the free (sponsor's) aid is provided to receivers on the purposes determined in appendix 1, and to receivers on behalf of diplomatic representations and consular establishments of the Republic of Belarus - on the purposes determined in Item 5 of appendix 2;
2.2. the free (sponsor's) aid on the purposes which are not provided in the appendix 1 and Item 5 of appendix 2, and also according to the procedure is not provided by this Decree can be provided according to the decision of the President of the Republic of Belarus or from its consent;
